WAIVER PROCESSING

Purpose
This document provides a general idea of the Waiver Processing in Excavation Permit Management
System (XPMS). Details of the procedures involved in the waiver processing will be further explained in
the following sections.
1. Introduction
When the plan violates some restrictions and that that violation cannot be avoided by changing
the work dates and work location, applicants should apply for waivers corresponding to the
restrictions being violated through XPMS.
Note: some violations can be avoided by changing the work dates and work location.
Four types of Waivers can be applied by the UU Working in Excavation Permit Management
System (XPMS), they are:
- Shallow Cover Utility Area (SCA)
- Road Opening Restriction Zone (ORZ)
- Registration Lead Time (RLT), and
- Repeated Road Opening (ROP)
Waiver Processing is applicable to NXP, CWXP, and SSW Jobs. The following shows the
permit with applicable waiver types:
The workflow involved in each of the four types of waivers, beginning from the waiver
application at UU Working, up to the final approval of the waiver, will be further discussed in
the following sections.
Note:
SCA Waiver can be applied by UU Working once the Plan/Job has been submitted by the UU
Management.
Step 2 Go to the “Search plan” page through the Menu bar. Search for the plan that requires
SCA Waiver (Figure 2.2.1).
Step 3 In the result list, click “Create Waiver” and <OK> to confirm. A popup message “Create
Waiver Success” should be displayed (Figure 2.2.1). A new task with “Waiver
Submission (SCA)” should have been created in the UU Working’s inbox.
Step 4 Go to the inbox and click “Play” button to open the task with activity “Waiver
Submission (SCA)” (Figure 2.2.2).
Step 5 Click “Open” in the Waiver Application tray under the Main tab to open the action box
for SCA Waiver application.
Step 6 Edit the “Remark” field and click <Browse> to upload attachments if necessary (Figure
2.2.3).
Step 7 Click <Save> to save the waiver application. Click <Submit> to finish the process and
submit the waiver application to ECTO for Waiver Vetting.

Step 2 Select Excavation Permit (or other Permits types) from the workbench (Figure 2.3.1), and
click “Play” button to open the plan for Waiver Vetting (SCA).
Step 3 After E/CTO reviewing the waiver application, click <Open> in the Waiver Application
Tray to open the E/CTO action box for SC Waiver (Figure 2.3.2).
Step 4 Enter comments in the E/CTO Recommendation textbox. Click <Browse> to upload
attachments if necessary (Figure 2.3.3).
Step 6 Click <Submit> to finish the process and submit the application to MEs for the next
processing stage (Figure 2.3.3)

Step 2 Select Excavation Permit (or other Permits types) from the workbench, and click “Play”
button to open the plan for Waiver Review (SCA).
Step 3 Click “Open” in the Waiver Application Tray to open the ME action box for SCA Waiver.
Step 5 Choose the approval party (Figure 2.4.1). The approval party can be either SE or SME.
a) SE: Choose SE, the waiver application will be submitted to SE for Waiver
Approval.
b) SME: Choose SME, the waiver application will be submitted to SME for Waiver
Approval.
Step 7 Click <Submit> to finish the process and submit the application to the approval party (SE
or SME) for Waiver Approval.
Step 2 Select Excavation Permit (or other Permits types) from the workbench and click “Play”
button to open the plan for Waiver Approval (Figure 2.5.1).
Step 3 Click “Open” in the Waiver Application Tray to open the SE or SME action box for SCA
Waiver (Figure 2.5.2)
Step 4 SE or SME is responsible for the final approval of the SCA Waiver. SE or SME can either
choose to Approve or Reject the application (Figure 2.5.3).
a) Approve: Choose Approve to approve the SCA Waiver.
b) Reject: Choose Reject to reject to reject the SCA Waiver. The plan will be
returned back to UU Working for Plan Maintenance / Registration. Applicant can
choose to resubmit a new waiver application.
Step 6 Click <Submit> to submit the plan to the next processing stage (Figure 2.5.3).
Note: All waivers should be approved before the plan can proceed to the next processing
stage.

Note:
1. For CWXP and NXP, ORZ Waiver should be applied by UU Working at the Plan
Maintenance / Plan Registration stage.
2. For SSW Jobs, ORZ Waiver should be applied by UU Working at the Job Maintenance
stage.
Step 2 Create a new plan that requires ORZ Waiver or select an existing plan in the Plan
Maintenance / Plan Registration stage and requires ORZ Waiver.
Note:
1. ORZ Waiver is required if work location that is inside the Road Opening
Restriction Zone.
2. ORZ area and the ORZ period can be seen in the map (Figure 3.2.1).
3. For NXP, users may also click “Check Repeated Road Opening and Road
Opening Restriction” in the Map Details tab after PPA has been created to detect
if any of the work items is in ORZ area. Warning message will be shown if any
of the plan items is in ORZ.
4. For CW and SSW Jobs, ORZ warning message will be shown in Map Details tab
after the alignments have been digitized on the map.
Step 3 If any of the work items is in ORZ area, users should apply for ORZ waiver. Go to the
Main tab of the plan and click <Create> button under the Waiver Application tray
(Figure 3.2.2).
Step 4 Choose “Road Opening Restriction” from the drop down list. Enter “Remark” in the
remark field. Click <Browse> to upload attachments if necessary (Figure 3.2.3).

button to open the plan for ORZ Waiver Vetting (Figure 3.3.1)
Step 3 Click <Open> of the ORZ Waiver under the Waiver Application tray to open the IOW
action box for ORZ Waiver.
Step 4 IOW can either Recommend or Reject the waiver application (Figure 3.3.2)
a) Recommend: Choose Recommend, the waiver application will be submitted to
ECTO for ORZ Waiver Recommendation.
b) Reject: Choose Reject to reject to reject the ORZ Waiver. The plan will be
returned back to UU Working for Plan Maintenance / Registration. Applicant can
choose to resubmit a new waiver application.
Step 6 Click <Submit> to finish the process and submit the application to the next processing

