This Strategic Management Plan is being developed for Warner Robins Middle School in

the Houston County school district. Warner Robins Middle School is located in Houston County,

within the city limits of Warner Robins, Georgia. The school’s building, opened in 1970, lies

directly in the middle of a neighborhood. Private residences sit less than 100 yards from the front

and sides of the school. The school’s back fields rest against one of the major parkways of the

city.

Warner Robins, while considered a small city, would be considered suburban. The city

spreads into two counties, both Houston and Peach. Warner Robins is a military town, housing

Robins Air Force Base which is a key player for the defense of our nation and home of Team

JSTARS. Further away from the school, the outskirts of Warner Robins are rich with agricultural

businesses and farm land. Due to agriculture and national defense being two of the major job

sources within the city, there is a wide variety of cultures and languages in the community.

The demographics of Warner Robins Middle School are fairly diverse with 45.2% of

students being African-American, 32.9% of students being Caucasian, 13.7% being Hispanic,

1.8% being Asian, and 6.1% of students being multi-racial. Of the student population, 8.3% of

students are English Language Learners, and 15.7% of students have a disability. Warner Robins

Middle School holds Title 1 Distinguished School status with 100% of the students being

considered economically disadvantaged.

The community of Warner Robins is one of the fastest growing areas in Middle Georgia

with the most recent population estimate almost reaching 78,000 people. Of the people residing

in Warner Robins, 51.6% are considered White alone and 39.2% of the community members are

African American. These are the two most prominent racial groups within the community, with

Hispanic people making up 7.9% of the population, Asian people being 3.3%, multi-racial being

3.8%, and all other ethnicities making up the remaining percentage of the population. Being a

town with a prominent military base, 8,110 people in the community are veterans. The median

household income is $50,954 with 19.2% of the population living in poverty. In the city

workforce, the largest employers are Robins Air Force Base (both civilian and active duty), the

healthcare field, and the Houston County Board of Education.

In 2019, 924 students were enrolled at Warner Robins Middle School. This year, 466

students are enrolled as in-person learners. Three hundred and thirty-two students are enrolled as

online distance learners with teachers delivering instruction with a combination of a district wide

online learning software called Odysseyware, Google Classroom, and Zoom. Warner Robins

Middle school has three people on their administrative team and 59 certified staff members.

There are an additional 43 staff members who fall into various categories such as

paraprofessionals, custodial staff, nutrition staff, maintenance and technology crew,

book-keeping and secretarial staff, one family engagement coordinator, and one resource officer.

Warner Robins Middle School serves students from sixth grade through eighth grade. For

the report year of 2019, Warner Robins Middle School scored an overall score of 78.1 on the

CCRPI. They earned three out of five stars for both financial efficiency and school climate. The

three year average expenditure per student was $9,291.43. For content mastery, they received a

66 which was an increase of 5.4 points from the previous year. The school received a 76.5 on

progress, which decreased from the previous year by 6 points. In readiness, they scored a 82.5,

slightly increasing from last year by 0.3 points. Warner Robins Middle School scored the highest

in the closing gaps subcategory with a score of 100, a 60.7 point increase. On the Georgia

Milestones Assessment, 32.64% of students scored as proficient learners in English Language

Arts, 32.59% scored as proficient learners in Mathematics, 34.32% scored as proficient learners

in Science, and 34.75% of students scored as proficient learners in Social Studies. The Houston

County Board of Education was also recently ranked as number 1 on Forbes’s 2020 list of

Georgia’s Best Employers.
