Report Presented
By Mr, Loo Pui Wah
Principal of
Kim Seng Technical School,
At the Annual Speech Day
on 24th August 80
1 Today we are deeply honoured to have with us the Member of Parliament for River V a l l e y ,
Dr Tan Eng Liang who has come to grace our Annual Speech Day as our Guest of Honour. On b e -
half of the School, I extend our warmest welcome to Dr Tan and to all our guests.
2 As in previous years, our pupils come mainly from the lower income families. Most of them
come from nearby high-density HDB estates, with more than 70% living in 1 to 3-room flats. Over
7 0 % of their parents are non-skilled or semi-skilled workers while 78% of the pupils'fathers did
not complete Primary Education.
3 Since many of our pupils need us to guide them closely, we have been emphasising on coun-
selling in school this year. Besides group and individual counselling given to our pupils, whenever
necessary we also invited their parents to the school to discuss problems faced by the pupils. So far,
about 400 parents have been invited to the school.
4 We introduced the home study scheme at the beginning of this month with the aim of keep-
ing a close watch on the time that pupils spend on their school work. Each pupil records in a form the
time taken to cover each of the various subjects every day. At the end of the week, the form is
signed by the parent and checked by the teachers.
5 Our on-going programmes in the 'Use Our Hands' and 'Beautify Our School' campaigns are now
accepted as part of the pupils' school l i f e . Through these campaigns and activities, we have tried
to instil the right values and attitudes in our pupils. The consistent effort that is being put in by both
pupils and teachers reflects the pride they take in helping to create and maintain pleasant surroun-
dings that are conducive to learning.
6 Civics lessons, talks and class-based discussions are our main approach in our courtesy camp-
aign to correct pupils' behaviour. We realise that this is a long-term programme that we have to
keep up to achieve good results.
7 In June last year, we launched a campaign to encourage our pupils to use only their school
languages while in school. We have since then kept up with our drive to pursue our objective to
upgrade the pupils' language proficiency. The percentage of ethnic Chinese pupils using dialects in
our school has dropped from 95% in June 1979 to 55% in June this year. As we look forward to
further improvement, we shall continue to take measures to encourage the use of our school langu-
ages.
8 With improved discipline in the school and the hard work of both the teachers and pupils, we
managed to obtain better academic results in the 1979 Singapore Cambridge GCE ' O ' Level Examina-
4

t i o n . Based on the percentage of pupils who obtained three ' O ' Level passes, our standard was raised
from 3 5 % in 1978 to 4 9 % in 1979 in the English Stream, and from 25% in 1978 to 3 5 % in 1979
in the Chinese Stream.
9 This year, we reviewed and made changes in our curriculum to give our upper secondary pupils a
w i d e r - c h o i c e of subjects. A science stream was started In secondary three and subjects like Human
and Social Biology, General Science and Art were introduced. With better subject combinations,
our pupils are expected to fare more satisfactorily.
10 Whilst aiming for improvement in the academic f i e l d , the school has not overlooked its role
to enrich school life w i t h meaningful a c t i v i t i e s . We organised book exhibitions, a Library Week and
reading programmes to sustain pupils' love for reading of books. With a donation of $5,000/= from
the School Advisory Committee and a sum of $ 8 , 0 0 0 / = from the Ministry of Education library
g r a n t , our school library's reading materials were expanded. We want to maintain an attractive
library w i t h a rich source of information but we hope that more of our pupils w i l l make fuller use
of its f a c i l i t i e s .
11 The School Advisory Committee also gave a donation of $8,000/= to start our Chinese orches-
tra at the beginning of this year. We have also formed our school choir and organised dance a c t i v i -
ties for our pupils.
12 During.the one month vacation in June, our staff and pupils found time to participate in our
holiday programme consisting of educational visits, h i k i n g , camping, remedial lessons, game prac-
tices and activities to beautify the school.
13 Our ECA programme this year had to be somewhat curtailed because ten of our teachers are
attending the GCE ' A ' level course and twelve members of the staff are trainees, As a result of
this shortage of manpower, we have decided to concentrate more on inter-class competition, school-
based a c t i v i t i e s and scale down on inter-school p a r t i c i p a t i o n .
14 This year, our brass band kept up its very encouraging past record by performing in the mass
band display in the opening ceremony of the Singapore Youth Festival and In the National Day
Celebration. Our National Cadet Corps also participated in the National Day Parade. The school
judo team continued to put up a formidable show in the national schools judo championship and our
lower secondary boys' team was declared the runner-up. Our cross-country and yachting teams also
brought honour to our school In the national schools competitions. In the South Zone Schools Sports
Colours A w a r d , three teams and seven pupils were presented w i t h colours for outstanding performance
in their respective f i e l d of sports.
15 To take the development of our facilities a step further, we have already submitted a building
plan for two existing technical drawing rooms to be converted into an Art and Crafts room. A n
A i r - R i f l e range at the far end of the f i e l d w i l l take shape soon and we eagerly await the construc-
t i o n of an adjoining three-storey block to house our l i b r a r y , language room and A V A room.
16 In conclusion, I want to thank the School Advisory Committee for its support and concern for
the school. I also would like to express my gratitude to my staff for their d e d i c a t i o n , hard work
and c o - o p e r a t i o n . Through the untiring efforts of the teachers, good progress was achieved in v a r -
ious fields in another successful year. It is my sincere hope that the teachers and pupils of the
school w i l l continue to work in close co-operation towards a better Kim Seng Technical School.

