INTRODUCTION

This document will provide a clear understanding of what the purpose of the “Power for
Castaway” project is all about and how deliverables are to be met by designated personnel (that
is project manager and project team) and approved selected vendors.

PROJECT PURPOSE AND JUSTIFICATION

The sole purpose of this project is to;

 Provide the villagers of Castaway Island with electricity using renewable energy resource
 The renewable energy resource should meet the current electricity demands of the village
with a 20% room for future growth

This project was initiated for the villagers of Castaway Island because;

 fuel prices were increasing on the local and global stage,


 transport to and from the island were only on 2 times in a month leaving the villagers
with no ways of refueling generators if fuel stock ran out till the next boat schedule,
 delivery of fuel to the village has become a hassle as the village is situated on a hilltop,
 Supply of electricity wasn’t constant during the day to save fuel
 carbon emissions given out from the generators wasn’t helping the current environmental
situation

SCOPE DESCRIPTION

The following below will give guidance to the project manager and his team on the level of input
on the services that is to:

 provide documentation services for all elements of the project;


 co-ordinate and manage the full design team including sub-consultants;
 engage key project consultants regarding design of solar farm
 ensure design of solar farm can be constructed in an effective, efficient and economical
manner;
 Laisse and meet with local authorities if required to ensure that regulations, by-laws and
requirements are being incorporated in the design of the solar farm;
 Tender documentation
 Construction management
 Project reporting and updates
 Quality control checks
 seeking approval and sign off on certificates from all parties prior to handover of project
to client

HIGH LEVEL REQUIREMENTS

The project team should be able to provide a solar farm that should;

 be able to supply Castaway Island with enough electricity to meet current villager needs;
 the solar farm must be 100 meters away from the village;
 be able to endure Category 5 cyclones;
 not affect surrounding habitat;
 obtain as much sunlight as possible during the day;
 reduce carbon footage on Castaway Island
 abide the local regulations and by-laws

ACCEPTANCE CRITERIA

The project will be acceptable to the client provided;

 Be fit for us. With ‘use’ being defined as being capable of undertaking the principal functions of the
solar farm
 Solar farm to have met allowance for 20% growth for electricity demand
 Design certification from all relevant local authorities regarding this project
 Quality check controls (i.e. Defects liability Period whereas any defect of the solar farm within
approved and agreed month (say 12 months) must be rectified by supplier at no cost)

BOUNDARIES

The following listed below are the limitations of the scope;

1) Security measures;
a) installations of cameras in and around solar farm
2) Workshops on maintenance of solar farm
3) Surveying
a) Peg Mapping
4) Topographical survey
5) Geo-Tech
6) Civil works
a) Construction of proper road to the village from the jetty
b) Cultivation on proposed site (cutting of trees)

STRATEGY

A key goal of a project is to deliver it on time therefore time management will be a crucial aspect
in obtaining success. The project team will achieve thought the use of programmes (Tree
Structure, Work Breakdown Structure, Requirements Traceability Matrix and Project Libre.

The objectives for the programmes will be to;


 Deliver the project on time by graphically or listing the required activities in sequences;
 Provide ongoing reports;
 Provide relevant and timely information to allow the project team to take corrective action to control
scope creep, and
 Identify in advance risks, which may badly affect the programmes

CONSTRAINTS

Some of the constraints that the project and design team will face are;

1) Time
a) As the ferry to and from the island comes only twice a month this will put limits of going to the
b) Situated in a tropical cyclone prone environment, there is no guarantee that a cyclone would hit
Castaway Island during the cyclone prone season so it is inevitable that this would affect the
agreed time of completion
2) Money
a) As time is affected, so is funding. In short, the longer it takes to complete this project the more
money & resources are used.
3) Quality of materials
a) During the transportation from the mainland to the island the materials could be affected (i.e.
packing, handling during transition from boat to truck or truck to boat) which would lead to the
quality of the product not being fit for use.
