Merit Scholarship Program for Foreign Students

Québec’s Ministère de l’Éducation et de l’Enseignement supérieur (MEES) offers scholarships for

doctoral studies, a postdoctoral fellowship, or short-term research or professional development. The
scholarship program is administered by Fonds québécois de la recherche sur la nature et les
technologies (FRQNT).

INSTRUCTIONS AND PRESELECTION FORM

Université Laval can only recommend four (4) applicants per year for this category in addition to the
quota by citizenship for specific countries. Only applicants preselected by the University will be invited by
FRQNT to apply.

Application for preselection must be supported by a professor who agrees to receive the student and
supervise his/her research.

IMPORTANT DATES

June 22, 2020: Deadline for applicants to submit applications for preselection by the
university

October 1, 2020: Deadline for the university to submit the preselected list of applicants to
FRQNT

November 1, 2020: Deadline for the university to submit scholarship applications from
preselected applicants to FRQNT

ELIGIBILITY REQUIREMENTS

This program is open to applicants who are neither Canadian citizens nor permanent residents of
Canada. Before completing an application for preselection, applicants must ensure they are eligible for
the Merit Scholarship Program for Foreign Students by consulting the program guidelines, on the FQRNT
website:

REQUIRED DOCUMENTS

The following documents are required for preselection by the university:

1. The duly completed and signed preselection form.

2. A PDF version of a Canadian Common CV (CCV) Vanier-Banting

3. A presentation of the short research or skills upgrading project (title and brief description
including issues, research goals, methodology and the contribution of the project to the
advancement of knowledge in the field (max. 2 pages). It is possible to add a bibliography, max.
half a page (indicate three to five relevant publications).

4. A letter of acceptance from the research supervisor.

5. Two (2) letters of recommendation (Please send letters from one to two pages on letterhead
paper. The FRQNT form for the letter of reference will be required only if the candidate is
preselected).

6. Academic transcripts for all university studies undertaken (certificates, diplomas, Bachelor’s,
Master’s or PhD programs, etc.) in chronological order, starting with the most recent,
whether completed or not. (For academic transcripts from institutions outside of North America,
applicants must attach a letter explaining the grading system in effect at the institution in
question).

7. Photocopy of the identification page of a valid passport from the applicant’s country of origin or
any official documents establishing the applicant’s citizenship.

All documents submitted in a language other than French or English must be accompanied by a certified
translation.