Under this a f f i l i a t i o n scheme, our unit is presently attached to the 7SIR for our t r a i n i n g .
During our t r a i n i n g , they provided us with the necessary training stores and lessons on d r i l l s ,
weapon t r a i n i n g , first aid and campcraft were conducted by instructors from the camp.
A camp visit to the 7SIR was organised and 55 cadets went over to familiarise themselves with
the army lifestyle and to watch a weapon static display.
A f i e l d camp in Marsiling area was organised to teach the cadets campcraft. The camp,
which lasted five days, proved very beneficial to our cadets,
A similar camp, which was on a smaller scale, was set up in the school f i e l d for the benefit
of our second year cadets.
Through the f i e l d camps, it was noticed that the cadets liked outdoor activities very much
especially navigating and patrolling exercises.
Besides having training w i t h the 7SIR, our cadets also ventured out to compete with cadets
from other school units by bagging a number of NCC Badges which were awarded by H Q N C C ,
This Unit takes pride in the fact that the cadets were very enthusiatic and serious about their
training and that they tried their very best in learning whatever they could and participating in the
lessons taught to them in order to attain a fairly high standard of e f f i c i e n c y .
We are grateful for the assistance given by the 7SIR under the NCC/SAF A f f i l i a t i o n scheme.

BOYS' BRIGADE REPORT
This year the Boy's Brigade in Singapore celebrates its 50th Anniversary. Throughout her 50
years, she has been shaping and moulding the lives of many boys. Many notable men in our society
can look back with appreciation and joy to those formative years they have spent in the Boys'
Brigade, among whom are :-
Significantly, most of the BB Boys from Kim Seng Technical School are members of the First
Singapore Company, the pioneer of the BB movement. Many of these Boys can testify to the meaning-
ful and life-changing times they have spent in the company. We would like to thank the Principal
for his interest in helping us by allowing us to continue recruiting Boys from Kim Seng Technical
School,
The Government's stress on moral education in some ways has endorsed the work of the Boys'
Brigade, Her 50 years history has proved that the BB w i l l continue to be the vanguard in i n c u l c a t -
ing moral values among the Boys of Singapore. So we look forward to work with the Principal and
Staff of Kim Seng Technical School in this great endeavour.

