In the interest of the service and in line with strengthening and enhancing the
competencies of TESDA Trainers and Assesors, the following guidelines are hereby
issued:
I. Rationale:
1. To cope up with the challenges of the 21st Century Education that bring about
change in the delivery of TVET training, we must ensure that our workforce retains
their competitive advantages over other workforces elsewhere.
2. The 4th Industrial Revolution and rapid technological advancements are seen by
experts to make many jobs obsolete. This would make it difficult for the country's
TVET providers to cope and catch up with the rapid pace of innovation,
technological change, and advanced workforce skills requirements. Innovative
ways of program delivery are needed to intensify efforts towards the development
of a workforce that is empowered with continuously upgraded skills and knowledge.
3. The TVET Trainer is one of the most critical components in ensuring quality-
assured TVET programs. There is a need to train more trainers and assessors and
enhance their competencies to meet the demand of 21St Century Skills, the 4th
Industrial Revolution (4lR), the industries and expanding clientele.
II. Objectives
a. Training of Trainers on Life Skills Module for the 21st Century Skills (see
Annex A) and
b. Training of Masters Trainers for 21st Century Skills (see Annex B)
2. The NTTA shall submit its letter of intent, with the requirements to the TESDA
PAMAMARISAN District Office which shall facilitate the registration and approval
of the said NTR programs of NTTA within the required Process Cycle Time (PCT)
of eleven (11) working days.
1. The NTTA shall submit the corresponding MIS 03-02 reports to the TESDA
PAMAMARISAN District Office through T2MIS.
2. The TESDA PAMAMARISAN District Office shall submit the required reports
indicated under Section 6.10.1 of the Operating procedures on Program
Registration
