Project Costing

Capture External Commitments [10 : 29-Mar-2014]

Project managers and project accountants need to have full visibility to all costs related to a project.
These costs include commitment transactions (requisitions, purchase orders, and unpaid invoices)
which are managed in external systems such as PeopleSoft Procure to Pay. In earlier releases, visibility
to commitment transactions is limited to purchase requisitions, purchase orders, and invoices in Oracle
Fusion Purchasing and Oracle Fusion Payables. There is no insight into the commitment transactions in
third-party applications. In 11.1.4.0.0, new functionality is available to import, view, and summarize
commitment transactions from third-party applications. This complete visibility allows for quicker and
better decision making.

External Commitments Integration Enhancements [20 : 29-Mar-2014]

Release 5 contains the following enhancements for the external commitments integration feature:
Classify transaction source documents as being commitments or actual transactions. Transaction
source documents or commitment transactions can be further classified as by commitment type, such as
Requisition, Purchase Order, Supplier Invoice, or Other. Commitments are summarized using the
commitment type specified on the source document. Drill down to commitment details from the
Performance Overview and Manage Key Performance Indicator pages. Search on the Review
Commitments Transactions page after drilling down from summarized commitment measures.
Determine the transactions to be purged based on a new parameter in the commitment service:
Transaction Source, or Transaction Source and Project. When a specific project no longer has open
commitments, the existing commitments are not removed until all commitments for the transaction
source are imported. This is accomplished by selecting the Transaction Source option. When importing
commitments for specific projects, only projects with open commitments in the source application are
refreshed. If no open commitments are imported for the project, then the existing commitments remain in
Oracle Fusion Project Portfolio Management.

Project Control

Refresh Rates at the Task Level [10 : 29-Mar-2014]

Having accurate rate information is critical, so you need to be able to easily keep rates updated. In
earlier releases, you are able to refresh rates on budgets and forecasts at any level of the task structure,
from the individual resource assignment up to the entire project. On the project plan, however, you are
limited to refreshing rates individually for selected resource assignments. Refreshing rates for all the
resource assignments for even moderately sized projects becomes overly laborious and increases the
chances of accidentally missing a resource assignment. In 11.1.3.0.0, you are now able to refresh rates
at any level of the task structure in the project plan as well as in budgets and forecasts.

Show Last Reprice Date [20 : 29-Mar-2014]

You should be able to track when the raw and burdened rates for individual resource assignments were
last calculated. This information provides traceability, helps you discern when rates may need to be
updated, and helps explain differences between rates on resource assignments. Exposing the last
update date for the resource assignment does not fulfill this need because many aspects of the resource
assignment could be updated without the rates being updated. In 11.1.3.0.0, a new attribute called Rate
Updated Date, which includes time of day, is available on project plans, budgets, and forecasts. When a
resource assignment is first added to a project plan, budget or forecast, the date is set to the current
date. This date is updated only when an event, such as refreshing rates, causes the rate to change.

Spread Units and Cost by Number of Days [30 : 29-Mar-2014]

In earlier releases, Oracle Fusion Project Control spreads units across multiple periods based on the
number of periods in the spread rather than by the number of days in each period. Spreading by the
number of periods could be inaccurate and misleading, especially if an organization uses a 5-4-4 or a 4-
4-5 calendar or has short periods at the beginning or ending of a fiscal year. In 11.1.4.0.0, units and
costs are spread by the number of days in a period, which more accurately reflects the costs or amounts
for each period. If planning start or end dates are in the middle of an accounting or project accounting
period, the system correctly allocates the amounts for the partial period by the number of days in the
period.

Project Billing

Drill Down to Oracle Fusion Receivables [10 : 29-Mar-2014]

Oracle Fusion Project Portfolio Management transfers released invoices to Oracle Fusions Receivables,
which then generates the final invoice to the customer. In earlier releases, billing specialists are not able
to drill from the accepted invoice to the final invoice in Oracle Fusion Receivables. To quickly view the
final invoice, the billing specialist needs to remember or write down the draft invoice number, navigate
away from the contract invoice work area to the receivables invoice work area, search for and select the
final invoice, navigate back to the contract invoice work area, and search again for the draft invoice. In
11.1.4.0.0, a single-click drill down is available from the accepted invoice in Oracle Fusion Project Billing

Burden Cost Calculation Override Extension [10 : 29-Mar-2014]

