PROLIFERATION OF NUCLEAR WEAPON

Homo homini lupus, derives from a Latin proverb that means “A man is a wolf to another
man” or more accurately means “Man is wolf to man.” The proverb refers to a situation
where human being are known to behave like a wolf. Wolf as a creature has the
characteristics of being predatory, cruel, and inhumane.

When human’s life begins thousand years ago, human nature leads them to survive by relying
on sources nature. They utilize everything they can find on Earth to help them survive, and
they expand everything that they find from nature sources. Time goes by where human
intention “to hold the power” also grows causing that intention becomes bigger during the
time, and like a quote that says “the riskiest thing for human is to get greedy”, human
becomes “hungry of authorization”; they try to become the strongest, they try to control each
other, and protect what they have, and wresting the others, and that’s why war was born, The
first war that was recorded on Earth is the Battle of Megiddo in 1500 BC between the troop
of Egypt that led by Pharaoh Thutmose III and the rebellion troop that led by the King of
Kadesh. According to the data from The Battle of Megiddo University of Chicago Press,
during the civilization development, 83 people were killed and 340 men were captured. Then,
human inventions developed, including the knowledge in military technology. That is how
Nuclear Weapon was invented.

The meaning of Nuclear Weapon according to Cambridge English Dictionary is relating to

weapons, or the use of weapons, which use the power produced when the nucleus of an atom
is divided or joined to another nucleus. But then, a question comes up. Why should men
create device that can destroy themselves? The power of Nuclear Weapon can kill hundreds,
thousands, millions and even billions of people in this beloved Earth. Even though nuclear
weapon proposition believes that nuclear are developed to prevent war, or to increase the
nation’s security, however nuclear weapon cause more harm than good in the world,...

Nuclear weapon was used in World War 2, in which United States sent a nuclear bomb called
“Fat Man” to Nagasaki, Japan on 9th August 1945 that took responsibility for thousands
deaths of Nagasaki’s citizens. World War 2 also caused about 2.3 billion people died, where
it directly involved more than 100 million people and 30 countries, and as the deathliest
conflict in human history, it caused 2.3 billion or 3.0 – 3.7 % of population in 1939 died. The
view of thousand corpses lied everywhere, blood spilled on the road, and broken buildings
decorated the city. Have you ever imagine if you were a child that lose your parents because
of the war, you witness how your parents get murdered while you survived, without having
home, family, and love? Could you feel how the victims of war might felt? Again, Homo
Homini Lupus, a man is a wolf to another man. People create destruction by their greediness.
Human being compete to create the most horrifying weapon to make them become the
strongest, to fulfill their greediness of power.

Many countries in the world are interested in developing Nuclear Weapon. Powerful
countries like United States, Iran, and France developed nuclear weapon to strengthen their
military. There is a latin proverb that says “Si vis Pacem Para Bellum” If you want peace,
prepare for war. All of the powerful countries in the world compete each other to become the
strongest. They begin to develop technology, economy, and military. The strongest one will
obtain peace, good economy condition, cooperation with every country in the world, and
honor from another country.

The first problem, nuclear is used as an exploitation device. Countries that own nuclear
weapon can directly or indirectly intimidate other non-weapon countries through military
show-up, violate human right, and even exploited other countries and there is no explicit
penalty that given by United Nations Security Council, and this is proofed by there’s no
penalty that UNSC give to United State for their action and involvement on Invasion on Iraq
in 2003 which UNSC did not approving United State suggestion to invade Iraq with an
assumption Iraq was cooperated with terrorist organization. The fact is UNSC didn’t function
as they must be. If the UNSC didn’t correctly, imagine how can UNSC save the global
peace? In the other word, the global peace is threatened.

The second problem is the threat of Nuclear War. Proliferation of Nuclear Weapon will make
potential of Nuclear Weapon to become bigger. The bigger potential of Nuclear Warfare
inevitable leads us not only to humanity extinct itself but also total destruction of the world.
However, preventing Proliferation of Nuclear Weapon is an absolute matter.

The last problem is the outcome of Nuclear War. The outcome of nuclear war is really
terrifying and terrible. When World War 2 ended, it does not mean that all of the destruction
and greediness, ended with it. Desire of revenge appeared, and Cold War as a state of
political and military tension. Western and Eastern Block competed in weapon development
sector. They expand every side of their military and focus in Nuclear Weapon research. in
1954 United State tested H-Bomb as their invention of Nuclear Weapon Development and
the test showed H-Bomb could produce an explosion more than 1.000 times as powerful as
the bomb that used in World War 2, and the other invention founded by Soviet Union that
was named as “monster bomb” that has 50 mega ton TNT, which much bigger than the power
of Fat Man that only has 20 TNT. If in 1945, Fat Man bomb could destroy Nagasaki with the
total area is 406.35 km² and killed 129.000 people in Nagasaki, it means Fat Man could
destroy all of Pontianak City which only has total area 107,82 km2. How about the power of
H-Bomb that more than 1.000 times as powerful as Fat Man? It means H-Bomb could destroy
the area with 406,350 km2, or it can destroy a half of Borneo Island. Could you imagine that?
It proved Nuclear Weapon technology has developed during the time, more powerful, and
scarier.

Solution:

From all the problems and disaster nuclear weapon had inflicted to the world, there are 3
solutions that can be proposed against the proliferation of nuclear weapon, which are first the
need to push United Nations (UN) to take a role in rejecting Proliferation of Nuclear Weapon.
United Nation Security Council (UNSC) is an absolute organization to maintain global peace
and security.

