community organizations. The programs assisted under this title include programs in elementary and
secondary schools as well as related preschool and adult programs which are designed to meet the
educational needs of individuals of limited English proficiency, with particular attention to children having
the greatest need for such programs. Such programs shall be designed to enable students to achieve full
competence in English. Such programs may additionally provide for the development of student competence
in a second language.
