Memorandum of Agreement

MEMORANDUM OF AGREEMENT

This Memorandum of Agreement is made and entered into this (Date) in the City/Municipality
of _______________________ by and among the following parties:

The Technical Education and Skills Development Authority Regional Office V with principal

hereinafter referred to as DA-RFO V;

WITNESSETH

WHEREAS, Republic Act No. 7796 mandated TESDA to provide relevant, accessible, high quality,
and efficient technical and vocational education and skills development in support to the development
of high quality Filipino middle level manpower responsive to market demands and in accordance with
the Philippine development goals and priorities;

WHEREAS, it is TESDA's goals and objectives to promote and strengthen the quality of the
technical-vocational education and skills development by way of encouraging complementary roles from
various sectors nationwide;

WHEREAS, as part of TESDA’s strategies in the TVET towards a new normal in addressing the
concern of food security in the country there is a need to capacitate communities to become food
production sites;
WHEREAS, DA – RFO5 has the primary concern to improve farm income and generate work
opportunities for farmers, fishermen and other rural workers in support to the fulfillment of promoting
agricultural development in the countryside;

NOW THEREFORE, for and in consideration of the foregoing premises, the parties hereby agree as
follows:

ARTICLE I

RESPONSIBILITIES OF TESDA Regional Office 5

1. Discussion of the proposed project at the regional level to the PRLEC members agencies to
solicit support thru convergence strategy.
2. Coordinate with other National Government Agencies that may be tapped as partner in the
implementation of the program;
3. Provide other interventions deemed necessary in the implementation of the program
4. Provide inputs during the assessment and evaluation of the program implementation.

RESPONSIBILTIES OF TESDA Provincial Office

1. Discussion of the proposed project at the provincial level to the PRLEC members agencies to
solicit support thru convergence strategy.
2. Provide technical assistance during the program implementation;
3. Conduct training induction program (TIP);
4. Spearhead the coordination with partner LGUs and Barangays.
5. Facilitate the conduct of competency assessment if applicable.

RESPONSIBILITIES OF THE (Name of Institution)

1. Prepare and monitor the implementation of the training plan


2. Facilitate the conduct of the training;
3. Provide the training tools and equipment to be used for the training program;
4. Provide the trainer who will implement the program;

RESPONSIBILITIES OF THE LOCAL GOVERNMENT UNIT

1. Provide assistance necessary in the implementation of the program;


2. Facilitate possible intervention that may be provided by the LGU – City/Municipal Agriculture
Office

RESPOSIBILITIES OF BARANGAY _________________________________

1. Provide assistance in the identification of agri-related training that may be implemented in the
barangay.
2. Identify and provide the training venue that will be suitable for an agri-related training;
3. Recruit the participants for the training;
4. Assist in monitoring the conduct of the training;
5. Provide recommendation on other trainings best suited in their barangay.
6. Provide inputs in the post-training evaluation.

RESPONSIBILITIES OF THE DEPARTMENT OF AGRICULTURE

1. Provision of seedlings for the implementation of the Organikong Gulayan sa Barangay;


2. Provide inputs in the post-training evaluation;
3. Provide post-training interventions.

EFFECTIVITY

This Memorandum of Agreement shall take effect upon signing thereof by all the parties and shall
continue to be in force until revoked or suspended. Termination for legal cause and revocation of this
Agreement shall be done by giving a written notice to the other parties not later than 30 days prior to
the intended date of termination.