It is the role of United Nations Security Council to determine the existence of a threat to the
peace and to recommend what actions should be taken. To solve this problem we can’t just
disband the veto power. Yes, UN Security Council has made Resolution 1540 in 2004, which
contains proliferation of nuclear, chemical and biological weapons. In Resolution 1540 the
UN Security Council only reaffirming that proliferation of nuclear weapon is threat to
international peace and securityUNSC has the rights to deploy United Nations Peacekeeping
operation,regardless when and where. United Nations UNSC has rights too to make all
United Nations members agree to accept and carry out the decisions of the Security Council.
Therefore, United Nation actually has the right to encourage all of the countries to stop the
development of Nuclear Weapon as an effort to stop nuclear weapon spreading. China,
France, Russia, England and The United State are the members of United Nation Security
Council, and all of these countries certainly have nuclear weapon, and the world hopes these
nations to take a role in solving nuclear weapon spreading. They have to start from
themselves in realize how Proliferation of Nuclear Weapon should not happen, as the
prevention to maintain global peace and security as their duty. Isn’t from the beginning of the
establishment of United Nation, the main duty is to maintain International peace and
security, and to that end, to take effective collective measure for the prevention and removal
of threats to the peace, and for the suppression of acts of aggression or other breaches of the
peace, and to bring about by peaceful means, and in conformity with the principle of justice
and international law; adjustment or settlement of international disputes or situation which
might lead to a breach of the peace? The role of United Nation is needed right now to save
the global peace as their main duty.

The second solution is the need to consider the total budget used to develop nuclear weapon
instead of increasing a country’s prosperity. 70 years has passed after Fat Man was bombed
in Nagasaki in 1945, and since then, the Development of Nuclear Weapon has developed so
far. But the fact that those developed nuclear weapon are not actually utilized while
considering the budget a country has spent to develop it is not worth it. For instance, let us
take an example of one country. According to U.S Nuclear Weapon Cost Study Project that
was completed in August 1998 America spent $5.5 trillion to develop their nuclear weapon.
Can you imagine how that amount of money can save a lot of lives in the world? Let us open
our eyes to see the condition of the world. The world is in a bad condition, where economy
problem overshadows the world, where the starvation, unemployment, health problem are
around us. According to the data from “Stop Hunger Now International Organization”, there
are about 925 million people in developing countries who do not have enough food to eat,
400 million children are starving in this world, and a child dies in every 15 seconds because
of starving, in which those people absolutely cannot cover-up their basic need nowadays.
Moreover, the data from The Globalist shows that in 2013, there is 157.1 million of
unemployment living in developing countries.

The big nations have to realize that they also have problem that have to be solved by
themselves, like The United State that has a serious Health Problem, according to
the American Heart Association, nearly 99 million Americans age 20 and over have high
cholesterol, as we know that cholesterol levels are one of the major risk factors for heart
attacks and strokes, and also according to the data from National Diabetes Statistics Report
released in June 2014, 25.8 million of American had that deathly disease. What if The United
State allocates $5.5 trillion to solve the starvation in this world? Imagine how many people
that we could help with $5.5 trillion?

If the first and the second solution can’t stop the countries to develop Nuclear Weapon, then
the third solution is to collect all of the countries that don’t have nuclear weapon to force the
countries to stop the development of weapon nuclear itself with threat them with embargo,
this means all of these countries prohibit the movement of merchant with the specific
country. Some Nations may have nuclear weapon and strong military, but if the other
countries allied and collected a will to reject Proliferation of Nuclear Weapon,and embargo
them till they agree about Non-Proliferation of Nuclear Weapon, they won’t have the power
in economy sector anymore.What if Association of Southeast Asian Nations (ASEAN)
embargos the Country that has Nuclear Weapon, like China? Where according to World
Economic Outlook Database shows that 8.5 % of import in China comes from ASEAN.
Imagine if ASEAN embargos the China, it will cause economy problem in China. They may
have Nuclear Weapon, but they will be facing the economy problem ASEAN to supply the
resources that they need. This is actually a fair solution to force China, The United State,
Russia and the others countries to stop develop nuclear weapon. For another instance,
Indonesia as one of the biggest country which produce coal also can embargo England and it
will cause critical problem for England, because according to Caroyln Mark as the one of the
investor from England, Indonesia exported 2.621.000 ton of coal in 2008.England needs coal
for their country because 32.1 % Power Plant in England use coal, Drax Power Ltd, and
Stotich Power are the example of the company and move in Power Plant business. Beside on
exporting coal to England, according to Indonesia Statistic Bureau reported that the amount
of non-oil exporting to England reached $131,4 million, and the exporting of wood and
furniture is increasing every years. Imagine if all of the countries that rejected Proliferation of
Nuclear Weapon become united and take an action to embargo those countries, they certainly
will be troubled.

However, Proliferation of Nuclear Weapon should be rejected, because many of exploitation

and threaten might be bigger as long as the development of nuclear weapon still going on,
and to solve it, United Nation Security Council have to take their role to prevent this problem.
The existence of Nuclear Weapon is not just threat the global peace in this world but it
already has threated our beloved Earth. Because of that, the development of nuclear weapon
must be stopped as soon as possible, and we have proposed three solutions, which are; to
push United Nation to run their main duty to save the global peace, and to realize the
countries with the high expenditure to develop the nuclear weapon that they can solve the
world’s problems with their budget, and the third solution is to take an explicit action to do
embargo as an effort to stop the nuclear weapon spreading. Greediness may be a part of
human nature, but human being also has love, where they can take care to each other and help
the other people in their life, believe that when some of the countries has realized about the
world condition is, a wise movement will be created, and we urge to apply our solutions to
reject Proliferation of Nuclear Weapon for the global peace.
