PLEB Online Filing Procedure
WHEREAS, the People’s Law Enforcement Board (PLEB) in Makati City created by means of
Sanguniang Pangbayan Resolution No. 421, that will act as a central receiving entity of citizen’s
complaint against Philippine National Police and members in Makati City.
WHEREAS, the Philippines has been declared by President Rodrigo Roa Duterte by Proclamation
No. 922 in State of Public Health and Emergency due to the COVID-19 outbreak.
WHEREAS, the IATF Resolution No. 46-A Series of 2020 declared the National Capital Region
under General Community Quarantine until June 30, 2020 and provide omnibus guidelines for the
implementation of Community Quarantine.
WHEREAS, there is a need for People’s Law Enforcement Board to adopt new guidelines in its
operations in accordance with the community quarantine guidelines.
NOW therefore, Be It Resolved, as it is hereby resolved that the board members of the People’s
Law Enforcement Board, approve the following:
A. The Secretariat
2. All inquiries on cases and transactions shall be initially coursed and acted upon only
through email addresses of PLEB-Makati ([email protected]).
3. All official meetings, seminars, trainings and other functions in the Secretariat, unless
conducted through videoconferencing, shall be deferred.
1. No walk-in applications shall be entertained by the Secretariat. All applications for PLEB
Clearance shall be conducted completely online using any of the following platforms:

b.1. The police officer, using one’s own e-mail address, shall send an e-mail to the
PLEB Secretariat, stating his or her complete name in the subject line, the
purpose why the clearance is being procured, and contact number.
3. After the Secretariat has verified its records, the police officer shall receive an e-mail
reply containing his or her signed clearance or an e-mail reply stating the denial of the
application and the reason therefor.
4. All clearances shall be processed within three working days from receipt of the
application.
4. Answers and other responsive pleadings, motions, and appeal, together with all the
required documents in relation thereto, may either be filed electronically through e-mail
sent to its e-mail address ([email protected]) or through mail sent to People’s Law
Enforcement Board, 8th floor, Makati City Hall Main Building.
The deliberation for the initial evaluation of the complaint to determine if it has
jurisdiction and the deliberation to decide a case or any motion shall be heard through
videoconferencing. Should any of the PLEB members not have any means to attend
through videoconferencing, he or she may inform the Secretariat about such fact. The
Secretariat shall set up a complete computer unit for videoconferencing at the PLEB
office and such PLEB member may attend the meeting thereat.
