RI Hydrant Sprinker Cap

This document proposes installing sprinkler caps on fire hydrants in Roosevelt Island to allow safe community water access during the COVID-19 pandemic. Overview
• CERTs recently trained by NYC DEP on hydrant operations
• CERTs can be deployed to:
• Turn off illegal hydrant openings in high-demand/low-pressure areas
• Attach sprinkler caps, turn on/off for communities
• Request for sprinkler caps cooling:
• Received request from Roosevelt Island groups
• Size-up
• Walked Roosevelt Island, surveyed fire hydrant feasibility
• Equipment:
• Acquired lollipop wrenches, spanners, J hooks, etc.
• Acquired 4 sprinkler caps from FDNY Engine 260
• Coordination among:
• Roosevelt Island Operating Corp. (RIOC) Public Safety Dept.
• NYC Department of Environment Protection (DEP)
• NYC Emergency Management (NYCEM), which manages the CERT
(Community Emergency Response Team) program

• NYC DEP sprinkler cap hours: 7 AM to 7 PM
• Public expectations should be 8 AM to 6 PM
• All COVID-19 restrictions apply, including mask
and social distancing

Location Siting Based Upon
NYC DEP Sprinkler Cap Criteria
• Compatible hydrant, lollipop wrench, no custodian lock
• Gate Valve Box is nearby (for shutoff)
• Adequate drainage (East River or storm grate)
• No significant hill, slipping, or tripping hazard
• Little/no vehicle traffic, poses no traffic obstruction
• No obvious safety issues for child/parent
• NOTE 1: Hydrants themselves have not yet been
flushed or tested
• NOTE 2: Locations close to residential complexes in
recreational areas / public spaces
• NOTE 3: More than one location to reduce
congregation, increase social distancing

• Incompatible 4.5 inch cap/spanner/wrench
• No visible Gate Value Box
• Poor/no drainage
• Nearby hills, slipping hazards
• Hydrants adjacent to roadways (hazard for both
driver and pedestrian)
• Uneven surface, tripping hazards
• Near lamppost, potential electrical hazard
