Reaction Paper: Importance of RA 9514 or Fire Code of the Philippines


in relation to Fire Protection

Discovery of fire was the most important moment in our species’ history. It was
great tool for our everyday life. Yet, fire is one the most dangerous element on earth. It
can be disastrous. It can be alarming. It can be violent. Without paying attention into it,
we can put our lives at risk. We can mitigate the hazard of fire by providing rules and
regulations that ensure adherence to standard fire prevention and safety measures, and
promote accountability in the fire protection and prevention service. For this reason, State
implements an act establishing a comprehensive fire code of the Philippines which
adheres all laws, rules and regulations in relation to fire protection.
Does it really important to provide a provision in regards to fire protection? It does.
RA 9514 or Fire Code of the Philippines recognizes PD 1096 or National Building Code of
the Philippines as it provides standard construction requirements to safeguard life,
health, property, and public welfare. Protection against the spreading of fire or smoke
shall be executed concerning the fire resistivity, enclosure of openings, and supervision
of sprinkler system. There is a lot of things to be considered relating to fire protection
such as methods on how we can firestop, e.g. Sprinkler Vent Method, Spray Nozzle
Methods etc. Cutting down the underlying provisions in the Fire Code from materials,
finishes, and its system provide information as preventive measures. Fire detection,
alarm, and communication system in accordance to NFPA 72 and the Philippine Electrical
Code must perform maintenance, test out and document as it will be submitted together
with FALAR 3 to the Chief of Bureau of Fire Protection. It is necessary to keep an eye to
those electronic devices that can be used as pre-cautionary measures which help to
ensure fire protection inside or outside the building envelop. We can further develop our
fire alarm system through signal initiation: manual initiation, automatic detection, and
extinguishing system operation. Being notified to the things happening within your
environment helps you to react smoothly and get things done with proper management.
Fire took few minutes to cause damages. We must prevent the fire before it took
damages through different kind of systems such as fire alarm system, sprinkler system,
and smoke detection system. If things didn’t work as planned, we should ask for help with
City/Municipal Fire Marshal, as they ensure fire safety and protection. Designing concrete
fire emergency plan where it locates fire protection devices such as fire alarm, smoke
detector, water sprinkler, and fire extinguisher minimizes the casualties and destruction
might fire brought by. The placement of standpipes according to its use should be
planned as it can be an initial response of the fire marshal in mitigation of fire hazard.
Classification of hazard helps to determine what kind of approach should be done to
segregate and protect from harm caused by fire. In most compelling part, it does really
important to provide a provision such as RA 9514 or Fire Code of the Philippines in
relation to fire protection and safety of public welfare. Thus, obedience of the laws is our
key to improve our awareness on how we can use fire to its greater extent without being
destructive, alarming and violent.
