Important: These indicators will serve as the evaluator’s guide in assigning points for specific
criterion items under each Factor of the rating sheet. For ratings of 3 and below, indicate
specific pages with findings applicable to the criterion item and briefly explain inadequacies
noted in the space provided in the rating sheet.
Factor 1: Content
1. Content is suitable to the student's level of development.
Indicators:
4 - All content and topics are suitable to the student’s level of development.
3 - There are 1 to 2 concepts / topics not suitable to the student's comprehension.
2 - There are 3 to 4 concepts / topics not suitable to the student's comprehension.
1 - There are 5 or more concepts / topics not suitable to the student's comprehension.
2. Material contributes to the achievement of specific objectives of the subject area and grade level for
which it is intended.
Indicators:
4 - Material contributes to achievement of 5 or more specific objectives of the intended
subject area(s) and grade / year level(s).
3 - Material contributes to achievement of 3 to 4 specific objectives of the intended subject
area(s) and grade / year level(s).
2 - Material contributes to achievement of 1 to 2 specific objectives of the intended subject
area(s) and grade / year level(s).
1 - Material does not address any objective of the intended subject area(s) and grade / year
level(s).
3. Material provides for the development of higher cognitive skills such as critical thinking, creativity,
learning by doing, inquiry, problem solving, and the 21st century skills.
Indicators:
4 - All topics / exercises / activities in the SLR develop higher cognitive skills and 21 st
century skills
3 - There are 1 to 5 topics / exercises / activities that do not develop higher cognitive skills
