13 EMERGENCY RESPONSE
Emergency evacuation could be necessary if unwanted and uncertain events happen during
construction. The most significant of these events are:
x Fire on site
x Accidents or incidents on site (either with personal or asset damage).
x Environmental emergency (spill, leakage, etc.).
x Others external to the site such as: emergency situation from any other plant in the
Industrial Site; major fire; extreme weather (storm, etc.); illness; major oil or chemical spills;
social and labor unrest; crime; bombs threat, etc.
The Emergency Response Plan shall focus on the preparedness of the organization to manage any
unwanted event effectively so as to minimize its effects. Emergency Response Plan will be develop
describing these actions in detail and shall be revised by site HSE Team prior to starting construction
activities.
The Emergency Response Plan will address the potential hazards present at the construction site and
related facilities. The objective of the plan will be to identify clear responsibilities and procedures to
be followed in the event of hazardous events that may affect persons at the site, related facilities
and also environment. *(Evacuation plan will be posted in each Dormitory and buildings in the camp
prior to start camp mobilization).*

THE SITE
The Emergency Response Plan shall cover fire emergency situations and define the emergency
response team assigned to manage fire events and other emergency situations. All personnel shall
receive information regarding firefighting.
It shall be provided approved fire-fighting equipment at the work places and offices in adequate
quantities and its employees must be trained in the usage of such equipment.
Fire extinguishers suitable for the various classes of fire shall be used during construction works. Fire
extinguishers shall be placed at:
x At least one temporary mounted fire extinguisher shall be provided in each building,
preferable near a door.
x In open storage yards, indoor storage and workshops
x Extinguishers shall be located in the proximity of fuel or flammable materials storage areas.
x In each temporary electrical panel
x A fire extinguisher shall be placed in the proximity of mobile and non-mobile industrial
equipment having a diesel or gasoline engine
x Portable or permanently mounted extinguishers should be available throughout the site
within 15 m of any on-going work involving welding, burning or the use of an open flame.
x Flammable Materials
Approved containers shall be used, which shall not be stored in or near entries, exits, stairs
and passageways. Gasoline, acetone and other volatile liquids with flash points below 32 °C
shall be kept in strong metal lockers located in well-ventilated, non-combustible huts or
sheds. Drums containing flammable liquids shall be provided with proper bung vents.
x Refueling
Equipment motors shall be shut off during refueling. Refueling area shall be free of ignition
sources, gases, combustible material, etc. and shall be duly identified by means of signs
prohibiting smoking or opening flames. Any spill shall be immediately cleaned up.
x Cutting and Welding
All combustible and flammable materials shall be moved to a safe location prior to start
cutting and welding activities. In the event of not being possible, fire-resistant wool shall be
provided and workers shall be provided with firefighting equipment for immediate use.
x Combustion debris and waste materials
These shall be collected and removed from the site every day. Fuels, solvents, and other
volatile or flammable materials shall be stored away from the construction and storage
areas in well-marked, safe containers. Good housekeeping is essential for fire prevention.
Emergency drills (e.g. fire, medical incidents, hazardous materials spills, etc.) shall be performed and
quarterly and a general evacuation emergency drill shall be carried out. Reports of Emergency drills
shall be distributed and filed.
Contractor and Subcontractor shall provide and maintain adequate first aid supplies for contractor
and subcontractor personnel at all work locations as follows:
x If fewer than 50 people are at a work site, provide at least one 10-unit first aid kit/cabinet.
x If 50 people or more are at a work site, provide at least one 36-unit first aid kit/cabinet.
x If work is carried out at locations that are more than 300 m apart, a separate first aid
kit/cabinet shall be provided for each group of workers.
x The contractor shall assign first aid attendant(s) to be responsible for each first aid
kit/cabinet and to ensure there is sufficient stock of all supplies at all times.
x Signs/notices shall be posted near each first aid kit/cabinet stating the following:
o Name of person(s) who is in charge of the first aid kit/cabinet.
o Hospital where injured/ill personnel are to be transported.
o Telephone number(s) of doctor(s) or first aid attendant(s).
o Emergency telephone number(s).
Contractor and Subcontractor shall provide an adequate number of personnel at each work site who
are trained in first aid and Basic Life Support.
Subcontractor shall have available one four-wheel drive vehicle equipped with a well-stocked first aid
kit for each crew performing pipeline or power line work, or who are working in remote areas. These
vehicles shall be marked to indicate they carry a first aid kit. A minimum of one person in every remote
area crew shall have a valid first aid / Basic Life Support certificate.
A medical logbook shall be maintained at each first aid station and medical facility by the first aid
attendant who shall log and report all injuries / illnesses treated.
