Background
This course is set up in three tracks. First track focuses on public policy – concept, theories
and structures. It focuses on rationale of public policy in the sphere of Market, Expert and
Polticis. The course will start off by refreshing and establishing a theoretical base to public
policy in general. It would also include broad discussion on institutions and the nature of the
Indian state-so as to have a nuanced understanding of the role of institutions in policy
making, the functioning of the three arms of the state and the relation between the state,
market and civil society. It also focuses on
The second track of the course introduces the complexitites policy analysis and its phases. It
focuses on politics in public policies (the stakeholders) and ethical dimensions of good, fair
and effective.
The third tracks looks into policy changes in the recent past providing an ever-widening
democratic space to the local communities for articulating their needs and participating in the
public affairs and natural resources management. This shift has caused changes in the
planning process in the public sector.
Course outcomes
After successful completion of the course the students will be able to:
1. Describe the theories of policy formulation and basic components of policy process
2. Identify and explain problems related to implementation of public policies systems
3. Develop skill to analysis of public policies as well as natural resource policies
4. Demonstrate their understanding of the monitoring and evaluation of public policy
Pedagogy
This course aims to build the students’ capacity to understand concepts of policy science,
process, formulation and changes and their implications in public domain in general and
natural resource management inparticular. The course aims at continuous interactive
learning through case discussions, panel discussions and expert lectures. The emerging
issues and experiences will help in understanding the complexities of policy making process
in India, role of various actors, and provide an opportunity for participants to establish a
theory-practice connect and draw implications for future action.
