SCAFFOLDING PROCEDURE

1. POLICY

Scaffold shall only be erected, dismantled or maintained by competent


persons.

2. PURPOSE

To ensure that any scaffold is of the correct type, design and suitable for the
intended location and erected by competent persons. That once erected it will
be inspected and maintained to the same standard as it was built.

3. SCOPE

This policy covers Company personnel, installations & facilities.

This policy also covers employees of client, contractor or outside agency that
work at any company installations or facility.

4. PROCEDURE

The fall protection requirements during all scaffolding operations are


contained in Health and Safety Policies and Procedures Manual section 4,
subsection 5.5. The same section also outlines the minimum equipment,
construction and inspection requirements for all scaffolding.

This procedure allows using “system Scaffolding” built to maximum height of 5


meters (16.5 ft) with bay dimensions not exceeding 2.5m x 1m. Any structure
that has 5 or more bays must have diagonal bracing as manufactures Deleted: policy

The personnel erecting the scaffold
This procedure applies to very light duty scaffolding only, Installation staff may have completed the onshore training
not erect any other type or configuration of scaffolding other than those noted programme in addition to having

Scaffold shall be kept clean and tidy.
Scaffold must be clearly marked by the competent person, e.g. SCAFFTAG to
show”Safe for Use” or”Unsafe for Use” e.g. during assembly, disassembly or
because of damage and the loading it can support.
Inspection of scaffold must take place,
• Prior to use
• At the start of each tour when it is to be utilized
• Following any alterations
• After any adverse weather or vessel motion
• Every 7 days whether used or not.
During adverse weather the OIM or his designate shall restrict or prohibit
access to scaffold.

All scaffolding shall be secured / tied to the installation structure in an


approved manner to prevent accidental displacement. Any uncompleted or
unsafe scaffolding must be barriered off and ‘NO ENTRY’ signs posted.

All scaffolding erected, dismantled, maintained or inspected by company


personnel must be approved by the Division manager.

NOTE: When working at a height of over two meters, all personnel shall always wear a
safety harness and line anchored to a secure point on the Installation.

4.1 TRAINING
The OIM can only approve permanent rig based personnel as competent if
they have successfully completed as a minimum the following training as per
their requirement and competency; a copy of the valid certificate is available
on the installation:

The aforementioned courses are examples and purposely flexible to allow the
use of various training schools. The Rig Manager, Performance should
consider the above examples before approving a relevant training request.

The training courses will invariably be based on “tube and fitting” scaffold
equipment. This does not qualify any rig based personnel to erect “tube and
fitting” scaffold. The only scaffold the rig based personnel will be allowed to
erect is the “system scaffold” type, also known as prefabricated aluminum
alloy scaffolding (Kwikstage, Layher, H-Frames, etc.).

The equipment supplier’s training material (DVD, etc.) and user manual shall
be obtained when procuring the equipment and kept within the installation’s
training library. This material will be studied by the Scaffold Competent
Person to ensure familiarity with the scaffolding equipment before erecting it.

5. RESPONSIBILITIES Deleted: ¶


5.1 ALL PERSONNEL ¶

• Update and maintain within the training library all training material from the
suppliers of “system scaffold” equipment which is kept on the installation
for the purpose of being erected by rig-based personnel

5.4 OFFSHORE INSTALLATION MANAGER (OIM)


• Evaluate each scaffold operation on merit and apply preference to external
vendors as much as reasonably possible
• Only permit company personnel who have completed the division
approved training to erect scaffolding
• Only approve “system scaffold” equipment to be erected by rig-based
personnel
• Ensure that “tube & fitting” scaffold equipment is only erected by qualified