Contractor shall provide Automated External Defibrillators. At each site with an Automated External
Defibrillators, contractor shall provide an adequate number of personnel who are trained in
Automated External Defibrillators operation.
x To reserve life
x To reserve property
x To reserve environment
x To resume normal operation.
These four goals can only be achieved with the involvement of all levels of management and
employees, during any emergency situation. Emergency management is an ongoing process of
planning and responding, to react effectively when an unplanned event occurs. This process consists
of the following phases:
When proper attention is paid to these phases it can reduce the effects of any emergency situation
that disrupts local operations and quality of life.
x Level 1 Minor Incidents - Incidents that have no serious risk to facilities or personnel and can
be handled by personnel in the immediate work area. Such incident shall be resolved and
documented and to be reported to the concerned person of the Contractor, as well as Project
Manager.
x Level 2 Emergency - Incidents that require assistance of Project Manager and Safety Team
and can be controlled by local resources and services within the vicinity (this does not require
total site evacuation, however, in case of fire, it will require initiation of alarm and evacuation
of affected facilities, medical treatment and hospitalization of injured personnel.)
x Level 3 Search and Rescue - Shall be initiated when an employee's expected arrival time at his
destination is overdue or he needs assistance in a remote area and / or in the desert. This may
also require assistance from Project Manager.
x Level 4 Disaster - Incidents that cannot be controlled by local resources and needs Employer’
assistance or calling 998 for further assistance. It is the highest level of emergency that
requires the initiation of alarms or siren, total evacuation of the worksite and requires all
personnel to proceed immediately to the designated muster points.
13.3.2 Responsibilities
x Project Manager - Ensure compliance by all personnel, including Sub-Contractor and all
parties, to this procedure and the Project HSE Plan. He shall also act as the Emergency
Commander and assume control of emergency response activities, coordination with
Construction Manager on-site Emergency Commander, assess the emergency situation and
direct actions to minimize damage and injury, ensure adequate facilities and equipment is on
site to conduct rescues.
x Construction Manager - Serves as the direct and immediate contact for workers on site during
emergency situation, determine and ensure that the work site is under control and safe to
work in and provide assistance to the Project Manager in implementing the Emergency
Response and Evacuation Plan. Evacuation plan will be submitted for each site. He shall also
act as Emergency Commander and assume all responsibilities in the absence of Emergency
Commander.
x HSE Manager - Reporting to the Project Manager and shall be responsible for the actual
implementation, monitoring and revise, if necessary, of this procedure. Ensure that all site
personnel are being oriented, trained and comply with the requirements of this procedure. In
cases of actual emergency, shall also act as the Team Leader of the Emergency Response
Team.
x Fire Brigade - In case of fire, shall be responsible for fire-fighting and the safe evacuation of
personnel and properties. Conduct inspection, testing & maintenance of fire
protection equipment in accordance with standard procedures of Serbia.
x Medical Team - Led by the nurse and shall be responsible in providing first aid, emergency
medical services and medical evacuation should more medical attention is required.
Medical Team shall also:
o Assess injuries, provide medical emergency medical care and triage tags
appropriately.
o Advise the Emergency Commander regarding injured personnel, medical
requirements, evacuation priorities or the need to implement medevac procedures.
o Maintain disaster supplies for use in the emergency vehicles during search and rescue
operations.
x Emergency Response Team - Shall be responsible in responding to emergency situations (this
will be organized by the Safety Supervisor and shall be composed mostly of the key personnel
in the Fire Brigade and the Medical Team).
x All Employees - All employees with assigned responsibilities, upon hearing the alarm shall
proceed to the Muster Points and await instructions.
Emergency Response Team shall be responsible in responding to emergency situations (this will be
organized by the Safety Supervisor and shall be composed mostly of the key personnel in the Fire
Brigade and the Medical Team).

Note: Emergency Response Team will be assigned before the works commences. ERT and
emergency contact list has been posted in bulletin board inside the camp.
* TAŞYAPI HSE and Construction Departments shall Re- arrange Muster Points & ensure evacuation
plan display all around the camp/site area when facility is ready for possesion or prior to camp ,site
moblization.
In Case of Fire;
x Sound Alarm
x Inform Responsible Persons or Emergency Response Team
x Mobilize Site Fire Brigade
x If Site Fire Brigade is not sufficient, call 998 or Employer / Employer Representative.
x Those who are not involved in fire-fighting should follow in orderly manner, the instruction of
Emergency Response Team Leader.
In Case of Injuries;
x Inform the Medical Team (or any of the Responsible Persons who will arrange for the
appropriate person to attend to the incident).
x Medical Team to apply first aid.
x If Medical Team's first aid is not enough, call the AL Mouwassat Hospital Jubail (013-349-0000)
and bring patient by Site Ambulance.
14 WELFARE FACILITIES
There shall be sufficient toilets, wash basins and rest facilities on site for the maximum number of
employees at the project.
