GUIDE FOR DILG FIELD OFFICERS
Pursuant to DILG-DBM Joint Memorandum Circular No. 1 dated ________ entitled Policies & Guidelines for the Implementation of the Assistance to Disadvantaged Municipalities Program.
DILG REGIONAL OFFICE
1. The Regional Director Office is responsible for ensuring proper information dissemination; providing administrative guidance and make available logistical and staff support to support the Program’s objectives. 2. The Regional Director shall approve individual adjustments as to project type, project amount , and total amount in accordance with 2.3.3 hereof. 3. Regional Project Management team components and the concerned DILG regional officials/employees are enjoined to maximize mobilization efforts towards the accomplishment of the following tasks: 2.1 Oversee flow of vertical and horizontal flow of communications (DILG RO to Provincial Offices; DILG RO to LGUs; DILG RO to Central Office/Project Management Office; DILG RO to other stakeholders. 2.2 Provide technical assistance to LGUs during the project identification phase, as necessary, by appropriate means such as emails, phone calls, and sms. 2.3 Collect the accomplished List Of Priority Projects (which should conform to the prescribed template in Annex C. 2.4 Perform desk review of the submitted list of priority projects to ensure the following: 2.3.1 The projects listed in the Annex C template is in accordance with the Menu of Programs: Technical & Financial Standards of Projects. 2.3.2 The total amount reflected in the list of priority projects is not in excess of the LGU’s Total Budget Cap as reflected in Annex A of the JMC. 2.3.3 If an adverse finding is found during the review, the following steps are to be observed. a. If the project type is not found in the menu of programs, the same should be replaced accordingly in consultation with the LGUs concerned. b. If the total amount is above the budget cap, an adjustment should also be made in consultation with the LGU concerned. c. If there is a failure in the process of consultation with the LGU to affect an adjustment, the concerned RPMT personnel may recommend an adjustment subject to the concurrence of the Regional Director. 2.5 Perform the process of regional consolidation of projects in accordance with templates provided for the purpose and in coordination with the CO-Project Management Office.
DILG PROVINCIAL OFFICE
1. The Provincial Director shall assist the Regional Office in ensuring that all concerned stakeholders are able to comply with the requirements of the JMC and of the Guide for DILG Field Officers. 2. The Provincial Director shall provide guidance and support to MLGOOs relative to the herein described-processes.
MUNICIPAL LOCAL GOVERNMENT OPERATIONS OFFICER (MLGOO)
1. MLGOOs shall coordinate with the concerned LGU officials and employees relative to the JMC. 2. MLGOOs shall provide the Municipal Mayor with a list of accredited CSOs who have previous experience and participation in local planning 3. MLGOOs shall provide assistance to the LGU in its compliance to the processes described in 4.1, 4.2, and 4.3 of the JMC.
