4. INTRODUCTION
Before taking up any construction work for any stretch, the methodology and traffic
management plan shall be submitted to the Engineer and the work shall be carried out after
getting approval.
The existing carriageway is intermediate carriageway (3.5 m wide). The work shall be carried
out on half-half basis.
The Public Works Department on behalf of Govt. of Uttar Pradesh engaged Egis-India Consulting
Engineers Pvt Ltd. for providing Construction Supervision Services for the Improvement of Uttar
Pradesh Core Road Network Development Project and M/S NKC Projects Pvt Ltd engaged to
execute the Civil Construction of the Project.
5. OBJECTIVE OF TMP
Taffic Management Plan (TMP):-
Taffic Management Plan (TMP) for the project section of State Highway-42 starting from Km
118.600 at Garautha to Km 167.745 at Chirgaon. The Taffic Management Plan is based on
the construction site vehicle incidents can and should be prevented by the effective management of
transport operations throughout the construction process.
The Indian Motor Vehicles Act 1988, Factories Act, 1996, Central Rules 1998, BAOCWW Cess Act
1996 and Labour Law-BAOCW Act-1996, requires that you must organise a construction site so that
vehicles and pedestrians and workers using the site routes or working in work zones shall move and/or
work around safely.
The routes need to be suitable for the persons or vehicles using them, in suitable positions and
sufficient in number and size.
The term ‘vehicles’ includes: cars, vans, lorries, low-loaders and mobile plant such as excavators, lift
trucks and site dumpers etc.
Construction Zones are an integral part of any road construction system. The safety
practices in construction will, therefore, be oriented towards reducing conditions, which
lead to such hazards and consequent stress whereby risk of accident increases.
Safety measures will be aimed at avoiding hazardous conditions especially in work sub
zones where major construction activities are going on. For all purposes, the entire stretch
will be treated as work sub zone.
(b) Signs
The construction and maintenance signs fall into the three major categories viz. regulatory
signs, warning signs and guide signs as other traffic signs do. Ref: IRC: 67-2001 (Code of
Practice for Road Signs). These signs will be placed on the left hand side of the road.
The location, frequency and type of signboards will be governed by the kind of traffic
situations arising during the construction. Signboards of the type ‘men at work’ and ‘speed
limit’ will be provided at locations wherever required on a case-to-case basis.

People on site
Employers should take steps to make sure that all workers are fit and competent to operate
the vehicles, machines and attachments they use on site by, for example:
Accidents can also occur when untrained or inexperienced workers drive construction
vehicles without authority. Access to vehicles should be managed and people alerted to the
risk.
Turning vehicles
The need for vehicles to reverse should be avoided where possible as reversing is a major
cause of fatal accidents.
A turning circle could be installed so that vehicles can turn without reversing.
Visibility
If vehicles reverse in areas where pedestrians cannot be excluded the risk is elevated and
visibility becomes a vital consideration.
Aids for drivers - mirrors, CCTV cameras or reversing alarms that can help drivers can see
movement all round the vehicle;
Signallers - who can be appointed to control manoeuvres and who are trained in the task;
Lighting - so that drivers and pedestrians on shared routes can see each other easily.
Lighting may be needed after sunset or in bad weather;
Clothing - pedestrians on site should wear high-visibility clothing.
Make sure that all drivers and pedestrians know and understand the routes and traffic rules on
site. Use standard road signs where appropriate
Provide induction training for drivers, workers and visitors and send instructions out to
visitors before their visit.
The TMP must clearly state the objectives of the plan. Primary objectives will include requirements to
ensure the safety and health of work personnel, the public and those who will be impacted by the
work and to ensure that road users are not inconvenienced and the road network be kept at a
satisfactory level of performance.
The TMP may also have other objectives that are specific to the location or work activities being
undertaken. Objectives must be measurable and the monitoring and surveillance process structured
to evaluate whether the objectives are being met throughout the project.
i. Making the traffic safety an integral and high priority element of the project.
ii. Avoid inhibiting traffic as much as possible.
iii. Guide Drivers in a clear and positive way.
iv. Routine inspection of traffic control element and traffic operations
v. Protection to Project workers on work site
Safety of workers undertaking various operation during construction will be ensured by providing
helmets, Masks and safety goggles etc.
Aduequate singage, barriers and persons with flags during construction to control the traffic will be
provided.