This new client extension provides the ability to override the way the burden cost is calculated for each
burden cost code. The extension is called when burden costs are calculated for project plans, budgets,
forecasts, and expenditure items. A single PL/SQL procedure contains the custom logic to ensure the
amounts for each burden cost code are calculated appropriately. Sample use cases for which this client
extension could be leveraged include: * A fixed rate should be applied based on the quantity of the
specific transaction, instead of a multiple of the raw cost. For example, you need to apply a fee based on
the number of hours worked, as opposed to the salary that a particular individual receives. In this case
the burden cost equation becomes Raw Cost + (Quantity * Burden Rate). * Under certain conditions, a
specific cost code should not be included, or the multiplier needs to be overridden. For example, some

or all cost codes must not be applied after the actual cost for a specific project reaches a certain limit. *

used instead of the multiplier defined on the burden schedule.

Optionally Send Last Segment of Project Plan Outline Number as the WBS Code in Primavera P6
[20 : 29-Mar-2014]
Primavera P6 and Oracle Fusion Project Portfolio Management display the hierarchical relationships of
nodes within a WBS differently. The WBS code in Primavera P6 must be unique only within the parent
hierarchy and typically contains the last segment of the WBS path. Integration processing currently
populates the WBS code with the Oracle Fusion Project Portfolio Management task number. In Oracle
Fusion Project Portfolio Management, the task number must be unique across the entire project and by
default is set to the full outline number of the task. When displaying a node originating from Oracle
Fusion Project Portfolio Management, Primavera P6 in effect concatenates the full path of the node with
the full path of each parent node. The resulting value is excessively long and meaningless. In Release 5,
use the WBS Code Source integration option to determine the Oracle Fusion Project Portfolio
Management attribute used to create the WBS code in Primavera P6. Options are the task number
(current design), the last segment of the task outline number, or no value. If no value is exported from
Oracle Fusion Project Portfolio Management, then the WBS code source is derived in Primavera P6 and
can be manually edited.

Define Date Constraints on Tasks [10 : 26-Mar-2014]

Sometimes a task has inflexible constraints on when it must start or finish. The project manager defines
task constraints dates to indicate that the task must start or finish on, before, or after a certain date. The
application reports constraint violations when task dates do not meet a constraint requirement and the
project manager can quickly filter the project plan to focus on tasks that violate date constraints. Task
date constraints enable the project manager to establish realistic timelines, control task deadlines, and
quickly track violations when dates start to slip.

Copy Tasks [130 : 26-Mar-2014]

When the same set of tasks is repeated on a project, the project manager can copy the existing tasks
and paste them into a new location on the project plan. The application copies the task name, task
structure, effort, dates, and any organization-specific attribute values to the new tasks, but does not
copy progress information such as actual effort and percent complete. The ability to copy and paste sets
of tasks saves time and increases consistency within a project plan. For example, if a set of tasks are

Select Resource Pools when Searching for Resources [100 : 26-Mar-2014]

Each managed labor resource is a member of a resource pool. Each pool is assigned a resource pool
owner who is responsible for managing those resources. When a resource manager searches for
resources to fulfill a project resource request, the application initially searches for resources who are
members of pools that the resource manager owns. If the search does not find acceptable resources,
then the resource manager can select a different pool or a parent pool on the resource pool hierarchy to
broaden the set of resources included in the search. Resource managers can first search for resources
in their own pools to ensure that their resources are fully utilized. By using the resource pool hierarchy,

calculating the available capacity of a resource to fulfill a project resource request. Resource managers
can review these commitments in the master resource schedule for one or more resources at a time.
The ability to track commitments that consume a resource's available capacity enables resource
managers to review availability scores and obtain additional details about the commitments when
searching for resources to fulfill an open project resource request. The resource manager gets an
accurate picture of a resource's availability and can review the details to understand why the resource is
not available. For example, if the resource manager wants to assign a resource to a project during a
time when the resource is in training, the manager can try to reschedule the training.

