RE: Building Sustainable CTE Programs

Dear Ms. Empey,

Bingham High school is excited for the opportunity to present this proposal for review of the
State of Idaho Perkins Funds. We are looking forward to the opportunity to partner with you to
help us Strengthening Hands-On Education (SHOE) in our school.

Bingham High School teaches students between 10th and 12th grade. We make it our goal to
insure that the needs of each individual student are met. Our school first established in 1908 in
Bingham City and built a larger school in Rexburg in 1976 to be able to accommodate the
growing population. The equipment that we are currently using in our classrooms are the same
appliances installed from when the school reopened in 1976 and are well outdated.

Our proposal requests $10,000 to replace some of the old equipment and design a classroom for
our ProStart students. Our school teaches students from all different backgrounds. Some
demographics include foreign exchange students, special needs, English as a second language,
free and reduced lunch students and many others.

We appreciate the time taken by the State of Idaho Perkins Fund to review this proposal and
consider lending a helping hand to Strengthen Hands-On Education here at Bingham High
School.

Bingham High School is located in Rexburg, Madison County, Idaho. It was established

in 1908. Bigham High School is considered one of highest academic preforming schools in

Idaho. There are currently 2,463 students enrolled in our school. Almost half of them are taking

Concurrent Enrollment or Advanced Placement classes. The graduation rate for our school is

98.3%. In the field of Career and Technical Education we have classes that teach Childcare,

Culinary Arts, Welding, Interior Design, Fashion Merchandising, Auto Body and Agriculture.

In Family and Consumer Sciences Bingham High School offers a variety of certifications

including Skills Test Certification, Child Development Associates Degree, Food Handler's and

ServeSafe, CPR and First Aide, CTE Major for Miners/Graduation Cord, CTE Pathway

completer. Also offered are three different college level classes where the students can earn

college credit in High School. These classes include Marriage and Family Relationships,

Introduction to Early Childhood Education, and Introduction to Interior Design.

Bingham High School would like to enhance the quality of learning for the students. As

of this moment we only have a kitchen that is equipped for teaching students how to cook in the

home. There are several students who join our ProStart program and don’t feel as if they have the

proper training by the time they graduate. We have not been able to provide the students with the

proper training they need to get their secondary education or go straight into the workforce. We

are hoping to be able to provide better training for those going into Restaurant Management and

other related degrees.

We plan to use the $10,000 to create an environment where the students can practice

working in an atmosphere similar to a restaurant. There is an open room across from the foods

department which is not being used at the moment. There will be no need for building costs. It

was given to the Family and Consumer Sciences department for us to design and effectively use
the space provided. At Bingham High School we have successfully helped several students

receive their certification needed for working in restaurant environments through the ProStart

Program. This program is provided to us through the National Restaurant Association. Currently

we only have our foods and nutrition classroom which does not provide adequate tools to learn

about working in a restaurant. We plan to convert this room into a restaurant where the ProStart

students can practice preparing the food and also serving it to their customers.

Our plan is to purchase all the necessary industry grade kitchen appliances. We also plan

on supplying two restaurant tables to practice with. One of the tables will have two booths and

the other will have four chairs. The students will be able to practice in both settings and learn

how to clean and serve the customers at the different tables. We also plan to put in lights above

each table and decorations on the wall. At the entrance there will be a little podium where one of

the students can greet the people coming into the restaurant. There will also be a desk with a cash

register on it to be able to charge people for the food. We will also need to provide the students

with the plates, silverware, glasses, tablecloths and trays that are industry grade as well.

We plan on having some of the equipment move so that if we have more than six

customers we can use the cafeteria space that is next to the classroom as well. The students will

have the art department work on providing a center piece for each of the tables. We are also

trying to partner with some of the other departments in our school as well to provide us with a

way to “clock-in” to work to give the students an opportunity to practice punctuality along with

team work and accountability.

