TESDA Circular No. 122-2019 - MTP Moratorium

1) The TESDA Circular implements a moratorium on the registration of new Mobile Training Programs (MTPs) by private Technical Vocational Institutions (TVIs) in response to various findings and complaints about their implementation. 2) All TESDA Regional Offices are instructed to suspend the registration of new MTPs by private TVIs. Only TESDA Technology Institutions will be allowed to register and implement new MTPs. 3) Private TVIs with MTPs already registered and with ongoing programs, including those with approved 2019 Qualification Maps, will be permitted to continue their programs in strict compliance with MTP guidelines and requirements.

Vocational Institutions (TVIs)

In the interest of the service and in view of the various findings and complaints in
the implementation of the Mobile Training Programs (MTPs), a moratorium in the
registration of new MTPs by private TVIs is hereby issued. All Regional Offices (ROs)
are instructed to suspend the registration of new MTPs of private TVIs.

Only TESDA Technology Institutions (TTIs) shall be allowed to register and


implement MTPs. However, private TVIs with current registered MTPs with ongoing
programs including programs with approved Qualification Maps (QMs) for 2019, shall be
allowed to continue implementation of their programs in strict compliance to the MTP
implementing guidelines and requirements.

This Circular shall take effect immediately.
