The aim of the Disaster Resilience of Schools Project (DRSP) is to implement Solar PV
Systems in targeted 130 reconstructed and retrofitted Schools, affected by 2015 Earthquake in
Nepal. It will be initiated through demand and resource assessment and need assessment. After
assessment of implementation process, emphasis would be given to bidding process and
procurement. As the project advances to the construction phase, quality would be of highest
importance. Implementation quality would be verified through monitoring, quality reports and
mid-term review. This quality assurance will ensure the project is delivered with high quality
standards.

The proposed project comprises four consecutive Phases - Inception Phase, Detailed Design
Phase, Initial Implementation Phase and Roll-Out Phase. The Consultant’s core tasks in these
Phases are:

Inception Phase:
It’s the Consultant’s aim to provide the best possible services to the Central Level Project
Implementation Unit (CLPIU), Education of the National Reconstruction Authority (NRA). It will
be initiated through Kick-off Meeting followed by the Inception Report. During the Inception
Phase, the Consultant will prepare the Project Manual, which will contain all the instructions and
procedures needed for the proper organization and co-ordination of activities during the various
phases of the project. Additionally, this phase provides the clear understanding of project, work
plan and roles and responsibilities of each stakeholders involved in the project. The Consultant
believes that this phase will assist in implementing future phases of projects in an efficient way.

Detailed Design Phase:


The Consultant’s objective in this phase is to design PV system configurations for identified
types of end uses. These PV system configurations shall meet the balance of the School’s
needs as well as the applicability regarding procurement and operation & maintenance (O&M)
schemes. It will be initiated through Demand Analysis followed by the Detailed Design of PV
systems. During the Detailed Design Phase, the Consultant will prepare the designs (as basis
for bidding process) for Solar PV Systems and Information & Communication Technology (ICT)
systems for the Schools. The preparation of these designs shall be based on a demand analysis
and an economic assessment. The Consultant will recommend the installations to be
considered in the initial implementation phase upon the completion of detailed design.
Initial Implementation Phase:
The Consultant’s objective in this phase is to assist in the preparation of Bidding Document for
the Procurement of Solar PV systems. It will be initiated through Assessment of Implementation
Process followed by the preparation of Bidding Document. During this Initial Implementation
Phase, the Consultant will assess the implementation process on existing and verified
guidelines developed for design, testing and commissioning as well as implementation,
monitoring and quality assurance. Also the Consultant will assess the existing Procurement
Procedures regarding conformity with ADB Guidelines and assist to prepare the Bidding
Document for the Procurement of Solar PV systems and Information & Communication
Technology (ICT) systems. Furthermore, the Consultant will conduct Mid Term Review as a
basis for a detailed assessment and evaluation report identifying potentially necessary
adjustments of the implementation design/Detailed Project Design.

Roll-Out Phase:
The Consultant’s objective in this phase is to ensure the successful Roll-Out of the Project with
detailed Monitoring & Evaluation. It will be initiated through Procurement Process followed by
the Monitoring and Evaluation. During this Roll-Out Phase, the Consultant will assist in the
Procurement of Solar PV systems and Information & Communication Technology (ICT)
systems. This assistance will include the evaluation of bidding documents, respective bids and
award of contract and recommendations to improve the bidding process. Procurement shall
follow existing procedures in line with ADB Guidelines. Also the Consultant will assess the
implementation quality by participating in Monitoring and Evaluation of installed PV systems.
