Being aware of the fact that health crisis occur infrequently, planning and preparation for a
health crisis is necessary to assure an effective response. Unless taken proper steps to a health
crisis it can affect everyone in a community. The only way to manage a healthcare crisis is
planned allocation and effective use of available healthcare resources. For ensuring this
effective use, we need to address the key challenges faced by countries and on global level
regarding healthcare resources and come up with feasible solutions to solve them. Republic
of Hungary understanding the effects of healthcare crisis, it’s impact, capability for disruption
of community critical infrastructure along with operational considerations, suggests WHO
and all the member states to ensure effective use of available healthcare resources.
Healthcare crisis is a complex health situation that affects humans on a global level. Right
now, the world is facing a healthcare crisis which is the COVID 19 Pandemic. Some of the
past health crisis faced are Ebola virus Epidemic or Zika Virus Outbreak. All of these crisis
needs to be solved through proper use of healthcare resources. Hungary provides universal
healthcare for its citizens, which is funded by a combined effort of citizen taxes and the
National Health Insurance Fund (HIF). In recent years, Hungary has grown as a European
destination for medical tourism. Hungary’s public health care system provides quality care at
an affordable price. So in a healthcare crisis, our government takes necessary steps to ensure
proper use of resources like the implementation of emergency law during this COVID 19
pandemic.
WHO works with a wide range of partners to improve health outcomes for people at risk of
emergencies and health crisis.WHO provides support for implementing country and
community capacities in health and other sectors to manage the health risks associated with
health crisis.WHO convenes and participates in a number of forums which influence the
policy and practice of emergency risk management for health. WHO’s work is also aligned
with and informed by international frameworks such as the Sendai Framework for Disaster
Risk Reduction 2015-2030 and other UN system policies and plans. Launched at the Annual
Meeting of the World Economic Forum, the mission of the Pandemic Supply Chain Network
is to create and manage a market network allowing for WHO and private sector partners to
access any supply chain functionality and asset from end-to-end anywhere in the world at any
scale. So WHO along with other international organisations are working to guarantee the
effective use of available healthcare resources. Recently WHO called on industry and
governments to increase manufacturing of healthcare resources by 40 percent to meet global
demand created because of the health crisis COVID 19 pandemic.
The importance of effective use of available healthcare resources is more than a mismanaged
large quantity of Healthcare resources in times of a crisis. So to ensure these effective uses,
some of the feasible solutions suggested are:
Suggests international community to give equal and fair access and distribution of
all efficient and qualified health technologies and products.
The treatment and care of every patient should be based on individually prescribed
plan, discussed with the patient, received regularly, revised as necessary and
provided by qualified professional stuffs.
States shall ensure appropriate mechanisms are in force for the inspection of
healthcare resources.
Encourages the government of different countries to make online consultation
sessions with doctors during any health crisis for free.
States shall ensure appropriate mechanisms for submission, investigation and
resolution of cases and reports from the mass people regarding healthcare crisis.
Proper guidelines and healthcare facilities should be made accessible through app
technology allowing reviews from doctors and patients.
Government surveys should be done to ensure proper distribution and monitoring
of medical facilities.
Adopt digital health policies and active tele-medicine services.
Create emergency response team with professional health workers during a
healthcare crisis.
Improved disease and infection radars should be supplied where necessary
through international cooperation.
Improved communication between all countries should be maintained for
transparency.
Rapid implementation of TRIPLE T that is “tracing, testing and treatment” should
be done.
Provide medical equipments, PPEs, test kits, vaccines etc.through funding from
developed countries.
Close follow up on the status of government and non government nursing homes
and hospitals to maintain adequate quality of care.
Complete overhaul of the National health program is to be enacted.
Plan appropriate training of health workers beforehand, increase their span of field
epidemiology training programs and ensuring proper working environment for
them.
Create voluntary and social campaigns by working with medical students and
volunteers to raise awareness and social works during a health crisis under strict
guidance and adopting safety measures from campaign authorities.
Practical use of healthcare JIT model( just in time) that is producing only what is
needed when it is needed worldwide.
