Scope of Work for Pipeline Defects Repair
Kurdistan Pipeline Company (KPC) has an agreement with MNR (Ministry of Natural
Resources) to operates the pipeline systems and its facilities in order to transport the crude
oil. The MNR and KPC has performed diagnostic work for the facilities and pipelines through
third party, in order to increase the pipeline service life. Consequently, defects have been
identified during the diagnostic work which has to be repaired.
The overall structure of KCP consists of 248.2 km 36" pipeline; 46.4 km 24" pipeline and
3km 40" pipeline. The Pipeline list is as below:
• 248.2 km crude oil export pipeline 36” from Saralu to Fish Khabour.
• 46.4 km crude oil export pipeline 24” (parallel to 36” pipeline from KPS 1
to receiving Station).
• 1.3 km bypass line 36” across Zab river.
• 17.2 km (12”) Atrush Feeder Line.
• 16.3 km of Common Feeder Line 36” from RETM to KPS2.

3 SCOPE OF WORK
3.1 GENERAL
As per final reports for inspection & diagnostic defects referenced in section 2.3, Contractor
is required to perform repairing activities in KCP pipelines in accordance with ASME B31.4
code and ASME PCC-2.
All repairing work shall be done with pipeline in function, no pipeline shutdown is permitted.
Contractor shall take full responsibility of Works as described herein and provide for all
required means and measures to mitigate any risk when working on living pipelines taking
in to account the risk assessment and proper safety plan.
Repairing shall include all required activities such as but not limited to site preparation and
access, excavation and shoring, dewatering (if required), coating removal, procurement of

materials and consumable, temporary supporting of pipeline, WPS preparation and PQR,
installation and welding of sleeves, repair of pipeline coating, backfilling and reinstatement
to be performed by the Contractor to eliminate the category 1 defects as mentioned in
Attachment-1.
Inspection and NDT works are excluded from Contractor scope and will be done by
authorized third party appointed by Company prior coating repair and pipeline backfilling.
The Contract is lump sum hence the Contractor is obliged to perform the work in such a
way to cover all the work as per standards and engineering requirements. Moreover,
bidders may visit the KCP facilities to consider locations of defects.
All materials to be purchased by selected Contractor as required for defects repair shall be
submitted for Company approval and the submission should include (Data sheet, Technical
specification & Manufacture certificate, etc.). It is also the Contractor responsibility to
update and modify all as build drawings.
The Scope of Work shall not be taken to limit any of Contractor's obligations under the
Contract, neither shall it be taken to compromise any of Contractor's obligations under the
Contract; the Contract must be read as whole.

2. Crack Like: Is an axially oriented individual linear indications in the Pipe body which
are caused by anomalies such as, but not limited to, fatigue cracks and all kinds of
surface cracks.
3. Linear long seam anomaly: Is an axially oriented individual linear indication in the
longitudinal weld area. The indication can be caused by linear anomalies such as lack
of fusion, lack of penetration or by other crack-like weld anomalies such as hook crack,
toe crack, etc.
4. Corrosion: Local decrease in the thickness of the pipe wall as a result of corrosion
damage.
5. Dent: local reduction of the pipe bore diameter without a break in the pipeline axis,
resulting from a transverse mechanical action.
• Steel sleeves longitudinally welded together with internal filler (Type A as per
ASME B31.4)
Prior to the start of excavation, Contractor shall identify all underground features such as
piping, and cables situated in the vicinity of the excavation and notify the appropriate
authorities to assist in the supervision of the excavation. The buried features shall be
located by electronic locating devices, manual probing, or test excavations.

Prior sleeve installation existing pipeline coating shall be removed for an adequate length,
subject to Company approval.
Contractor shall develop WPS for in-line welding and qualify this procedure in accordance
with API 1104, ASME PCC-2 and other codes requirements. Calculations shall be provided
subject to Company approval for flow and pressure during in-line welding in order to mitigate
any risk that may occur due to metallurgical degradation of pipe as an effect of burn-through
or hydrogen cracking.
Contractor shall propose hardenable fillers such as nonshrink epoxy or polyester to fill the
gaps between the sleeve and the pipe for Type – A sleeves and submit for Company
approval.
After installation of sleeves pipeline coating shall be reinstated using field applied High-
Build Liquid Epoxy. Dry film thickness shall be 600 - 1000 microns. The cleanliness
achieved before application shall be in accordance with the requirements of ISO 8501-
1:2007, grade Sa 2½ (“near white metal”). Coating procedure shall be prepared and subject
to Company approval. After obtaining Company’s approval Contractor shall qualify Coating
procedure prior application in accordance with International Standards.
Contractor shall check the effect of repairs on pipeline cathodic protection system and install
supplemental cathodic protection as required (magnesium anodes).
Backfilling of pipeline shall be done in such a way to obtain a degree of compaction similar
to surrounding natural soil.
Following table provides the basic information regarding KPC pipelines to be subject to
defect repairing.

