Ensure the Safety of Response Personnel

Manage a Coordinated Response Effort


Support the SMEEC in the performance of their duties.
Confirm the Controlling Agency and overall incident management arrangements, including location of
incident response facilities.
Activate and implement DoT MEER 4 Day Response Plan and commence Initial Response Phase
incident action planning process.
Complete relevant notifications and provide updates as required, including effected LGA/s.
Activate, mobilise and track required response resources & personnel, including MIMT and SRT.
Establish and maintain incident administration regime (NEMO).
Establish Incident Support Group and engage with relevant DEMC and LEMC as required.

Control the Source


Establish a Maritime Casualty Coordination Unit to manage the casualty.
Conduct appropriate actions to cease and prevent further spillage.

Contain and Recover Spilled Oil


Conduct situational awareness operations to report on the situation and to locate, assess, report and
monitor the spill.
Conduct containment and recovery operations at the spill source
Conduct offshore containment and recovery operations
Conduct inshore containment and recovery operations at appropriate collection areas
Conduct shoreline clean-up operations.
Establish waste collection and management system.

INCIDENT OBJECTIVES FORM (ICS FORM 202)

Purpose: The Incident Objectives Form describes the basic incident strategy, control objectives, and
safety considerations for use during the next operational period.

Preparation: The Incident Objectives Form is prepared by the Planning Officer and approved by the
SMEEC/IC at the commencement of the operational period in preparation for the Incident
Action Plan.

Distribution: The Incident Objectives Form will be reproduced with the IAP and given to all supervisory
personnel at the Section, Branch, Division/Group and Unit leader levels.

Item Title Instructions


Version Name Enter the version name for the form.
Incident Name Enter the name assigned to the incident.
Enter the Operational Period for which the form applies with Time (24 hr)
Operational Period
and Date (DD MMM YY). For example, 0800 15 Oct 19 to 0800 16 Oct 19.
Mark relevant objectives and strategies for the operational period to guide

the development of the IAP.
Enter key assumptions the SMEEC/IC have made in selecting the