We are hoping that with this program we can expand the professional skills of the

students to be able to partner with restaurants in the community and have a day where the

students can help run the restaurant and get an on the job experience. They will prepare the food
and serve the tables. Take orders and charge the customers for their food. With the new addition

to the classroom they will be able to have plenty of practice and be able to perform well enough

to work in a restaurant. We have already talked to Applebee’s, Texas Roadhouse, and Café Rio

to partner with them and to give the students a few different types of experiences. We have also

discussed having the students start a restaurant in the school that is open during the evenings

when other departments have their performances such as the school play or football games. We

have permission from the school board of education to use the cafeteria space to serve the extra

guests.

Currently at our school we have several programs tailored to fit the needs and desires of

the students and also to fulfill the needs of the work force. The courses we currently offer are

Occupational Childcare, Occupational Culinary Arts, Occupational Welding, Occupational

Interior Design, Occupational Fashion Merchandising, Occupational Auto Body and

Occupational Agriculture programs. All of our participating investigators for this proposal work

in Career and Technical Education Fields. There are 2 other participating investigators excluding

myself.

In the Family and Consumer Sciences department we are currently teaching the Culinary

Arts and Early Childhood Education pathways at our school. In time we will be able to

incorporate a Hospitality Pathway after we upgrade on our kitchen equipment and receive the

proper training for teaching this pathway.

Many students also participate in Career and Technical Organizations (CTSO’s). The

CTSO’s that Bingham High School participates in are as follows: Health Occupational Students

of America (HOSA), Distributive Education Clubs of America (DECA), Family, Career and

Community Leaders of America (FCCLA), Future Farmers Association (FFA), Technology


Student Association (TSA) and The Future Business Leaders of America (FBLA). Each of these

CTSO’s offer scholarship opportunities for the students who excel in each area. We also have a

Sterling Scholars program where the students showcase their skills that they have been working

on through their high school career. Students can compete in computer technology, skilled and

technical science education, family and consumer sciences, business and marketing education,

forensics and many others. The finalists earn a full ride scholarship to any college of their choice

and the runner up receives half of tuition for any college they chose. There are several other

scholarships that are offered to the students as well. One of the most prominent awards students

receive is their majors for miners award. This allows students to earn cords that they can wear

during graduation and also have something extra they can write on their resumes to have a better

chance of qualifying for an open job position.

Through the ProStart program they are able to award scholarships and give out

certifications. They offer over 60 different scholarships each between $2,500 and $10,000 and

partner with other companies to offer these scholarships to any students wanting to work in

either culinary arts or hospitality. They also offer many certifications and apprenticeships as

well. With the addition to our foods department we will be able to accommodate more students

and help them to increase their skills to help them receive these scholarships.

At Bingham High School we offer as much Work Based Learning Experiences as we are

able. In each department we design each classroom to feel like the actual work environment. Due

to some limitations on funding we are unable to improve our restaurant management class

without external sources. We are hoping that will be able to receive enough funding to be able to

construct a more hands on learning experience for those wanting to work in the Restaurant

environment. Currently our kitchens resemble more of a home style cooking environment and is
modeled after a typical kitchen you would find in a home. This layout works really well for

students who just want to learn the basics of cooking because they are only going to be cooking

in their future homes and for their guests. With the new edition we will be able to provide a life-

like experience for those culinary arts students who are looking forward to work in a professional

atmosphere.

We plan to install only industry standard equipment. We plan to find the highest quality

appliances for the cheapest cost. That way the appliances will not be outdated soon and they will

last a long time. Some of the restaurants around us have offered to donate in order to help us

improve our program. We are so grateful to them however they are only able to donate enough to

buy the tables and chairs and kitchen utensils. We would still need a way to buy all of the kitchen

appliances. See Budget Chart and Price Quotes in Appendix for more details. We will be

working alongside the National Restaurant Association as well. They have agreed to help us

determine the best quality of appliances and help fund any remaining cost not exceeded the

amount offered through the Perkins Grant.

We have decided to have the Board of Education over look how we have spent the money and

to review if it was budgeted efficiently and spent as proposed. They have agreed to complete this for us

upon the completion of the project and to check periodically on the development of the project. We are

also planning to receive funds from the restaurant that we will be opening and the income from it will

be used to fundraise for transportation to go on field trips to restaurants and other establishments. We

are hoping to be able to provide the students with as many learning opportunities as possible.

appreciate the time taken to review our proposal. We are pleased to have the opportunity to further the
