If we all had a smart meter, we could stop 19.65 million tonnes of CO2 entering the
atmosphere. This is like taking more than 600,000 cars off the road by 2030

Supporting evidence

This section outlines how 19.65 million tonnes of CO2 emissions are
expected to be saved as a result of the smart meter rollout by 2030

‘’Lack of accurate, timely information on energy use: a) may prevent


customers from reducing consumption and therefore bills and CO2
emissions and; b) increases suppliers' accounts management and switching
costs. Better information on patterns of use across networks will aid
network planning and development, including future smart energy systems.’’

Further to the above Government’s Smart meter roll-out cost benefit analysis,
(page2), indicates a saving of 19.65 million tonnes of CO2 (non-traded) as a result
of the smart meter rollout1 This was (and remains) the latest smart meter roll-out
cost-benefit analysis report to be published by BEIS.

As the quantity of emissions in the traded sector is fixed at the EU level, a


reduction in traded sector emissions in the UK will not translate
in a reduction of emissions in the overall system.2 For this reason we have used
only non-traded CO2, as this is a more certain reflection of emissions which will
actually be removed from the atmosphere as a result of the rollout.

We have taken this information from another Government report the Valuation of
energy use and Greenhouse Gas, January 2018. Page 15

The appraisal period of Government’s Smart meter roll-out cost benefit analysis is
up to 2030, therefore these savings are projected to be achieved within this time
frame.

This section provides more detail on how these CO2 emission savings are the
equivalent to taking over 600,000 cars off Britain’s roads by 2030

We’ve used PE International – Experts in Sustainability’s report Life Cycle CO2


Assessment of Low Carbon Cars 2020 – 2030, to work out the highest levels of
emissions per car.

We deliberately use this report for two reasons;


1. as it was commissioned by the ‘Low Carbon Vehicle Partnership’ of which
the Department for Business, Energy & Industrial Strategy, the Department
for Transport, Greenpeace and Transport for London are members
2. as it outlines the CO2 used over the course of a car’s production,
maintenance and fuel etc. and not simply the cars fuel consumption
alone (See page 46)

In order to be conservative with our claim we have also used the figures based on
the mid-sized petrol combustion engine vehicle (ICEV) as this will be the highest
emitter of CO2. (see page 29)

The total life cycles CO2 emissions for an ICEV purchased in 2020 will be 28.7
tonnes per vehicle. 3

Explanation for choosing those purchased in 2020


We’ve used the above figure as vehicles from 2020 are likely to be the majority of
cars on the road throughout the period to 2030, when the expected smart meter
savings are to be reached.

We know from the Department of Transport’s Vehicle Licensing Statistics: Annual


2017 that Average age of petrol cars on the road is currently 8.1 years

road)

We have taken a conservative comparison by stating over 600,000 rather than the
figure above.
