Situation:

With the easing of Community Quarantine in Metro


Manila and Metro Cebu, the number of cases for people
infected with the Corona Virus has relatively boomed.
The coronavirus disease 2019 (COVID-19) is an infectious disease caused by
a new strain of virus first detected in Wuhan, China in 2019. This new strain of virus
is known to target the respiratory system. Its symptoms are fever, cough, shortness
of breath, and in some cases, muscle pain and sore throat.

A 38-year-old female Chinese national is the first person in the Philippine


reported by the Philippine Department of Health to be the first case of COVID-19 on
30 January 2020. And on March 7, the first local transmission of the virus was
confirmed. The COVID-19 is characterized as a pandemic due to its exponential
increase of its cases.

Case 1:

If you are Mayor of Lipa City, what courses of action are


you going to take in order to flatten the curve of COVID-
19 cases while also taking into consideration the effect
on the economy of the city?
On May 28, 2020, Metro Manila along with other cities around the country
were placed under General Community Quarantine (GCQ) starting June 1, 2020.
Experts predicted that along with this lightening of measures to prevent the spread of

COVID-19, an influx of cases is expected. In Metro Manila, reports say that there
was an increase of 50% in the number of cases after the relaxation of the lockdown
restrictions.

Cebu City was reverted back to the strictest level starting July 15, 2020 after
the expected rise was recorded.

Lipa City is one of the four cities in Batangas which located 78 kilometers
south of Manila and the most populous city in province. It has a population of
332,386 people.

According to the Department of Health – Calabarzon, the city has 54


confirmed cases with 37 recoveries and 9 fatalities. The total cases are less than 1
% of the total population. The entire Batangas with the Quezon Province will remain
under MGCQ (medium risk) in the latest quarantine classification as announced by
Sec Roque until end of July while Metro Manila and neighboring provinces such as
Laguna, Cavite, and Rizal will remain under GCQ. The restrictions brought by these
quarantine measures has greatly affected not only the city but the whole country in
terms of economy.

The economy of the city was greatly affected by the spread of pandemic virus.
Since Lipa City is remain under MGCQ many establishments are allowed to operate
and continue their business. Allowing of the operation of some business or
establishment will give them opportunities to gain their loss little by little.

The cases of COVID-19 in Lipa is increasing gradually but even it is the case,
the safety of the residents must always be considered. As the Mayor of Lipa City,
many factors must be measured to avoid the spread of the pandemic with the
consideration of its economy.

Case 2:

If you are Commander, AETDC, what are the courses of


action that you are going to take in order to mitigate the
spread of COVID-19 in Fernando Air Base without
compromising the conduct of trainings of PAF
personnel?
According to reports, there had been more than a hundred positive COVID-19
cases among military personnel in the Philippine Air Force. Fernando Air Base is
currently on lockdown after an increase in the number of cases was recorded inside
the base. These strict measures have greatly affected the conduct of trainings within
the base. Currently, there Philippine Air Force Officer Candidate School is
conducting the training for Officer Candidate Course Class of 2020 and Probationary
Officer Training Course Class of 2020. While the Philippine Air Force Officer School
is conducting the Basic Air Force Officer Course Class of 2020B. The Philippine Air
Force Flying School has two classes undergoing Military Pilot Training. Philippine Air
Force Basic Military School had just concluded the Basic Military Training of Class
2020A. Philippine Air Force Technical Skills and Specialization is having their Aircraft
Maintenance Officer Course.

Educational tours and other outdoor activities have been either postponed are
cancelled because of the restrictions brought by the community quarantine
measures. No visitors are allowed to enter the base during special events in the life
of the trainees such as that of the graduation of Basic Military Training Class 2020A.

Case 1:

 Commercial Establishments

To maintain social distancing, we have to limit the number of people inside a


specific building at a time. To determine the maximum number of persons inside a
building at a time, the following formula will be used:

n = (l+1) x (w+1) where l = length of usable floor space

w = width of usable floor space

For this scheme to work, there is a need for the management to monitor the
flow of people in and out of the building. They may limit the entry and exit points of
the building during normal operations with other exits on standby during emergency
situations.

 Transportation

For mass transits, passengers should be seated one seat apart on public
transports. Private vehicle owners should limit their number of passengers to half of
the maximum capacity of the vehicle. Only one back rider is allowed per motorcycle.
Law enforcement elements will conduct checkpoints to make sure that this policy is
adhered to by operators and drivers. Anyone caught violating, commuters and
operators, and drivers alike, will be dealt with accordingly.

 Education

Due to the limited number of available classrooms and facilities, a home study
learning system shall be implemented in all schools, public and private alike.
Students enrolled in a school will be divided accordingly. Each group of students will
attend classroom instructions every other day, three times a week i.e. Group A will
go to school every Monday, Wednesday and Friday while Group B will be staying at

home doing assignments given by their instructors. Every Tuesday, Thursday and
Saturday, Group B will go to school while Group A will be staying at home. This way,
students may maintain one seat apart arrangement during classroom instructions.

