21st Century Knowledge & Skills Reflection

Trends in law enforcement are always changing. Being able to keep up with these trends

and develop new skills in necessary to succeed in the career of law enforcement. This program

has had an array of courses from communication to budget and finances for law enforcement.

The courses have provided me with the knowledge and skills needed to survive in the constantly

changing environment of law enforcement.

In the course LEPS 510, Communication for Law Enforcement Leaders, I learned new

ways to not only improve my communication skills, but also to communicate as a leader within

the department. Officers must constantly improve on their abilities to communicate with the

public, other officers, and administrative leaders to have a successful career. This course helped

me develop these skills, which are necessary to succeed in these fields. The fourth paper in this

course was to focus on the “Tone at the Top. This paper focused on Milwaukee Police Chief,

Edward Flynn, discredited the ACLU in claiming that his department was racially biased. Flynn

responded by “admitting that those who live in communities of color are more likely to be

victimized and thus policing strategies need to be directed to those areas versus placing

unnecessary patrol in areas where very little crime occurs.” This is completely relevant today

especially regarding police agencies around the nation being accused of being racist. The black

lives matter movement has accused police departments of using unnecessary force on people of

color. This has caused riots, protests, and cries to defund police departments. Prior to judging all

police officers on the actions of a few or through a brief snippet of a video, the public needs to

understand the full story and understand what steps were taken prior. This assignment showed

me different ways that communication skills can be used in the 21st Century.
In LEPS 590, Budget and Finance for Law Enforcement, I had to learn how to create

budgets and determine the cost of certain items regarding law enforcement spending. Yearly

budgets and the city trying to cut the funding towards law enforcement is almost always a

reoccurring issue. New cars, new equipment and funding for additional officers is something that

agencies are almost always looking into. Officers want the newest gear, technology, and training

in order to keep themselves proficient. During this course, we had to find the cost of an officer

from the training, to the gear that is on their body. I had to look at average salaries including cost

for medical for each officer that is employed within a city. After completing this assignment, it

was obvious that most officers and especially the public do not have any idea how much it truly

costs to employ officers. Sometimes departments must hold off on purchasing new equipment for

officers due to the extreme cost of everything else.

Officers and departments must be able to adapt and keep up with the times today so that

they serve the community they work in. This program has developed new skills in the 21st

century for law enforcement and public safety.
