neighbor cell is greater than "Min UL Level on
0~63 dB 0 Candidate Cell" plus "Min Access Level
Offset", the neighbor cell can be listed in the
candidate cell queue for handover.

Cell Reselect Penalty Time (PT) is used to


ensure the safety and validity of cell
0~31 s 0 reselection because it helps to avoid frequent
cell reselection. For details, see GSM Rec.
05.08 and 04.08.

This parameter is used for load control. It