 Research and Development

The local government will finance any promising research study that offers
propitious solution to the pandemic the country is facing today. This is to encourage
students and researchers to participate in the government’s drive to flatten the curve
of COVID-19 cases not only in the locality, but throughout the country.

 Agriculture

Farm consolidation and clustering, provision of accessible financing, stronger


linkages between production and marketing, and establishment of more postharvest
and processing facilities with the help of private sectors and companies. Since
agriculture is one of the sectors that plays a key role in COVID 19 recovery efforts.

Each family is highly encouraged to start their own backyard garden. This is
would boost the continuous provision of fresh vegetables and fruits for the family
especially those with elderly, nursing mothers while strengthening the tie among
family members through simple activities like this.

 Enterprises

Extension of credit line to all businessmen and entrepreneurs and self-


employed workers in the passenger transport, hospitality and restaurant industries.

 Tourism

Focus first on domestic tourism since this will be the first opportunity to get the
business back in track. Working with selected trusted partners on packaging, price
and marketing. This is more than accommodation suppliers offering a deal for local
people from another area to stay with them. This is also for tour companies to look at
what they can do, even if they have never done any domestic tourism before.

 Infrastructure

A critical action to successfully navigate the ongoing COVID-19 turbulence is


to create a rapid response infrastructure with clear ownership of crisis monitoring

and tracking. This infrastructure should communicate important and ever-changing


information to senior decision makers and integrate tools to develop and execute
response protocols, harnessing the power of artificial intelligence and data science.

 Workforce

Where possible, remote work mobilization at scale allows organizations to


dynamically adapt to changing business needs based on global and local conditions
while ensuring employee safety. For staff who cannot work remotely it is vital
building safety and cleaning are fully in place. Support employee needs for physical,
mental and relational needs, provide ongoing, effective internal communications,
plan for business continuity by assessing risks, skills and capacity, implement sense
capabilities that can quickly assess changes and their impact, ensure ability to
rapidly respond to further unforeseen disruptions.

Account and Oversights

 Limiting the number of people in a specific area at a time would maintain the
required social distance as per Department of Health.
 The youth could provide solution to the problems our society is facing today
using their critical minds and imaginative ways.
 Provision of fresh vegetables and fruits is necessary especially to those family
with nursing mothers, elderly and young children who are vulnerable to the
effects of the virus.
 The restrictions in travel greatly affects our tourism industry where many
businesses are heavily relying nowadays.

Resolve Specifics

 The City Engineers Office will be responsible of conducting unscheduled visits


to inspect if an establishment is compliant to the policy.
 Checkpoints on main and key roads will be conducted by the Traffic
Management Office in close coordination with the local police and Highway
Patrol Group.

 Schemes on the conduct of classes in schools will be headed by the


Department of Education.
 The legislative body of the Local Government Unit composed of the
Sangguniang Bayan will draft a resolution to provide funds for the conduct of
auspicious research studies that would suggest solutions on the current
challenges of the pandemic COVID-19.
 The City Agriculture Office will facilitate the distribution of seedlings to families
who are willing to convert their backyards into vegetables and/or fruit gardens.

teleconferencing during conference avoid direct contact and face-to-face
meeting of personnel that may help to avoid spreading of Covid-19.
 Clean workplace reduces the possibility of the virus to survive in the
environment.

 Military police have to monitor the entry and exit of personnel in the base.
Updating of quarantine pass to authorized personnel.

 Regular conduct of patrolling inside the base to control strolling and large
group gatherings.
 Unit commanders are responsible in maintaining social distancing of his
subordinates.

 Unit commanders are responsible in strict implementation of wearing mask.
 First sergeant will monitor the cleanliness of the unit surroundings and offices.
 Military police shall control the entry of non-resident of the base unless
authorized.

Train
It is essential that citizens are equipped with the necessary knowledge to
keep themselves protected from the hazards of this pandemic. Relevant information
is readily available in the internet. Conduct of face-to-face trainings may be done
provided that the necessary measures are observed.

So how can COVID-19 be prevented? Here are the basic guidelines provided
by the Department of Health:

a. Observing physical distance – Since the virus can be transmitted


through droplets produced when an individual coughs, sneezes or just
even talk, it is therefore necessary for people to maintain at least one
meter (about 2 arm’s length) from the person next to him/ her both inside
and outside home. Stayin at home would be the best thing to do to reduce
interaction with other people. If it cannot be avoided, then make sure not to
get into crowded places and avoid physical contact such as hugging or
shaking hands especially to those who have higher risk of getting the
COVID-19 virus (people who are 65-year-old and older and those in poor
health.
b. Cleaning and disinfecting – the virus may also be transmitted by
touching objects or surfaces. That is why it is important to keep our homes
and belongings clean by spraying and wiping 7 tablespoons (100mL) of
bleach mixed with one Liter of water or 70% alcohol solution.
c. Practice hand hygiene – if you have touched any dirty surfaces, avoid
touching your mouth, eyes, and nose. Be sure to wash your hands with
soap and water for at least 20 seconds. Cover your mouth and nose with
bent elbow or tissue when you sneeze or cough.
d. Wear face mask properly – it serves as your protection from possible
transmission of the virus. So, make sure that your face mask covers your
mouth and nose and is snug on your face. Remove the face mask only

when eating. Remove face mask from behind without touching the front of
your mask. Do not re-use disposable masks.