The Scout Unit was founded by Mr Dasukie Ahamad in 1965. To date, Mr Dasukie is still
w i t h us as our Scouter. For the past few years our Unit was the champion in pioneering/ semapaphore,
and camping standard, which require certain qualities like pioneering project, l a y - o u t , kitchen

activities such as canoeing, b o w l i n g , h i k i n g , archery, air r i f l e , cooking competition and sports.
This year we organised a lot of activitives such as camping at Pulau Tekong, Pulau Ubin and
a training camp at school. We also had a combined hike w i t h our school girl guides. Many of our
scouts are sent to training courses like Advanced Scout Standard Training Courses, Anti-Drug
Course, and Patrol Leader Training Course. Last year our scouts helped in "Apples" ( Adventure
Play land. Play Leadership Experimental Schemes ) which is organised by the Family Service Centre.
The main aim of "Apples" is to help the primary school students to pass their school holidays by
planning games and building projects for them to p l a y . We have also participated in the Scout
Rally at the Too Payoh Stadium. Every year our scouts participate in the School National Day
Parade,
This year our combined campfire w i t h our school girl guides was held on 1 6 . 8 , 8 0 . This is
the first time we had the honour of having our Principal, Mr Loo Pui Wah to declare the campfire

The year started with a farewell party for the past year's guiders. O n 2nd M a r c h , the Guides
attended the Arts and Crafts Exhibition held at Guide House to commemorate Thinking Day which
falls on 29th February.
In M a r c h , seven of our Patrol Leaders and Seconds prepared lunch for the SouthDivision
Annual General Meeting at Guide House, as part of their successful test for the Cook's Badge.
We hope more Guides w i l l do the same next year.
During the March holidays, 11 Guides with their Guider volunteered to help the YMCA w i t h
its Children's Holiday Programme for 5 to 12 year olds in Ang Mo Kio Housing Board Estate.
As a uniformed group, we marched proudly with other groups during March Past on Sports Day,
National Day and Speech Day.
An important day was Saturday, 26th July 1980. That sunny morning, our recruits were e n -
rolled by the South Division Commissioner, Mrs. Kaw. Highlight of the year's programme was the
12th Annual Combined Campfire with the 1709 Scout Unit held on August 16. The Principal, M r .
Loo, presented prizes to the best Guides and Scouts of the year.
Other activities Included outdoor meetings and participation in campfires organised by other
Guides and Scouts.
We look forward to more activities and increased participation in Guiding in the years ahead.
The strength of the unit is 38 comprising students from secondary one to four. Our weekly
meetings on Saturdays from 8.30 - 11,30 am. include f o o t d r i l l , first aid lectures, evacuation e x -
ercises, health talks, art & crafts and other recreational activities to foster comradeship.
Earlier this year Madam Chia joined the unit as our second teacher-in-charge.
Our unit celebrated its sixth anniversary with an overnight camp in the school during the
June v a c a t i o n .
As part of the community service our cadets were involved in first-aid duties for sports meets,
cross-country race, and other school-based functions. We also sold flags during the Red Cross a n -
nual flag day.
Our cadets took part in the World Red Cross Day cum Enrolment parade at the ACJC com-
plex.
Five NCOs and potential students attended courses conducted by Headquarters and have r e -
turned to assist the running of the u n i t .
In spite of the yearly decline in membership since i n c e p t i o n , the unit continued to organise
many meaningful activities to sustain the life and spirit of our members in keeping with the Red
Cross Youth motto 'serve one another'.

In the early part of the year, the nursery was resited. It is now at the far end of the Science
block covering a larger area. Within are about 200 potted plants which were prepared over
a period of time. These potted plants were for display within the school compound especially during
special school functions to enhance its environment,
A circular garden in front of the hall has been set up. Several angsana saplings were plant-
ed including the two by the gate (entrance). The planting of pumpkin was successful (in the plots
between the school tuckshop and the driveway near Kim Seng West Primary School.)
A great deal of effort has gone into maintaining the nursery and the plants within the school
compound.

