We launched our new publications website in 2006 and it quickly proved a very
popular resource. The new site gives electronic access to EI (and IP) publications which
can be purchased online as downloadable pdfs or on annual subscription for
single users and companies. Users can search categories containing over 200
titles. The site provides instant access to current, historical and practical
information about the operation, management and direction of the energy
industry. We offer a range of special introductory discounts throughout the year
so look out for offers to sample the EI website at attractive rates.
Several important news codes and guidelines are highlighted in this
catalogue, including the new edition of Model code of safe practice Part 19: Fire
precautions at petroleum refineries and bulk storage installations which
provides fully updated guidance following industry consultation and reporting
after the Buncefield incident. A new edition of Environmental guidelines for
petroleum distribution facilities is also available which looks at existing best
practice and future trends.

Fire Safety
The EI is publishing a new edition of its Fire Safety Code (see below) which takes account
of the initial findings from the investigation into the Buncefield bulk storage installation
major accident in December 2005. In line with the EI’s policy to remain abreast of

Guidance on assessing the safety integrity of electrical NEW

risk–based assessment methodology for determining
safety integrity level (SIL) requirements and SIL
allocations for the electrical protection function of
various plant items.

IP Research Report: Ignition probability review, model NEW
development and look–up correlations
This new report provides the findings of a UKOOA/HSE/EI
co–sponsored project undertaken by ESR Technology to
improve the modeling of ignition probabilities in
onshore and offshore installation QRAs. Specifically, the
project reviewed current data and models; developed an
ignition probability model for assigning ignition
probabilities in QRA; and, developed a simple basis and
guidance for assigning ignition probabilities to generic
scenarios. This comprehensive report includes a free
CD–Rom that comprises three workbooks: two provide
the ignition probability model in both single scenario
and multirun formats; whereas the third workbook
enables users to look up charts of ignition probabilities
for generic scenarios.

The effect of nitrate anti–souring treatment on corrosion NEW
of mild steel
An increasing number of operators are using nitrate to
combat reservoir souring and suppress SRB activity. The
biological anti–souring treatment is environmentally
friendly for offshore applications and can be comparatively
inexpensive. However, concerns have been raised
regarding the effect of the treatment and its by–products
on the corrosion of mild steel. Of particular concern is
the intermittent generation of low concentrations of
nitrite. This independent study was commissioned by the
Microbiology Committee of the EI and was a part of the
Committee's leading role in promoting good practices,
greener alternatives and improved understanding of
industrial microbiology.

This scheme offers laboratories the opportunity to check their engines on a monthly
basis using a variety of commercially available fuels and specially prepared blends, and
will form an important part of any petroleum laboratory's QA procedure.
Samples of gasoline or reference blends are tested for both Research and Motor Octane
Number and diesel fuel for Cetane Number. Results are statistically analysed and pub-
lished monthly enabling laboratories to compare their results with the statistical mean.

Partnership Agreements
The signing of the Phoenix Agreement in 2006 marked a major step forward in the development
and standardization of petroleum measurement guidance. Under the agreement, the API
(American Petroleum Institute) and the EI will work together with the aim of producing joint
API/EI standards in all areas of petroleum measurement. In addition to the production of new
joint standards, existing standards already produced by both organisations will be combined as
they come up for review. Over the course of the next few years this process will lead to a single
set of standards for international use.
The International Standards Organisation (ISO) is the highest level standards body, representing
national standards organisations. Joint API/EI documents will be made available for adoption by
ISO, and ISO will be invited to propose development and revision work through the API/EI system.
By combining efforts and involving wide groups of international experts in the Joint Work Groups
it should be possible for ISO to accept joint API/EI documents for rapid adoption as ISO standards.
Companies can now be confident that in providing experts to participate in standards development
activities either via the API or the EI they will have direct and full access to a process leading to
joint documents for international use.
New partnerships were forged in 2006 between the EI and Croner for the provision of energy
management guidance. The EI looks forward to building on existing agreements and establishing
new partnerships across industry in the coming months.
