Abstract of the Publication:
This resource details INL strategy around creating programming to combat corruption.
Within this report, there are five distinct sections that detail the program implementation
process from program design to measuring success. INL’s primary goal is “to promote
integrity in the government and in interactions among government, citizens, and business”
through bilateral assistance programs.
The first section of the Guide holistically defines corruption at different levels of
government based on the general definition of “the abuse of public power for private gain”. It
also features definitions for different types of corruption, such as collusion, money laundering,
and illicit enrichment. The second section features specific INL strategies and guiding
principles in combating corruption, especially with regard to bolstering justice sector capacity
abroad. The third section moves into more practical and technical resources for practitioners
pursuing program design. Specifically, this section details best practices for a pre-program
assessment of the local context and technical assistance needs. The methods detailed include a
desk review of the country’s legal framework and in-country assessments. The fourth section
describes how to incorporate findings from the initial assessment into overall country
programming and specific anti-corruption initiatives. This section also presents case studies of
effective programming in Armenia, Mexico, Kenya, and others as well as non-justice sector
options for programming, including the Extractive Industries Transparency Initiative. The last
section gives guidance on how to measure corruption and program impact, including general
indicators as well as three specific State/USAID foreign assistance indicators for
anti-corruption programs. Overall, this resource provides a broad and general introduction to
anti-corruption program design, with a justice sector focus. Though directly marketed towards
