Recognition of Previous Education

1. The process of Recognition is regulated by legal rules , Act. No 111/1998 Coll. on


Higher Education Institutions (Higher Education Act) Article (87, 89, 90,105,106) and Act
No. 500/2004 Coll. – Administrative Procedure Code.
2. Recognition of Education and Qualification Process is based on international contracts
which are obligatory for the Czech Republic and which are published in the Code of
Law or in the Collection of International Contracts, or on the Ministry of Education,
Youth and Sports website: www.msmt.cz
3. Process of certifying authenticity of signatures and stamps imprinted on originals of
foreign education documents complies with obligations arising for the Czech Republic
from international contracts.
4. Validity of German, Hungarian, Polish and Slovenian documents is given by
governmental agreements and they can be used in the Czech Republic directly without
recognition. Therefore a confirmation of documents´ equivalence for the purpose of
further education in the Czech Republic is not necessary. However, if the holder of
a document considers such confirmation necessary, he or she can request the Ministry
of Education, Youth and Sports for the recognition of the foreign university education.

The Procedure

The procedure starts upon submission of written application of a graduate (applicant)


to the TUL International Office.

The submission is to be done either by regular mail sent to the address provided below
or delivered to the office in person; it is not possible to send scanned documents via
email.

The application shall be accompanied by:

 diploma issued by a foreign university – officially certified copy,


 diploma supplement (list of all subjects with credits and evaluation) - officially certified
copy,
 both documents in English language or certified translations of both documents into
Czech language (by verified/sworn translator or Embassy of the Czech Republic abroad)
are accepted,
 verification of authenticity of stamp imprints and signatures on originals of the documents
by the Ministry of External Affairs of the country which the university (that issued these
documents) is established in, unless an international agreement specifies otherwise (the
Apostille),
 proof that the study program was executed by a university that is qualified to provide
higher education comparable to higher education according to the Czech Higher
Education Act and information about the content of such studies abroad (upon request),
 power of attorney if needed,
 administration fee can by paid to the university bank account or online:
https://shop.tul.cz/nostrification - in case of bank transfer you have to submit the
confirmation (scan, copy) of the administration fee’s payment transferred to the university
bank account – 3000 CZK (Name of Bank: ČSOB (Československá obchodní banka),
Bank account number: 305806603/0300, In the note to your bank transaction you must
provide the following identifiers:/VS/6491819360 and your diploma number/ or 135 USD
(Name of account holder: Technická univerzita v Liberci, Name of Bank: ČSOB
(Československá obchodní banka), a.s., Bank address: 1. máje 79/18, Liberec, Czech
Republic, IBAN (International Bank Account Number): CZ1603000000000681641013,
SWIFT (BIC-Bank Identifier Code): CEKOCZPP. In the note to your bank transaction
you must provide the following identifiers: /VS/6491419360 and your diploma number.

During the procedure, the content and extent of the foreign education is compared with the
accredited programme realized by the TUL or its faculties.

The application is rejected if there are significant differences in the both compared
programmes or if the diploma is issued by an institution which is not recognized as
a university in the state where it is located.

In case of individual exams approval gained at foreign universities, the applicant must submit
the content of university education (subject syllabi) and its certified translation.

The rector of the TUL makes a decision about recognition of foreign university education
based on the statement of dean of the faculty which provides the equivalent study programme.

If the rector approves the application, the applicant receives a decision of recognition with
a supplement confirming the equivalence of study programmes provided by the TUL,
alternatively a certificate of the right to use the awarded foreign university degree if stated in
the diploma.

In case of an applicant’s Recognition of Foreign Education Qualifications application


rejection, the applicant has a 15 day-period following the rejection to lodge an appeal – via a
given higher education institution – with the Ministry of Education, Youth and Sports; this
course of action is applicable in case the contested decision was issued by a public higher
education institution. The Rector of such a higher education institution may either reconsider
and amend the decision or refer the matter to the Ministry.