SCHOOL CHOIR
Foreword
1, The start of 1980 heralded the inauguation of the school choir of Kim Seng Technical School.
2, The aim of having this new E . C . A . is primarily to enhance pupils' interest in singing and
related musical activities as well as to increase their repertoire of songs.
3, The choir now stands 40-strong consisting of enthusiastic boys and girls from the Lower Se-
condary, This is indeed encouraging for so young a group which is barely a year o l d .
4, A special and warm-hearted note of thanks and appreciation should go to Mrs Oates who has
so selflessly rendered her services and experience to the school choir. It is because of her
that the choir now stands.
Activities
1. At our weekly meetings on Tuesdays, members are exposed to some fundamental rudiments of
music such as reading of notes and score-sheets.
2. Pupils are also taught the techniques of breath control for better voice production from the
lowest to the highest note.
3. Besides having group singing, part-singing is also introduced. Hence, pupils learn to sing t o -
gether in different voice parts,
4. Members are exposed to a wide variety of songs ranging from far and near pop numbers where
feet are kept tapping !
5. To date, the choir has appeared in the school's National Day and Speech Day celebrations.

This tournament was held throughout the second term as part of our activities. The objective
was to encourage mass participation and develop the collective spirit of the pupils.
The league system was adopted during the elimination round. Teams were divided into two
groups. Each group was made-up of four to five teams. Each group played a one-round league.
The two top teams in each group advanced to the second round. The winner and runners-up in the
last two groups played a criss-cross knock-out semi-finals.
School Team
A secondary school team was formed in February, to participate in the secondary division of
the inter-school tournament, held at Chung Cheng High School. The team practised twice a week
throughout the school terms. The practices were held in the school h a l l .
Similarly, a lower secondary school team was formed immediately after the inter-class table-
tennis tournament. The team participated in the south zone inter-school table-tennis tournament. The
teams failed in their bid to qualify for the preliminary round.
The reasons why our school teams did not perform well were: the lack of qualified coaches
and the lack of experienced players. Those students who intend to join the school team next year
are urged to practise in the community centres and sports clubs near their homes. They should also
participate in the inter-constituency table-tennis tournament to gain experience in the competitions.
In conclusion, we would like to thank all the members for their enthusiasm and co-operation
in making this year a successful one. We are aware of the difficulty before us, and we hope to
train harder and to fare better in the future.

GYMNASTICS REPOR T 1980
Teacher-in-charge : Mr Lim Kay Heng
Instructors (MINDEF) : C p l . Gan Chai San
C p l . Loh Yew Seng
Gymnastics is a very disciplined sport. Constant practice and courage is required if one is to
improve in this sport.
To datethere are 42 boys attending practices regularly. This is an encouraging sign consider-
ing the difficulty of the sports. The increasing number of pupils joining the sports Is probably due
to the presence of two Gymnastics instructors from the Ministry of Defence (MINDEF) who have been
sent to assist the school some time in July under a special Training Scheme.
The school is very fortunate to have the services of Cpl. Gan Chai San and C p l . Loh Yew
Seng. C p l . Gan himself was a former National Schools' champion. With the assistance of these
two instructors it is hoped that the school would be able to participate in the National Inter-school
Gymnastics Championships next year.
Gymnastics practices are conducted evey Thursday from 10.30 a . m . to 12.15 p.m. and every
Saturday from 9.00 a . m . to 11,30 a . m . Pupils are taught various skills on the vaulting box, parallel
bars, floor, horizontal bars and the trampoline.
The highlight of the Gymnastics Club's activities is the National Day Gymnastics Display
held annually in the school.
Inter-class Tournament
To promote mass participation in the game an inter-class tournament was held in July, The res-
ponse was encouraging as almost every class sent in a team. The following are the results :
CHAMPIONS RUNNERS-UP
Secondary 1E4 Secondary 1E5
Secondary 2E8 Secondary 2E6
Secondary 3E2 Secondary 3C3
Secondary 4C2 Secondary 4C1
Since August an instructor from M I N D E F , C p l . Lee Eng Teck, has been attached to our school.
We hope that we will be able to form a team and participate in the South Zone Volleyball Tour-
nament next year.
For the year 1980, our school did not send any team to participate in the inter-school
tournament. This is due to the lack of a proper school team. However, the inter-class tournament
for both the Upper and Lower secondary level was held in the months of July and August. This
tournament was organised so as to encourage students' participation at grass-root level and also to
spot potential players for the school team next year.
During the tournament, sixteen students from the lower secondary classes who passed some
basic skills of the game were selected and asked to come for training every Friday. These students
were taught the basic skills and rules of the game. Every Saturday, these students were joined by
nine others from Secondary 3 . Thus a total of 25 students are being trained in preparation for
forming the senior and junior school team next year. Among these students, eight were sent to
participate in the various age groups of the 'F & N ' Badminton Invitation Championships held in
O c t o b e r . Although our students did not fare well in the tournament, it is hoped that the exposure
and experience gained w i l l give them more confidence, thus raising the standard of the game p l a y -
ed.

