THESIS PROPOSAL
Abstract
People with disabilities include those who have long-term physical, mental, intellectual or sensory
impairments with various barriers that hinder their full and effective participation in society. There are estimated to
be over one billion people with disabilities globally and 70% of the disabled people in the Philippines live in
unaccepted way of life. They are often excluded from education, health, and employment and other aspects of
society leading to an increased risk of poverty and are the most underprivileged groups of people and were
naglected in society. Consequently, they are still segregated in their own families and also in communities. This
means that they are lacking the usual necessities
Community-based rehabilitation (CBR) interventions are the strategy endorsed by the World Health Organization
and other international agencies for addressing the needs of this group of people. These interventions aim to
enhance the quality of life of people with disabilities by trying to meet their basic needs and ensuring inclusion and
participation using predominantly local resources. These interventions are composed of up to five components:
health, education, livelihood, social and empowerment. Currently only few people who need them benefit from
these, and so it is important to address the availability of these components to identify how to best implement these
programmes in a CBR facility.
Community based rehabilitation therapeutic center is still an active and alternative method to use for enhancing
quality of life of persons with disabilities in community where no more rehabilitation services available. The
contributions of CBR include coverage and available services for PWDs, consciousness raising and enhancing
positive attitudes of community towards PWDs, mental supports for them and their families.
There is, therefore, the need to explore a workable model for the rehabilitation of disabled individuals in the
community as a means of overcoming the limitations imposed by the handicap. Full participation of the physically-
challenged has been part of the Nation’s programs on the Equalization of Opportunities for Disabled People, which
states under the Principles of Equal Rights that, the needs of each and every individual are of equal importance,
and that those needs must be made the basis for the planning of societies.
The propose Community-based Therapeutic Rehabilitation Center includes all measures aimed at reducing
the impact of disability for an individual, enabling him or her to achieve independence, social integration, a better
quality of life and self– actualization. A Rehabilitation center designed that can no longer be seen as a product to
be dispensed; rather a center offering as a process in which all participants are actively and closely involved.
A concept emphasizing working with and through the community to create positive attitudes towards people with
disabilities, to provide assistance to people with disabilities and to make the necessary changes to the environment
and service delivery systems.
A center that would house comprehensive rehabilitation services including health, employment, education and
social services needed to enable people with disabilities to attain and maintain maximum independence, full
physical, mental, social and vocational ability, and full inclusion and participation in all aspects of life. An approach
promoting awareness, self-reliance and responsibility for rehabilitation within the community. It builds on manpower
resources in the community, including the disabled themselves, their families and other community members that
encourages the use of simple methods and techniques that are acceptable, affordable, effective and appropriate to
the local setting.
The objective was to promote the rights of PWDs to access to crucial basic services including health,
education, occupation and social services through architecturally designed spaces. Secondly, it aimed to strengthen
PWDs group and their networks in community to conduct continuously and systematically Community Based
Rehabilitation services.
To improve the quality of life of people with disability / marginalized persons. Key principles relating to CBR are
equality, social justice, solidarity, integration and dignity

of health. It includes health promotion, prevention of impairment or illness, medical care provision, rehabilitation
and provision of assistive devices.
The education component has as its goal that people with disabilities access education and lifelong learning, leading
to fulfillment of potential, a sense of dignity and self-worth, and effective participation in society.
The livelihood component of the CBR aims that people with disabilities can gain a livelihood, have access to social
protection measures to contribute economically to their families and communities.
The social component aims for people with disabilities to have meaningful social roles and responsibilities in their
families and communities, and be treated as equal members of society.
The empowerment component includes advocacy and communication, community mobilisation, supporting political
participation, establishing self-help groups and disabled peoples organizations.