Execute
Case 1:

Strict enforcement of face mask

Face mask serves as a protector to avoid the direct transfer of the virus when
you are directly talking to someone. If someone is caught in not wearing face mask
in public and crowded places, fine must be paid. In the first offense, 2000 pesos
must be paid by the offender. Then when he commits it the second time around, the
penalty will raise to 5000- pesos. Imprisonment will be the next payment if he
repeatedly commits the offense. The range of the imprisonment will be based how
many times he does it. Three repeatedly offenses will be equivalent to 7 days of
imprisonment.

Frequent handwashing

Handwashing can avoid the transfer of the virus from one object to another.
In everyday life, touching of different things is cannot be prevented. The virus can be
transferred in everything. Proper and frequently washing of hands can blocked the
transfer of the virus from touching the affected materials, belongings, or even the
affected person. The city must provide briefing in every barangay or just give fliers or
announcement poster of the proper way of handwashing.

Social Distancing

Strict implementation of social distancing must be observed. It is the practice


of forcefully reducing the close contact between people. It can prevent the spread of
the COVID-19 which can spread through coughing, sneezing and close contact.

Strict Curfew Hours

It is a regulation where the people are required to remain indoor between


specified time. There must be specified time to return and to stay in their houses or
homes.

Curfew Hours:

Saturday-Sunday 2000H - 0500H

Monday-Friday 2100H - 0500H

A penalty of ₱500 awaits first-time violators, which will increase to ₱1,000 for
succeeding offenses. In addition, violators will incur a barangay blotter and
cancellation of local grants and benefits from the local government.

Minimizing the entry/exit of personnel except during emergencies.
 There will always be a barricade at the main entrance
 Only the main entrance will be open to monitor anyone who enters and
leave the Fernando Air Base
 Everyone will have to undergo temperature check at the entrance.
 The guards will strictly avoid anyone to leave or enter the base except
without important matters.
 More guards and medical personnel will be posted at the entrance.

Social distancing strategy aims to avoid the spread of Covid-19 from infected
persons in workplaces. Distancing guidelines to maintain at least 6 feet apart.
 Disseminate to all units to strictly observe social distancing.
 Reminders like posters to observe social distancing will be posted
around the Fernando Air Base
 Strict implementation will be followed by all units.

Restrict strolling around the base and cancel large public gatherings.
 Instruct everyone to avoid large public gatherings and give appropriate
punishment to those who disobey the instruction
 Issue an order to avoid any direct contact with other persons.
 Maintain social distancing anywhere around the base

Recommends washing hands often with soap and water, especially after using
the toilet, before eating and after coughing or sneezing.
 Put a wash station and sanitizing alcohol on every entrance to all units
of AETDC
 Put a footbath on every entrance of all units.

Recommends to use an alcohol-based hand sanitizer with at least 60% alcohol.


 Issue alcohol-based hand sanitizer to all units.

Always wear a face mask inside the base, office and/or vehicle.
 Have everyone provide face mask and issue a report to anyone caught
not wearing face mask

 There will be punishment to anyone caught not wearing a face mask.

Avoid meetings, use other means such as video teleconferencing (VTC).


 If the meeting is an important matter, social distancing will strictly

Teleconferencing.

Maintain tidiness of workplaces


 Issue an order to clean and disinfect the workplace every day.
 A certain group will be tasked to disinfect all units around the air base
once a week.

Control entry of non-resident of Fernando Air Base


 Order the Duty Guards at the entrance not to allow any non-resident of
Fernando Air Base to enter.
 Guars will request for the Identification Card of anyone who tries to
enter the gate.
 Only the main entrance will be used to leave and enter the base.

Critique
The withholding of the Enhanced Community Quarantine (ECQ) to places
where COVID-19 is very much present, does allow their people to get back on their
usual routine, to earn their living, but the consequences of this decision made a great
alarm to people’s health in these places. The government intends to help people
relying on their jobs so that they could serve food on their table but the effects of
easing the community quarantine had worsen.

The increase in cases of COVID-19 because of the easing of Community


Quarantine in Metro Manila and Metro Cebu proves the lack of preventive plans and
measures of the said communities. Both communities should not have resorted to
the lessening of restrictions of the quarantine if both communities still have many
cases of the virus. Both of the communities should have remained to be in ECQ and
their officials should have just supported the families affected by the pandemic.

As the Mayor of Lipa, City, I will not allow the people in my municipality to go
out of their houses, exposing them to the risk of COVID-19. We have barangay
officials whom I can require in supporting the affected families in their respective
barangays. We can supply them food and all the things they need using the funds
they have, even the funds allotted for other projects may be used just to support this
effort to prevent the people in their barangay from going out. The people’s safety is
our top priority as well as the prevention of the virus from spreading.

As the Commander of AETDC, I will require all the organic personnel of


AETDC to report and require them to reside in their respective units. I will not allow
them to go out of the base without proper authorization so as not to expose them in
people or places infected with the virus.
