Administrators, School Publication Advisers, and Campus Journalists of Region III consider the principle from
U.S. President Barach Obama that we have to uphold a free press and freedom of speech – because, in the end,
lies and misinformation are no match for the truth. Thus, the 2019 Regional Schools Press Conference (RSPC)
was conducted on the 26th day of November, 2019 at Capas, Tarlac with a theme “Empowering Communities
through Campus Journalism”. This was formally announced based on Regional Memorandum No. 191, s.
2019 in pursuant to Republic Act No. 7079 otherwise known as Campus Journalism Act of 1991.
Twenty divisions from Central Luzon namely, Aurora, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales,
Angeles City, Balanga City, Cabanatuan City, Gapan City, Mabalacat City, Malolos City, Science City of
Muñoz, Olongapo City, San Fernando (P) City, San Jose City, San Jose Del Monte City, Tarlac City and
Meycauayan City participated to compete for this year’s prestigious competition in order to represent Region
III for the forthcoming National Schools Press Conference.
An opening program (November 26) was held at the Dominican College of Tarlac with Ms. Alma Bagorio
and Mr. Marchan Manguera as Masters of Ceremonies. Tarlac National High School Special Program for the
Arts Students led the National Anthem, doxology, DepEd Region 3 Hymn, Awit ng Tarlac, and Awit ng Capas.
This was then followed by the words of welcome by Hon. Susan A. Yap, Provincial Governor of Tarlac, Hon.
Noel L. Villanueva, Representative of the 3rd District of Tarlac, Ronaldo A. Pozon, PhD, CESO V, Schools
Division Superintendent, and Hon. Reynaldo L. Catacutan, LLB,DPA, Mayor of Municipality of Capas.
Students from Special Program in Arts of Tarlac National High School presented a special number to showcase
their talents. Afterwards, Dr. Melissa S. Sanchez, Assistant Schools Division Superintendent, introduced the
Keynote Speaker – Mr. Antonio T. Taberns Jr., ABS-CBN Broadcast Center Journalist . The Journalist’s Creed
was led by the 2017 RSPC Champion in Photojournalism, Christine Maryjo Catacutan.
Subsequently, Dr. Nicolas T. Capulong, CESO V, Officer-in-Charge, Office of the Regional Director gave
words of gratitude to all people who handed full support and made this event a successful one. In this manner,
he believed that this event was not just about competition but it was also about fellowship and a spirit of
camaraderie. Thus in this case, he formally declared the 2019 Regional Schools Press Conference.
Together with the above mentioned personalities, Education Program Supervisors (EPS), School Heads, School
Publication Advisers (SPAs), Teacher-Coaches, and Campus Journalists from different divisions both in DepEd
and Non-DepEd schools also attended the opening program and the Joint Governor’s and Mayor’s Night at
Castelo Verde, Talaga, Capas, Tarlac.
Meanwhile all campus journalists from different elementary schools stayed in their respective contest rooms at
Cristo Rey Central Elementary School; secondary school participants stayed in Cristo Rey High School.
The opening program and the contests proper were simultaneously done because all School Publication
Advisers were not allowed to stay at the contest venues. The competition proper was accomplished smoothly.
The awarding and closing ceremonies were done at the Municipal Covered Court, Sto.Rosario, Capas Tarlac
for the Elementary Level; and, at the Dominican College of Tarlac, Capas, Tarlac for the Secondary Level.
DAY 1: OPENING and
WELCOMING PROGRAM
The City of Malolos Delegation was heartily welcomed by the APCS School Principal and the faculty members.
Mam Isabel Cruz, SPA, oriented the delegates with the House Rules and some reminders pertinent to the stay in the
billeting school.
Mam Edna C. Diaz, EPS English, the over-all in charge of the delegation, addressed the delegation with important reminders
and gave a heartfelt gratitude to the receiving school.
At the Opening Ceremony, November 26, 2019 at the
school’s gymnasium of Dominican College, Capas.
The many faces of broadcaster Anthony Taberna whose keynote speech on media responsibility at today's opening
of the 2019 Regional Schools Press Conference, was warmly applauded by hundreds of school paper advisers and
student journalists, in Capas, Tarlac.
‘Ito po si Taberna, hindi si Tulfo’ drew much laughter and applause from the crowd at the gymnasium of the
Dominican College of Tarlac.”
The fresh and energetic students while waiting for their bus ride going to the contest venue.
Praying and asking for divine intervention as Mam Jocelyn Manahan led the community prayer
before the Journos entered the contest venue.
Cristo Rey High School was one of the Contest Venues. This school catered for the Individual
contests.
At the Dominican College, the paraphernalia for Radio Broadcasting and Collaborative Desktop
Publishing were brought and carefully checked.
The inspectors in charge meticulously checked the cameras, laptops SD cards and other materials needed.