Track a Project Resource Request over the Request Status Lifecycle [150 : 26-Mar-2014]
The project resource request has an overall status lifecycle. Initially, a project manager or resource
manger creates a project resource request in draft status, updates the request as needed, and submits
the request for fulfillment. The resource manager monitors submitted requests in open status and

resource. The resource manager can either directly approve the resource to fulfill the request or submit
the proposed resource to the project manager for approval. Alternatively, the resource manager or
project manager can cancel a request before it is fulfilled. At each step of the lifecycle, the project
resource request has a distinct status that reflects the current stage. The request status provides

format. The resource manager can select a pool to view at the top of the hierarchy and then navigate
through the hierarchy to review information about each resource pool. The resource manager can drill
down on a pool to review more detailed metrics on a dashboard. For each resource pool, the viewer
displays a set of cards that contain detailed information and metrics about the resource pool, such as
the projected utilization, target utilization, and the number of resources in the pool. The unassigned
resources card displays the percentage and total count of unassigned resources for the current week
and percentage of unassigned resources for the prior week. The resource pool hierarchy viewer
provides a resource manager with a fast and convenient way to assess the utilization status of resource
pools. The resource manager can drill down on a resource pool from the viewer to perform additional
detailed analysis.

Select Display Periods for Viewing Information on the Resource Manager Dashboard [370 : 26-
Mar-2014]
The resource manager can select from a set of predefined display periods on the Resource Manager
dashboard. These display periods enable the resource manager to review metrics over different date
ranges, such as the current week or the next 2, 4, 8, or 13 weeks. When the resource manager selects a
display period on the resource pool hierarchy viewer, this setting persists when the resource manager
drills down to review detailed information about unassigned resources on the dashboard. At any point,
the resource manager can change the display period for a particular dashboard section. A common set
of display period options provide a consistent approach for reviewing resource pool and resource
metrics over time. A resource manager can monitor utilization and assignment information for the next
13 weeks, and then focus on a shorter display period to address imminent gaps in a resource's
schedule.

Analyze Actual Utilization [440 : 29-Mar-2014]

Oracle Fusion Project Resource Management tracks resource actual utilization for the current quarter or
previous four quarters. Actual utilization for the current quarter includes both actual hours that are
recorded to-date and project assignment hours from the current date to the end of the quarter. Rolled-up
actual utilization is available for the resource pools. The actual utilization is compared to the target
utilization for the selected date range. Comparing target utilization to actual utilization in previous
quarters allows resource managers to monitor trends in resource utilization and determine how well a
resource achieved target utilization. Analyzing actual utilization in the current quarter allows resource
managers to proactively improve utilization when actual utilization is lower than the target utilization, or
find relief for an overworked resource when actual utilization is higher than the target utilization.

Assign a Calendar to Each Managed Labor Resource [70 : 26-Mar-2014]

Each managed labor resource has a calendar that determines the resource's baseline available
capacity. The calendar establishes the working days for the resource, number of hours worked per day,
and any exceptions, such as holidays or company-wide events. The application can provide a default
calendar to manually-created resources. In addition, when the application automatically creates
managed labor resources based on project enterprise labor resource maintenance conditions, the
condition can specify the calendar. The ability to provide a default calendar to managed labor resources
ensures that a calendar is assigned to the resource without delay. The project application administrator
only needs to change the default calendar on an exception basis. For example, the project application
administrator can assign the appropriate calendar to each resource for organizations that work
internationally or with varied work schedules.

Manage Availability and Staffing for Labor Resources [80 : 26-Mar-2014]

The project application administrator can enable the option to manage the availability and staffing for
labor resources and select the resource pool for the resource. Resource managers can propose these
resources to fulfill project resource requests. If a resource becomes no longer eligible to work on
projects, the project application administrator can disable the option to manage the availability and
staffing of the resource. At that point, resource managers cannot see that resource in search results and
or propose the resource to fulfill project resource requests. The ability to enable the option to manage
the availability and staffing for labor resources enables a new resource to quickly become available to
assign to projects. Disabling the option to manage the availability and staffing for a resource immediately
prevents resource managers from assigning an ineligible resource to a project.

Create and Maintain a Hierarchy of Resource Pools [90 : 26-Mar-2014]

Resource managers determine the approach to building resource pools and the resource pool hierarchy.
For example, resource pools can represent locations, skill sets, or organizational units. Each resource
pool has a pool owner responsible for staffing the resources who are members of the resource pool. The
project application administrator creates the resource pools in the application and arranges them in a
hierarchy. Each managed labor resource is a member of a resource pool. A flexible set of resource
pools enables an organization to efficiently manage resources for evaluation, reporting, and utilization
purposes.