Adequate drainage will be mainatained around site to to avoid water logging leading to various
diseases
Adequate Sanitation and waste disposal facilities will be provide at construction camp by means of
saptic tans, soakage pits etc.
A health care system will be maintained at construction camp for rountine checkup of workers and
avoidance of spread of any communicable disease.
(iii) Accessiblity
The Contractor will all time provide safe and convenient passage for vehicales, Pedestraians and live
stock to and from road sides and property access as connecting the project road. The contarctor will
be also ensure as connecting the project road.
The contractor will also ensure that existing accesses are not blocked without providing adquate
provision and to the prior satisfaction of Enginner.
The contractor will provide specific mearsures for safety of pedestrains and works at night as a part of
traffic control plan maintained in running condition, particularly during mansoon to avod disruption to
traffic flow. The contractor will also inform local community of chages to traffic routes, Conditions and
pedestrian access arrangement with assistance from CSC.
The traffic control plan shall contain details of temporary diversion, traffic diversion, traffic safety
arrangement for constrction under traffic, details of traffic arrangement after cessation hazardous
materials and arrangement of flagman.
The contractor will provide specific mearsures for safety of pedestrains and works at night as a part
of traffic control plan. Maintained in running condition, particularly during mansoon to avod disruption
to traffic flow. The contractor will also inform local community of chages to traffic routes, Conditions
and pedestrian access arrangement with assistance from PMC.

Traffic Management Plan for Existing Road, TCS 01 and Temporary Diversion-
As per TCS-01 the existing road to be retained, only scarification of bituminous surface shall be carried out, if required,
Embankment to be prepared with sand core with earthen diaphragms, the level difference between existing road and design
subgrade top is more than 1 m, therefore while working in one half, due to the extension of fill slope of embankment , subgrade,
GSB and wmm materials to another half, it will be difficult to facilitate the passage for traffic in adequate width on non working
half of existing road, therefore to make some temporary arrangement for traffic diversion during construction is necessary; the
traffic will be managed in following way-
Stage-1
The treatment of existing shoulder shall be carried out, if required, in the traffic facilitating half (Side-1),
insuring that the width of prepared surface for traffic flow is not less than 3.75m and treated shoulder
shall be maintained throughout the period of during during which traffic uses the same to the satisfaction
of the CSC engineer. The adequate safety arrangement shall be provided as per IRC: SP55:2014 and
other stipulations given in clause 112.2.
In another half (Side-2) the work shall be carried out in accordance with established engineering
practices, all relevant clauses of MORTH and approved cross-sections, after clearing and grubbing the
embankment construction with sand core will be carried out up to a level 400 mm below existing road
level, a subgrade layer of 200 mm thick will be laid over sand core for top confinement followed by 200
mm thick GSB for facilitating temporary passage for traffic.
Stage-2
After completing the stage-1 the traffic will be allowed on prepared granular surface (side-2) insuring
that the width of prepared surface for traffic flow is less than 3.75m and treated shoulder shall be
maintained throughout the period of during during which traffic uses the same to the satisfaction of the
CSC engineer. The adequate safety arrangement shall be provided as per IRC: SP55:2014 and other
stipulations given in clause 112.2, the work will be shifted to opposite side (side-1) and the work shall
be carried out in accordance with established engineering practices, all relevant clauses of MORTH
,stipulated technical specifications and approved cross-sections up to DBM top level with earthen
shoulders.
Stage-3
After completing the stage-2 the traffic will be facilitated on prepared DBM surface and earthen shoulder
(side-1), the adequate safety arrangement shall be provided as per IRC: SP55:2014 and other
stipulations given in clause 112.2, thereafter the work will be shifted to previous side (side-2), after
making rectification to temporary GSB layer, embankment work consisting sand core with earthen
confinement will be extended up to design embankment top Level, afterwards all successive layers like
subgrade, GSB, WMM, DBM shall be carried out in accordance with established engineering practices,
all relevant clauses of MORTH ,stipulated technical specifications and approved cross-sections up to
DBM top level with earthen shoulders, furthermore the BC and other finishing work shall be carried out
on half-half basis diverting the traffic opposite side vice-versa.
The Cross- sectional Drawings showing all stages of work are enclosed.
The installation of sign borads in work zones as the locations of signes advised in Table-4.1
of IRC:SP:55-2014 shall be followed:

(a) Switching of traffic from existing carriageway to on widened half of existing raod
(ii) Barricading: During the plying of traffic on service road the projection of
drainabove FRL of service road will act as barricading and restrict the traffic to
enter in construction zone of new carriage way. The projection of drain will be
painted with black and white strips.
