Planning Norms-11 KV

The document outlines proposed standards for studying an 11kV distribution network over a 2-year period. It specifies that the network will be modeled from the secondary of grid substations up to distribution transformers. Loading conditions and limits for technical losses, voltages, currents, and load unbalances are defined. The study will analyze the existing network, identify any inadequacies, and make recommendations.

Proposed 11kV Network Design Standards for Study:

1. 11kV Network:
The 11kV Network shall be considered from Secondary of the Power Transformer in the Grid Substation up to and
including Distribution Transformer.

2. Administrative Unit for Study:

The study shall be carried out at Zonal Level 11kV Network

3. Time Horizon:
The 11kV network shall be studied for a period of 2 years.

4. Loading Conditions:
Distribution Transformer--The Peak Load experienced by the individual DT during last one year irrespective of the
time of incident. (i.e. not simultaneous peak). The data source is Energy audit Group.
11 KV feeders---Trend peak of the last one year under Normal Operating Conditions. The data source is SCADA.

5. Technical Losses
The Peak Technical Loss Limit for 11kV Network shall be 4% max without taking into account LLF.

6. HT Consumers:
The actual peak load (MDI) as per Meter data in last one year or sanctioned load whichever is higher.
7. HVDS:
HVDS connected load shall be assumed with 40% Load Factor for Residential Loads and 60% Load Factors for
Commercial and other loads on the sanctioned load. On this load allocation to be done. In case of industrial HVDS
sum of MDI of individual connections connected on a DT is to be taken as connected load and then load allocation
to be performed. Till such a time DT wise connection detail is not available; allocation to be done on the basis of
installed KVA capacity.

8. Voltage Regulation:
+6% to -9% over declared System voltage of 11kV
Nominal Voltage: 11kV (10.8)
Highest Voltage: 11.66kV (11.44)
Lowest Voltage: 10.01kV (9.83)

Max. Loading on Conductors/ Cables:

DOG Conductor: 260A 290 Amps (during N-1)

Raccoon Conductor:200A 238 Amps (during N-1)
Rabbit Conductor: 154A 183 Amps (during N-1)
Squirrel Conductor: 86A 102 Amps (during N-1)
3x150 HT ABC: 260A 290 Amps (during N-1)
3x 95 HT ABC: 196A 220 Amps (during N-1)
XLPE-300 Cable: 260A 290 Amps (during N-1)
XLPE-240 Cable: 224A 252 Amps (during N-1)
XLPE-150 Cable: 168A 188 Amps (during N-1)
PILC-300 Cable: 196A 220 Amps (during N-1)
PILC -240 Cable: 175A 200 Amps (during N-1)
PILC -150 Cable: 140A 160 Amps (during N-1)

9. Distribution Transformer Loading:

Peak Loading: 70%

10. Voltage Unbalance Limits: 1%

11. Load Unbalance Limit: 10%

- Voltage Drop
- Technical Losses
- Overloading both Conductor/ Cable and DT
- N-1 redundancy
