Sole Source Justification (SSJ)
1. Nature and/or description of the item/service being procured and anticipated cost:
The Human Capital Business Solutions (HCBS) Division of the Office of the Chief Human
Capital Officer (OCHCO) has a requirement for full service EV and UC Administration services.
Full service EV and UC Administration includes, but is not limited to, Employment History
Storage and Maintenance, Employment Verification, Social Services Verification, UC Claims
Processing, UC Appeals Administration, UC State Detail Processing, UC Reconciliation, UC
Training, Management Reports and Reviews at a state by state level for DHS and its
Components. The total anticipated cost for the 9-month base followed by one (1), 3-month
option period of performance is .
DHS currently receives EV and UC services via task order 70RDAD19FR0000082 against the
United States Department of Agriculture (USDA), National Finance Center’s (NFC) contract
12314419D0003 with TALX Corporation (TALX). These services are set to expire 30
September 2020. In July 2020 DHS competitively awarded the follow on contract for these
services under 70RDAD20C00000007 to Paradigm National Consultants LP, d/b/a HIREtech.
The required services under 70RDAD20C00000007 will not be available until a DHS Authority
to Operate (ATO) has been approved and security accreditation given to the awarded vendor.
The DHS ATO process is expected to last up to twelve (12) months, resulting in a potential
disruption of services.
As the only currently approved provider of these services for DHS, TALX is the only available
vendor who has the unique capabilities positioned to provide continued and uninterrupted full
service EV and UC administration services at OCHCO’s required levels to satisfy and sustain
their mission until the forthcoming DHS ATO is approved under 70RDAD20C00000007 to
HIREtech.
3. The anticipated price will be determined fair and reasonable based on one or more of the price
analysis techniques described below in accordance with FAR Part 13.106-3(a)(2).
