A RESOLUTION RECOMMENDING APPROVAL TO THE HEAD OF THE


PROCURING ENTITY FELICIANO C. BUENAFE, JR., CESO VI FOR THE
PROCUREMENT OF THE TEMPORARY LEARNING SPACE (TLS) TO SCHOOLS
AFFECTED BY TYPHOON URSULA THRU EMERGENCY PROCUREMENT UNDER
SECTION 53.2 NEGOTIATED PROCUREMENT OF RA 9184 AND ITS REVISED IRR

WHEREAS, the Bids and Awards Committee (BAC) was in receipt of request from the end user
Maribeth A. Baldonado, Project Development Officer II (Division DRRM Coordinator), Schools
Division of Roxas City that there is an extreme need for the Emergency Procurement of the
Temporary Learning Space (TLS) to schools affected by Typhoon Ursula for the reason that a lot
of learners are now displaced due to lack of instructional classroom with the Approved Budget
for Contract (ABC) amounting to One Million Five Hundred Thirty Five Thousand Four
Hundred Pesos (Php 1,535,400.00;

WHEREAS, the Bids and Awards Committee (BAC) recommends the conduct of Emergency
Procurement of the Temporary Learning Space (TLS) to schools affected by Typhoon Ursula
wherein which fund shall be taken from Disaster Preparedness and Response Program (SARO
No. – OSEC-6-20-0100) FY 2020;

WHEREAS, Section 53.2 of the revised IRR of RA 9184, otherwise known as the Government
Procurement Act, allows the resort to Emergency Procurement subject to conditions required by
law;

WHEREAS, the Bids and Awards Committee (BAC) sees it proper to conduct Emergency
Procurement of the Temporary Learning Space (TLS) to schools affected by Typhoon Ursula;

WHEREAS, the conduct of Emergency Procurement is proper and justified;

NOW THEREFORE, RESOLVE AS IT IS HEREBY RESOLVED, that in view of the


aforesaid reason, the BAC recommends to the Schools Division Superintendent for the approval
of said Emergency Procurement of the Temporary Learning Space (TLS) to schools affected by
Typhoon Ursula in the amount of One Million Five Hundred Thirty Five Thousand Four
Hundred Pesos (Php 1,535,400.00) against Disaster Preparedness and Response Program Fund
FY 2020.
