Annex A

INTRODUCTION

1. Since 1950, a minimum of 4,200 elephants have perished in the wild as a direct result
of the conflict between man and elephant in Sri Lanka. During the last 12 years, a total of
1,464 elephants were killed, along with 672 humans. Center for Research and Development –
Ministry of Defense propose for an Incident Reporting System to address this burden issue.

2. Movements and the behaviors of the elephants can be analysis using reported
locations of the elephants, but due to lack of location information of the elephants it always
difficult to perform such an analysis, hence “Incident Reporting System” which developed by
the CRD can play a vital role report elephants locations with retagged images in real time.

3. The Mobile Application for incident reporting developed using the world’s most
empowering mobile technology and web technology. Users can log in to system can
anywhere in the world and accesses to the reported elephants with time date and exact
locations.

4. Android is the world's most popular mobile platform. With Android we can use all the
Google apps. Accordingly Millions of people already use Android because it makes your
mobile device so much more powerful and useful.In addition,Android gives you a world-
class platform for creating apps and games for Android. Thus we design Incident Reporting
System on Android OS. This system is compatible for android 2.2 and above versions with
all the screen sizes of android devices.

4. The new Google Maps Android API v2 allows us to offer interactive, feature-rich
maps to users of our Android application. The API automatically handles access to Google
Maps servers, data downloading, map display, and response to map gestures. We can also use
API calls to add markers, polygons, and overlays to a basic map, and to change the user's
view of a particular map area. These objects provide additional information for map
locations, and allow user interaction with the map. The API allows us to add these graphics to
a map: We used these features to developIncident Reporting System
5. The use of web application technology can often reduce the number of errors in a
program,typically require little or no disk space on the client and also provide cross-platform
compatibility. CRD develop web based application to view reported incidents.This part
develop using php and mysql.

6. These function keys help us to feed information using android devices and send it to
the server in a secure manner.
a. Date Button

Date button picks the date from the system and shows it on the screen.
b. Time of Incident Button

Time button pick from the system date and shows it on the screen.
c. Precedence Spinner

PrecedenceSpinnerselects the relevant precedence and the user can change the
precedence of incident using precedence Spinner.
d. Classification Spinner

Classification selector selects s the relevant classification and the user can change the
classification of incident using classification spinner.
e. Location Button

Location button provides the users current location using Google maps. Moreover it
shows the address of the location.
f. Update photo Button

Update photobutton access the camera of the device and user can take a photograph of
the incident. Followed by the photograph can attach with the report.
g. Incident Textbox

User can write down the incident here. There should a format to write down the
incident in short and proper manner.
h. Save Button

Save button use to upload the incident report to the server.


i. Video Streaming

To get the exact information about the incident video will be delivered to the
server. Accordingly users can see the live streaming of video through the web browser.
System makes use of a video streaming server to fulfill the requirement.

CLIENT/SERVER ARCHITECTURE

7. Above client/server architecture will be use in the Incident Reporting System. After
click the save button incident report will send to the server. So the client sends the
information to the server and the server accumulates the information. The server handles the
data processing services and provides the processed data.

8. It has been used User Account Control (UAC) which is a new security component of
the Windows Server® 2008. UAC allows an administrator to enter credentials during a non-
administrator's user session to perform occasional administrative tasks. Moreover create
strong passwords both server and database. Virtual Private Network (VPN) will used to
securely connect all the clients with the server which assure the confidentially and integrity of
data. All the clients will configure to remotely access through the VPN.

DATA BACKUP
9. It is essential to make integrity, availability and confidentiality of data.Someone is to
acts as the data custodian and responsible for maintaining and protecting the data.
Furthermore performing regular backups of the data, periodically validating the integrity of
the data and restoring data from backup media is crucial.
10. Before back up data classified into different categories considering usefulness and
value of data. Network Administrator makes sure that whoever is backing up data and
whoever has access to backed-up data.This eliminates the need to store duplicate copies of
unchanged data. All the backups are to written into DVD and keep it in a secure place (offsite
area) to protect against a disaster. Frequently restore backing up to a different server to verify
backup data. This server also used as a mirror to the original server. When a disaster occurs
the mirror server can be utilized.

11. A web application designed to show the incidents with the map of Sri Lanka. It shows
incidents in the users screen separately. Furthermore when an incident take place it gives alert
to the user. User can view date of incident, time of incident, location and ect...It is helpful in
the decision making process.

CAPABILITIES
a. Working in any service providers coverage area
b. When android device shift to No coverage area it will back up data and upload
to the server when it come in to 3G network.
c. Automatically picked own location and address.
d. System consist user friendly interface.
e. System can be installing on any android device.
f. Software can be installing very easily to device.
g. User can do queries very easily.
h. When new incident received it will alert the system as a popup menu.
i. Easy access in any place.
j. Software can be modifying according to requirement.

SECURITY MEASURES
When it comes to secure software, there are some tenets to accomplish. These basic
tenets are:
a. protection from disclosure (confidentiality),
b. protection from alteration (integrity),
c. protection from destruction (availability),
d. who is making the request (authentication) and what rights does the requestor
have (authorization).

14. Since this application is a very essential application and it is a vulnerable one.
Therefore CRD development team takes some security measures to secure this
application.These security measures included.

a. Once a user signs in to the application it automatically logs out the user
withinfive (05) minutes time. Thus there is no possibility to access unauthorized users to
Incident reporting system. It also guaranties the integrity of data.
b. Another measurement is once user gets this application and user has to update
the application periodically. Otherwise user cannot access to the incident reporting system
after six (06) months of time period.

CONCLUSION
This project conducted by Centre for Research and Development, for three forces and
Police department of Sri Lanka.Android application development tools and web development
tools were used to design this application .Furthermore, limitations of the connectivity and
the availability of Android OS devices had to be considered.

This application allows being more definite, secure & fast when it comes to reporting
incidents that affect national security. Since this application is much user friendly, the end
users will not hesitate to use it efficiently. This could eliminate the complications which are
faced while using the manual process that leads end users to build more confidence in their
services. This application is just the beginning for us to step in to the latest technology era
that will enhance the existing service and activities of military, police & other government
bodies.
