SUSTAINABLE DEVELOPMENT

Emergence of the concept of "sustainable development". The progressive awareness of


environmental care reached one of its most important achievements in 1992 at the UN meeting on
environment and development held in Rio de Janeiro. The document containing the conclusions of
this conference is known as "Agenda 21". In it, "sustainable development" is spoken of for the first
time, and is defined as "The ability of human beings to meet their present needs without
compromising the ability of future generations to meet their own needs", that is to say , sustaining
or maintaining over time the natural resources that guarantee the well-being of humanity. As is
clear from this definition, governments need to control the economic and industrial activities that
generate the greatest environmental deterioration.

Background

The deterioration of the environment. The problems of the degradation of the environment have
been gestating since the Industrial Revolution of the nineteenth century. At that time, human beings
assumed that natural goods, such as soil fertility, water and pure air, were inexhaustible resources.
Large industries then devoted themselves to exploiting these resources without any control, in order
to improve their economic incomes. Soils were irrigated with highly harmful substances, such as
DDT; polluted waters with industrial spills and air poisoned with gases such as CO2.

Ecological awareness. Little by little, companies of various economic activities were deteriorating
the environment. This fact caused that simultaneously, throughout century XX, were appearing
movements of people who opposed to the degradation of the natural resources. But it was from
1970 when governments began to become aware of the seriousness of the environmental
deterioration. It was then understood that nature has limited resources, so that an economic system
based on exploitation and mass consumption should guarantee the protection and recovery of
natural assets.

Characteristics

What elements characterize sustainable development?

The main characteristics that a state development program must meet, for us to consider
sustainable, are the following:

✓ Maintenance or improvement of the environmental system by the economic activity, as well


as the quality of life of all citizens.
✓ Efficient use of resources, and promotion of recycling and reuse of resources.
✓ Development and implementation of clean technologies.
✓ Restoration of damaged ecosystems.
✓ Promotion of regional self-sufficiency.
✓ Recognition of the importance of nature for human well-being.
✓ Approach of human activities within a natural system that has its laws, using the resources
without overturning the basic mechanisms of the functioning of nature.
Challenges of sustainable development
Overpopulation: The world currently has around 7 billion people and is estimated to have a growth
rate of 77 billion inhabitants per year. This requires the implementation of at least two sustainable
policies:

• Look for ways to increase production of goods and services without depleting environmental
resources, as well as better distribute revenues to bridge the gap between rich and poor.

• Control and stabilize the world population, through education for "responsible parenthood".
Especially in developing countries, where it has been found that the more poverty there are more
births.

Global warming: The accelerated rise in temperature on the planet, caused by human activity,
causes serious environmental disturbances such as the change in rainfall, disappearance of glaciers,
rising sea levels, disappearance of animal and plant species, massive migrations of humans and
animals, and the emergence of new desert areas. Therefore, a policy that prohibits the emission of
greenhouse gases and promotes the use of new sources of energy more harmonious with nature is
urgent.

Biodiversity protection: Gases released by industries such as CO2, pesticides and industrial
discharges into seas and rivers with a high content of lead and mercury have led to the
disappearance of many animal and plant species, which are impossible to recover . Therefore, in
order to conserve the biodiversity, and even the life of the same human being, it is necessary to
implement policies that control they smell of the industries and demand the repair of the damages
and the recovery of the natural systems. Erosion and Desertification: The use of chemicals in
agriculture and the elimination of water sources have led to the destruction of the vegetation layer
in many parts of the planet. The UN estimates that about 50% of the planet's surface may be
affected by land degradation and desertification. This fact demands policies that promote the
recovery of the Earth's green mantle and the implementation of other forms of cultivation that
exclude chemical substances.