4 GENERAL REQUIREMENT
Contractor shall submit detailed project execution plan & schedule along with its bid to be
subjected to Company approval.
Contractor shall prepare as a minimum Method Statements (MS) for Excavation, Coating
removal, Sleeve Installation, Coating Repair, Backfilling, HSE plan including the risk
assessment, Request for inspection (RFI) & material requisition to be approved by
Company before starting any activity.
Contractor shall participate site toolbox meetings and the necessary work permit shall be
obtained prior to starting of any work at site.
All tools, material tests and tackles required for carrying out the repairing activities such as
inspection devices, measurement tools, testers, lights and any other item as per
requirements to be provided by the Contractor.
Contractor shall have its own arrangements for power required to carry out the work, when
and where power is not available at site.
Contractor is not permitted to close any main road or path in case of work requirements or
interface with access roads, the contractor shall submit work plan involving reopening the
cut road within 24 hours and providing alternative access roads during work action.
Ensure all deliverables are produced to the Standard of Performance, at a rate that meets
or exceeds the requirements of the applicable schedule established under the Contract and
this Scope of Work.
Contractor to manage the activities of all interdisciplinary interfaces for the Work, including
civil, structural, architectural, mechanical, electrical, and instrumentation.
Contractor warrants that all resources required performing all contractors’ obligations shall
be obtained positioned, mobilized and operational by NTP start date.

The contractor shall be responsible for the provision of inspection, procedures, facilities,
equipment, materials, consumables and documents necessary for inspecting as defined in
the technical requirements and in accordance with the relevant testing requirements and as
required to ensure the integrity and functionality of the installations.
The contractor shall be responsible for obtaining all permits, licenses and approvals
required by the Authorities of the Kurdistan Regional Government (Iraq) for the performance
of the Works.
Custom clearance and fees, payment of any kind of applicable duties, taxes including
service tax, transportation of all equipment that contractor purchases are the contractor
responsibility.
The contractor shall maintain sufficient stock of consumables as required, such that under
no circumstances the site activities should suffer due to shortage of materials.
Contractor shall do the preservation and maintenance of equipment and materials, proper
storage, protection against weather influences, corrosion, theft, etc., as well as partly or fully
completed parts of the works.
The contractor shall have adequate experience of pipeline repairing and construction
experience. Contractor must proof that it has sufficient qualified personnel and facilities
within its organization to perform the services. The Contractor shall employ or engage only
such personnel or subcontractor who hold appropriate license, certificates, permits, and
qualifications.
Contractor shall be responsible for arranging all necessary permits, documentation, and
visas for its personnel sufficiently before commencing the work. The Contractor has to
ensure providing the qualified person to manage the work in better quality. Moreover,
Contractor shall not temporary use personnel for other projects without approval of the

company. Following personnel must be assigned for the performing of the fieldwork per
each crew by the contractor.
• Site Supervisor
• HSE Manager
• Foreman
Contractor will be compensated according the bases of pricing and /or a schedule of prices.
Contractor shall use the attached pricing sheet to create best, by lump sum cost and unit
rate for the base of pricing. Any & all proposed changes from contractor shall not impact
the schedule and must be approved by client in writing.
5 QUALITY REQUIREMENT
Contractor shall strictly comply with project QA/QC plan and International standards.
Contractor is committed to establish, document, implement, and develop the project quality
management system (QMS) and continually improve its effectiveness in accordance with
international standards. Contractor shall have established and shall maintain a Quality
Management System based on ISO 9001:2008 standard as a means of ensuring that
services conform to specified requirements. The Contractor´s HS&E system shall be based
and certified acc. to a recognized international standard (e.g. OSHAS 18001 and 14001 or
equivalent subject to approval by Employer).
Each element of the Works shall be executed in compliance with Contractor’s Quality
Management system approved by Company during before work execution. The Contractor
shall also perform and be responsible for the Quality Assurance and Control Activities
according to engineering best practices.
6 HSE REQUIRMENT
Contractor shall comply, and shall secure compliance by its employees, agents, contractors
with all applicable health, safety and security laws and regulations, including, without

limitation, state and local laws and regulations, any health and safety plan provided by
Company.
Compliance with such requirements shall represent the minimum standard required of
contractor. Contractor shall be responsible for examining all requirements and determining
whether additional or more stringent health, safety and security provisions are required for
the work.
Contractor shall establish a dedicated health & safety team for the provision of health &
safety services and the management of all health & safety aspects of the Project.
Contractor's implementation of, and compliance with, all required procedures, regulations
and policies in respect thereof will be regularly and diligently reviewed and enforced by the
Company.
Contractor agrees to comply with training requirements regarding its employees, agents,
financial systems, sub-contractor and other invitees to the extent required by applicable
laws, regulations, health and safety plans, and Company’s rules and regulations; and
warrants that all such persons shall fit and qualified to carry out the work.
Contractor shall have a system of reporting, investigation and follow-up of all HSE related
incidents. This document to be submitted by bidder with HSE pack of documents for review
and minimum 3 examples of incident reporting and investigation reports (past experience)
as well as safety statistics within minimum 3 years period of time.
7 DELIVERABLES
The Contractor shall deliver the documents to the Company as follows:

Before repair activities may occur, all employees and contractors performing repair actives
shall be briefed on side about specific repairs and safety procedures, read, understand and
acknowledge their understanding of MS by signing.