(iii) Delineators: At the location where the gap in median opening starts and traffic
isexpected to get diverted to the other carriageway concrete delineators will be
placed at intervals.
(b) Switching of Traffic from Swithing of traffic from widened diversion to granular base
Warning Signs:
o The first sign ‘Right hand curve’ will be provided 220 m prior to the actual
diversion.
o This will be followed by ‘compulsory keep right’ signboard, at 180 m from
diversion.
Warning Signs:
o The first sign ‘Men at Work’ will be provided 180 m prior to the actual diversion.
o This will be followed by ‘Diversion to the other carriageway’ signboard 40 m
prior to the diversion.
o Right hand curve signboard will be provided 50 m prior to the diversion.
Warning Signs:
o The first sign ‘Men at Work’ will be 220 m prior to the actual diversion.
o This will be followed by ‘Diversion to other carriageway’ sign at 180 m prior to
diversion.
o Third sign will be Left Hand Curve at 40 m distance.
o Point from where the vehicle is expected to change the lane for the diversion,
o ‘Diversion left side’ signboard will be provided.
(e) Switching of traffic from existing carriageway to new carriageway and from new
‘Diversion of Route’ along with ‘compulsory turn left/ right ahead’ will be
provided.
(f) Temporary diversion of traffic for maintenance of existing carriageway
This condition may arise when the existing two lanes in use for the main traffic need
emergency repairs (pothole repairs) and the new lanes under construction are not
available for diversion of the traffic.
Warning sign arrangements: Men at Work sign will be provided prior to the workarea
on both direction of the work zone.
Flagman: To avoid any hit by the traffic to maintenance gang; Flagmen with flags
willbe effectively used at both points of working stretch.
The flags for signaling will be 0.60 m x 0.60 m size, made of a good red cloth and
securely fastened to a staff of approximately 1m in length.
The existing carriageway will be closed with barricades. Traffic control devices will be
installed as below:
Traffic flow from carriageway to diversion will be routed with the help of concrete
delineators placed at regular interval. These delineators will be painted with white and
black strips.
(h) Traffic management during night construction activities
When construction works are carried out during night, special care would be taken to ensure
that no unsafe condition exists. The area under construction will be well illuminated.
(i) Traffic management during emergency situation due to special repairs on
projecthighway
When special repairs need to be carried out on Project highway, it will be ensured that there is
minimum disruption to the main traffic flow. Repairs on a single lane will be taken up at a time
and the other lane will be used for vehicular movement. On completion of this lane the other
lane will be taken up for repairs with the traffic moving on the
former. Flagmen will be posted at both the start and end of the stretch under repair to control
the direction of traffic along the single lane.
(i) Warning Signs:
o The advance warning for the repairs ahead will be provided by the warning
sign ‘Road Narrowing’ about 01 km. earlier to the work zone.
o It will be followed by ‘Men at Work’ signboard. These signs will be placed
on the left hand side of the road.
p Third sign will be ‘compulsory keep left / right’ as per site condition
along with traffic lane close sign.
Smooth flow of traffic will be maintained with a series of delineators in transition
zone.
(j) Traffic management during emergency situation arising on account of
Force
These emergency situations will be taken care off on a case-to-case basis. In case, an
element of the project highway under construction fails on account of such
emergencies, alternate traffic arrangement can be provided in the form of diversions,
wherever possible, as per the site conditions. Such arrangements will be made in
consultation with the Independent Consultant and the local authorities.
(k) Maintenance of traffic control devices
For maintenance of installed traffic control devices, a separate gang consisting of 4 labors
and supervisors will be engaged. They will be provided with one vehicles for
transportation of materials and labor. This group will periodically check for disturbed
devices and maintain them accordingly.
(l) Permanent Barricade
Permanent barricades provided along the construction work of road will channelise the
vehicles along the existing road. Main intention of this barricade is to make traffic aware
about the construction work in progress. This is a psychological barrier preventing
vehicles from going astray in to construction area.
Permanent barricade will be made of GI sheets fixed with properly anchored with steel.
GI wire will be used to fasten the sheets for better stability. These sheets will be painted
with alternate yellow and black inclined strips or red and white vertical strips. For night
visibility red reflective sheets will be fixed on barricades.
