In reference to your reply it is not satisfactory due to the following reasons.

1. Telling lies are not good habit. It will spoil the not only career but also life.
2. Power is responsibility, but not enjoying. The lower cadre shall having confidence to
do job upon their boss capability and reliability.
3. When you will work properly, i.e. personally you have to move the site and stay at
site and know the problems of the staff and as well as agency. Then only you can
solve the problems. Simply sitting in the office/ ORH will not give fruitful results by
taking data from the supervisors/ staff.
4. And moreover, please remember, you have phoned to me from ALD, that tender is not
yet finalised what is the necessity for surveying. This attitude is not correct. Pre
planning is required for early clearing of drawings etc. submitted by the firm. Hence I
have surveyed all locations of switching stations and TSS, so that i have advised the
division and zonal Railway for shifting of SP/SSP at 3 locations for feasibility.
Accordingly, i advised to you for cross checking of pegging plans from AWB
to Ankai and staff counselling. But you have completed 3 to 4 yards and few staff
counselling only. Counselling register not shown. If your attitude is satisfactory, then
why all the officers and staff are not accepting you. So in earlier letter i advised you
only. Even then you are not realising. Hence realise and correct your self for your
bright future please.

Sub: Non-conducting of negotiation with agency

You have already informed for one week before, for conducting the negotiation
with the agency for finalisation of pickup vehicle tender, to carry out the cross
checking of the pegging plans by the SSE/D/NED and other official works. But it
has been observed that, the date of negotiation is extended without approval of
higher authority. And moreover, the quotation tenders are called under
emergency conditions only. Extension of date for negotiation of the same is not
correct. And moreover you have given assignment in Gr.206 for 7 days only by
the CPD/RE/SC. However if any urgent work is there, you have to inform
CPD/RE/SC and follow his directions/advices for attending the negotiation with
agency, without doing all these things, simply extending the date is not
acceptable for the quotation works.

Hence this time you are advised to dedicate/concentrate towards the tender
works, quotation works and execution of works, in the present and future also.
