SCHOOL IMPROVEMENT PLAN

FY 2016 TO FY 2019

I. EXECUTIVE SUMMARY

School Improvement Plan is the main vehicle through which Balanga Elementary
School can effectively and efficiently manage educational services from Kindergarten to
Grade Six as mandated in the provisions of Republic Act 9155 or otherwise known as
Governance of Basic Education of 2001.

The formulation of SIP recognizes a highly participatory process that construct and
connects the partnership between and among the school and its stakeholders.
The Enhanced School Improvement Plan of Balanga Elementary School is carefully
crafted and planned that is aligned with the three (3) DepEd’s main theme: (1) Access; (2)
Quality; and (3) Governance and integrated the Continuous Improvement Metholology
using CI Tools to better address the arising needs of the learners and attend to the needs
of the community through Home and School Community Collaboration (H-S-C
Collaboration).

II. INTRODUCTION

A. DEPED’S VISION, MISSION AND CORE VALUES

The overall vision of the Department of Education (DepEd) postulated in the


DepEd Order No. 39, s.2010 which operates under the principle of “One Vision, One
Mission, Common Values, Common Goals, and Different Strategies.”

VISION

We dream of Filipinos who passionately love their country and whose values and
competencies enable them to realize their full potential and contribute meaningfully to
building the nation.
As a learner-centered public institution, the Department of Education
continuously improves itself to better serve its stakeholders.
MISSION

To protect and promote the right of every Filipino to quality, equitable,


culture-based, and complete basic education where:
Students learn in a child-friendly, gender-sensitive, safe, and motivating
environment.
Teachers facilitate learning and constantly nurture every learner
Administrators and staff, as stewards of the institution, ensure an
enabling and supportive environment for effective learning to happen.
Family, community, and other stakeholders are actively engaged and
share responsibility for developing life-long learners.

CORE VALUES

Maka-Diyos, Maka- Tao, Maka-Kalikasan, at Maka-Bansa.

II. SCHOOL SITUATION

Balanga Elementary School is one of the pioneer schools in Bataan. The first school
building erected in the present site of Balanga Elementary School was made of local
materials like nipa, bamboo, sawali and crude lumber, which were donations from the
residents of the town through the effort of Don Pablo Baenz, the founder of Balanga
Elementary School.

The first temporary and makeshift building was improved during the term of Hon.
Mariano Rosauro, Provincial Governor and Hon. Amado de Leon, Municipal Mayor in the
present site.

In 1900, the Gabaldon Type was erected which became the main building of BES.

The historic World War II had devastated the building, having used as garrison of the
Japanese Army. The school was a living witness to the surrender of the Filipino and
American forces to the Japanese Imperial Army on April 9, 1942. It was rebuilt with the aid of
the people of USA under the Philippine Rehabilitation Act of 1946.
The Gabaldon type of school building has twenty classrooms. The Principal’s Office
(shared with the District Office), Property Room, Friendship Hall, Library, Guidance Office
and Computer Laboratory can be found in this building.

In December 2000, through the efforts of Hon. Jose Enrique T. Garcia Jr.,
Congressman of the 2nd District of Bataan successfully passed Republic Act 8984 which later
established the Interim Division of City of Balanga on January 20, 2003. On July 22, 2003 the
formal installation of the Division of City of Balanga was held in the historical ground at the
covered court by no other than OIC DepEd Sec. Fe A. Hidalgo.

Balanga Elementary School became Balanga Integrated School upon the formal
opening of the Secondary Level on July 6, 2006.

On November 2009, the Sangguniang PangLungsod of Balanga City submitted a


resolution approved by City Mayor Jose Enrique S. Garcia III endorsing to the Regional
Director the retention of the name Balanga Elementary School for the elementary
department since the high school department was already separated from the elementary
under a new principal Dr. Alma Poblete and Merlinda Tablan was appointed principal of the
elementary department giving way to a better quality education for both level.

Balanga Elementary School has 79 regular teachers, 1 regular utility worker, 10 utility
job orders under a Principal IV item.

Socio-Cultural:

Balanga Elementary School caters to different barangays such as Talisay,


Bagumbayan, Dona Francisca, Ibayo, Malabia and Poblacion. Their means of livelihood
consist of livestock raising farming for barangay Bagumbayan and Talisay are engage in
small time business like buying and selling while in Poblacion and Dona Francisca, the
residents are engaged in white collar jobs as well as commercial and industrial businesses.

The residents of barangays Talisay, Dona Francisca, Bagumbayan, Ibayo, Malabia and
Poblacion are well-educated, hardworking, industrious, responsible and very active in civic
and religious activities.

V. MONITORING AND EVALUATION

In its strong desire to improve school’s performance in continuing its vision and
mission to be a learner–centered educational institution, Balanga Elementary School aims to
continuously improve its service to its stakeholders through strengthened implementation,
monitoring and evaluation of Enhanced School Improvement Plan.

The quarterly conduct of the School Planning Team through monitoring, evaluation
and fine-tuning is a way of measuring the status of execution of every Priority Improvement
Areas (PIAs) and accounting all physical outputs as bases for evaluation which will serve as
learning guides in making modifications or adjustments.