3.4.Waiver Recommendation (ORZ) by ECTO
ECTO – Waiver Recommendation
Step 2 Select Excavation Permit (or other Permits types) from the workbench and click “Play”
button to open the plan for ORZ Waiver Recommendation (Figure 3.4.1)
Step 3 Click “Open” of the ORZ Waiver under the Waiver Application tray to open the ECTO
action box for ORZ Waiver.
Step 4 ECTO can either Recommend or Reject the waiver application at this stage (Figure 3.4.2)
a) Recommend: Choose Recommend, the waiver application will be submitted to SE
for ORZ Waiver Approval.
b) Reject: Choose Reject to reject to reject the ORZ Waiver. The plan will be
returned back to UU Working for Plan Maintenance / Registration. Applicant can
choose to resubmit a new waiver application.
Step 6 Click <Submit> to finish the process and submit the application to the next processing
stage. (Figure 3.4.2)

Step 3 Click <Open> of the ORZ Waiver under the Waiver Application tray to open the SE
action box for ORZ Waiver Approval.
Step 4 SE can either Approve or Reject the waiver application (Figure 3.5.2)
a) Approve: Choose Approve, the approved waiver application will be submitted to
CE for ORZ Waiver Endorsement.
b) Reject: Choose Reject to reject to reject the ORZ Waiver. The plan will be
returned back to UU Working for Plan Maintenance / Registration. Applicant can
choose to resubmit a new waiver application.
Step 6 Click <Submit> to finish the process and submit the application to the next processing
stage. (Figure 3.5.2)

Step 2 Select Excavation Permit (or other Permits types) from the workbench and click ‘Play”
button to open the plan for ORZ Waiver Endorsement.(Figure 3.6.1)
Step 3 Click “Open” of the ORZ Waiver under the Waiver Application tray to open the CE
action box for ORZ Waiver Endorsement.
Step 4 CE is responsible for the final endorsement stage of the approved ORZ Waiver. CE can
either Endorse or Reject the waiver application (Figure 3.6.2)
a) Endorse: Choose Endorse, the approved waiver will be accepted. And the process
for ORZ Waiver is finished. Proceed to next processing stage if all waivers have
been approved.
b) Reject: Choose Reject to reject to reject the ORZ Waiver. The plan will be
returned back to UU Working for Plan Maintenance / Registration. Applicant can
choose to resubmit a new waiver application.
Step 6 Click <Submit> submit the plan to the next processing stage. (Figure 3.6.2)
Note: All waivers should be approved before the plan can proceed to the next processing
stage.

RLT Waiver should be applied by UU Working at the NXP Plan Maintenance stage.
Note:
1. Lead time requirement for NXP Plan is calculated automatically by the system after the
PPA has been created.
2. After PPA has been created for the NXP plan, lead time requirement for the plan will be
shown in the Main tab of the plan.
3. If the plan start date does not meet the lead time requirement, RLT Waiver should be
applied. Otherwise the plan cannot be submitted (A warning message will be displayed to
notify the user to apply for RLT Waiver).
Step 2 Create a new plan that requires RLT Waiver or select an existing plan in the Plan
Maintenance stage and requires RLT Waiver.
Step 3 Go to the Main tab of the plan and click <Create> button under the Waiver Application
tray.
Step 4 Choose “Registration Lead Time” from the drop down list. Enter “Remark” in the
remark field. Click <Browse> to upload attachments if necessary (Figure 4.2.1).
Step 2 Select Excavation Permit (or other Permits types) from the workbench and click “Play”
button to open the plan for RLT Waiver Vetting (Figure 4.3.1)
Step 3 Click “Open” of the RLT Waiver under the Waiver Application tray to open the IOW
action box for RLT Waiver Vetting.
Step 4 IOW can either Recommend or Reject the RLT Waiver (Figure 4.3.2)
a) Recommend: Choose Recommend, the waiver application will be submitted to
ECTO for Waiver Approval (RLT).
b) Reject: Choose Reject to reject to reject the RLT Waiver. The plan will be
returned back to UU Working for Plan Maintenance. Applicant can choose to
resubmit a new waiver application.
Step 6 Click <Submit> to finish the process and submit the application to the next processing
stage. (Figure 4.3.2)

Step 3 Click “Open” of the RLT Waiver under the Waiver Application tray to open the ECTO
action box for RLT Waiver Approval.
Step 4 ECTO is responsible for the final approval of RLT Waiver. ECTO can either Approve or
Reject the RLT waiver (Figure 4.4.2)
a) Approve: Choose Approve to approve the RLT Waiver and the process for RLT
Waiver is finished. Proceed to next processing stage if all waivers have been
approved.
b) Reject: Choose Reject to reject the RLT waiver application. Plan will be returned
back to UU Working for Plan Maintenance. UU Working may choose to resubmit
a new waiver application.
Step 6 Click <Submit> to submit the plan to the next processing stage (Figure 4.4.2).
Note: All waivers should be approved before the plan can proceed to the next processing
stage.

Note:
1. ROP Waiver should be applied by UU Working at the Plan Maintenance / Plan
Registration stage.
Step 2 Create a new plan that requires ROP Waiver or select an existing plan in the Plan
Maintenance / Plan Registration stage and requires ROP Waiver.
Note:
1. For NXP, users may click “Check Repeated Road Opening and Road Opening
Restriction” in the Map Details tab after PPA has been created to detect if any of

choose to resubmit a new waiver application.