(m) Delineators
Delineators will be of cylindrical shape and will be made of concrete. They will be painted
with black and white circumferential strips. Red colored reflectors or retro-reflective sheet
will be fixed to the delineator so as to make it visible to the traffic from either direction
during night. These delineators will be placed at a suitable spacing to guide the drivers
along a safe path and control the flow of traffic.
o It will be followed by ‘Over Taking Prohibited’ signboard. These signs will be placed on
the left hand side of the road.
‘Men at Work’ and ‘Overtaking Prohibited’ signboards will be as per IRC67: 2001.
(ii) Barricading: During the construction operation in Urban Section, work area will
bebarricaded using sheets on wooden posts. The main intention of the barricading is to
restrict the entering of the traffic in work area and protecting main carriageway traffic from
falling in excavated or lower level area. These barricading will be provided at regular
interval of 03mtr. To maintain the continuity of the barricade line; horizontal bamboos will
be tied with wooden posts in the gaps except of approach to shops / residential premises.
(iii) Flagman: To avoid collision between construction vehicle and traffic; Flagmen withflags
will be effectively used at the exit/entry points of working stretch.
The flags for signaling will be 0.60 m x 0.60 m size, made of a good red cloth and securely
fastened to a staff of approximately 1m in length.
Stage II: On completion of the Stage-I, the main traffic will be diverted on their
respectivedirections to the newly constructed roads.
ii. On approval of the plan traffic control devices will be installed at site.
iii. The traffic will be diverted and construction activities will be commenced.
iv. The maintenance of traffic control devices will be done by Section in charge/
Engineer of NKC contractor.
9. Workers safety at site and Health Measures:
(a) Health measurement and Safety Requirment:
o Safety of the Project Workers at site during duty hours will be ensured. Safety
measures appropriate (as per Project Safety Plan) for the job will be adopted.
o The job specific PPEs i.e. Helmets and Safety jackets will be provided to
Workmen at site and it will be compulsory for them to wear the same.

Safety Trends in Construction
(ii) A construction safety officer can be responsible for the following duties:
Inspects the site to ensure it is a hazard-free environment.
Adequate, safe and separate pedestrian and vehicular traffic routes should be provided on and
around the site.
Fence the construction site to prevent the entry of unauthorised persons on construction sites,
which are located in built-up areas and alongside vehicular and pedestrian traffic routes.
(iv) Lighting
Ensure adequate lighting of all worksite through natural and/or artificial lighting.
(a) The site should be kept tidy. (b) Walkways and stairs should be kept free of slipping and
tripping hazards. (c) Ensure there are no protruding nails on loose or fixed materials.
(a) Set up storage areas for plants, materials, flammable substances (e.g. flammable liquids
and gases) and hazardous substances (e.g. chemicals). (b) Store flammable materials away from
other materials and protected from accidental ignition. (c) Prevent obstruction of access
routes/emergency escapes by proper storage of materials. (d) Materials to be properly stacked
to prevent falls.
(a) Providing adequate means for fighting fire. (b) Training of personnel in the use of these
fire-fighting equipments.
Provide safe site entry and exit points with adequate turning room and good visibility
for vehicle drivers.
Keep pedestrians separate from vehicles, e.g., by providing separate site entry and exit
points. Consider a one-way system and avoid needs for vehicles to reverse wherever
possible.
Consider fitting reversing alarms to vehicles.
Make use of signalers to control high-risk situations, e.g., where visibility is
restricted.
Prepare the running surface of temporary roads. Where the site is muddy, use
hardcore or other fill to overcome the problem of skidding and repair potholes
(ix) CHEMICALS
Follow the instructions provided on the labels when working with glues, paints, and
solvents.
Work with glue, paint, or solvents in well-ventilated areas so as to prevent build-up of
hazardous environment to chemical vapours.
Use appropriate personal protective equipment and clothing to employees working
with chemicals based on labels and Material Safety Data Sheet (MSDS)
Safety training conducted at site. Worker participated in this training including Site engineers of EPC
Contractor and sub-contractors have successfully attended the above training programme.
The site training is a step towards our awareness programmes conducted on monthly basis on HSE
aspects among all workman and supervisory staff to create awareness among project staff for safe,
secure and healthy environment at work site.
Every day tool box talks conducted at site, before starting of work at each working location.
Persons including Engineers and Supervisors participated.
