Relocation Failure in Target CN RNC or Target System PDF
1) An inter-RAT CS handover failure occurred when attempting to handover a call from a 3G WCDMA network to a 2G GSM network.
2) Signaling traces revealed the cause was a "relocation-failure-in-target-CN-RNC-or-target-system" error.
3) The issue was determined to be that the 2G MSC did not have the AMR codec activated for the 2G BSC, so it responded with a "no radio resource" failure during the handover attempt. Activating the AMR codec on the 2G MSC resolved the problem.

Alarm None Information Cause During the CDT signaling trace,"relocation-failure-in-target-CN-RNC-or-target-system"caus Analysis esRANAP_RELOCATION_PREPARATION_FAILURE. (1.)Start the CDT Signaling trace. (2.)RNC sends a RANAP_RELOCATION_REQUIRED signaling message to CN.Here Sou rce ID and Target ID are correct. (3.)CN replied with a RANAP_RELOCATION_PREPARATION_FAILURE. (4.)Checked thisRANAP_RELOCATION_PREPARATION_FAILURE signaling message from CN,the cause forthe failure wasfound to be a "relocation-failure-in -target-CN-RNC-or-target-system". (5.)Mobilized forresourcesto trace the 4 NE signaling message exchange and analyze the trace in the Source and target system. (6.)Signaling traced on E-Vender 2G MSC showed that it Seemsat HO to 2G,the 2G network doesnot know the service clas softhe Multi RAT mobile assuch it wantsto maintain the current 3G speech version (AMR) Handling Process which it doesnot have assuch it responded back with no radio resource. i.e:"no radio resource message" (7.)The License on the GBSC (Huawei 2G BSC)wasdisplayed and can support 3G Capaili tiesasfollows:So the license isok. SUPPORT INTER-RAT HandOver:Yes CONFIGURED INTER-RAT HandOver:Yes (8.)The GSM cell parameters on the 2G BSC waschecked and found to be consistent with that on the 2G MSC,3G MSC and RNC. (9.)But when we checked on the 2G msc the definition ofAMR to the BSC ...it was not defi ned forthat BSC. (10.)W hen we activated AMR on the 2G MSC,the BSC HO is working...it meansthe BSC i s alreadyactive forAMR.