LIBRARY REPORT 1 9 8 0
Date 2 . 1 . 8 0 to 3 0 . 6 . 8 0 1 . 7 . 8 0 to 3 1 . 1 2 . 8 0
Expanded and renovated last year, the library has a seating capacity for 80 pupils. With the
addition of curtains for the windows, paintings on the walls and a new set of tables and chairs, the
library is certainly a more conducive place for study and leisure reading.
Student librarians are trained to run the library. Reliable group leaders are appointed to e n -
sure that routine duties are carried out satisfactorily. Library teachers are also around during every

duty session to offer advice and train new librarians.
We began the year with about 6000 English books and 3800 Chinese books. With the help ofa
book grant from the Ministry of Education and a donation from the School Advisory Committee, we
added more than 2000 new books to our collection. A metal trolley, metal catalogue card cabinets
and other essential equipment were also purchased. We are confident that the new books will act
as a 'pull' factor to increase our library circulation.
This year the library initiated a scheme requiring every pupil to read books during the school
vacations and write book reviews on some of the books read. The library also organised its own
library week for the first time. It was a simple and modest affair, aimed at encouraging more pupils
to frequent the library and borrow more books to read. The highlights of Library Week 1980 were
book fairs, a book jacket design competition and the launching of a supplementary reading scheme
for the whole school. This reading scheme cost the library $4000 in the purchase of suitable readers
to cater for the reading needs of pupils from different levels. The main objective of the scheme is
to get every pupil to read a minimum number of books each year. O f course the scheme can only
be successful with the hard work and cooperation of language teachers.
Other teachers also helped us by attending several book fairs organised by the library and se-
lecting useful and relevant books for our pupils. We are also indebted to the technical workshop-
instructors who custom-made a number of articles for the library. These contributed to the smooth
running of the library.
For the first time again, a welfare party was organised by the head librarian and the sec-
retary, under the auspices of the library teachers, to say goodbye to our Secondary 4 librarians. We
hope this will be an established tradition in years to come. In addition, an educational visit to the
Science Centre was also made by the librarians with the teachers.
The library also takes over a new function this year - selling commercial magazines like
Shaonian Yuekan, Youth Era and Sports to our pupils. Judging from the sales, some of our classes
do have avid readers.
In the years ahead, the library will select and acquire more relevant and useful new titles to
increase the collection of books. We also aim to upgrade our system and facilities so that even-
tually the library will play a bigger role in helping our pupils in their pursuit of knowledge and
the mastery of the school languages.

ST JOHN'S ISLAND CAMP
This year the St, John's Island Camp was the fifth of such outdoor camps organised by the
school. It was held from the 11th to 14th June, A total of fourteen teachers and a hundred and
twenty pupils attended the camp.
This camp is held annually for Secondary 3 pupils and is aimed at those who have no e x -
perience in camping. The activities are designed to give pupils an appreciation of community
living and carrying out of the chores of daily life. Participation will help develop qualities of self-
dependence and self-reliance. The camp activities will also bring pupils into contact with a natural
environment in which they can acquire new experiences and meet their zest for advanture. Expenses
for the whole camp is met by the school.
