Foreword
Engineering Companies and Design Offices that are contractually bound to TOTAL are obliged
to always check that the applicable regulations, in particular regarding SAFETY, QUALITY and
protection of the ENVIRONMENT, do not impose more restrictive measures. If they do,
alternative solutions in accordance with the regulations must be submitted in writing to TOTAL.
Except for when it is used internally, the application of this specification is systematically
covered by a contract.
Caution, for new equipment, this specification supersedes the following specifications:
• GS RC STR 001 Rev. 00 dated 11/2013,
• GS RM WAM 002 Rev. 00 dated 07/2003.

1. Subject
This General Specification defines the minimum requirements for the execution and inspection
of steel structures.
The minimum requirements for the design and sizing of structures are covered by the
specification TOTAL GS RC CIV 001.

2. Reference documents
The reference documents listed below form an integral part of this General Specification. Unless
otherwise stipulated, the applicable version of these documents, including relevant appendices
and supplements, is the latest revision published at the EFFECTIVE DATE of the CONTRACT.
Where there are national regulations, their particular requirements must be applied, according
to the decrees applying them, in supplement or in amendment to this document.
The structures and the construction work shall also conform to health and safety at work
regulations and take account of all the directives specific to the installations concerned.
If there are no mandatory national regulations, international regulations, standards and codes
shall be applied.
For any project, the Engineering Company shall first identify the applicable regulations (national
regulations, regional regulations, regulations specific to the site, regulations specific to the
considered installation) that may have an impact on one of the topics of this specification.
The Engineering Company shall give to TOTAL the list of these applicable regulations, and shall
propose, for approval, a coherent list of compatible and applicable codes and standards,
extracted from the list below.
Important: The works shall be designed, dimensioned and justified by means of a whole of
assumptions and rules constituting a coherent corpus of texts (for example: Eurocodes): any
mixing of texts resulting from different corpora may have serious consequences. Thus, the use
of codes or standards from different origins is forbidden (unless particular case and if precisely
justified). For example, if some Eurocodes are not applicable on a project, the Engineering
Company shall propose to TOTAL, for approval, a coherent alternative for the whole of the
applicable rules on the whole project.
The Contractor shall also comply with the site’s General Regulations and Procedures.
Only the main standards are mentioned in the list below, which shall not be regarded as
exhaustive.

2.1 Priority rules


The subject of this specification shall satisfy, in descending order of priority, the requirements of:
• the local regulations, when applicable,
• the project’s Job specification, when existing,
• this specification,
• other codes, specifications and standards to which this specification refers.
In the event of conflicting requirements between the selected construction code and these other
codes, specifications and standards (if they are stipulated by a particular contract), the most
restrictive requirement shall apply.

2.2 Deviations
Any deviation from the requirements of this specification may be suggested by the General
contractor, Engineering company, Manufacturer or Contractor, if he considers such deviation
beneficial for reducing the cost and/or completion time, provided that it does not compromise
the safety of personnel or the regulatory requirements (when such regulations apply).
Deviations must be submitted to TOTAL, as a variant with the necessary justifications, and must
receive the written approval of TOTAL.
3. Applicability
This specification forms part of the following missions:
• detailed technical specifications,
• engineering drawings,
• monitoring and control of the works,
• completed work file,
• expertises.

4. Definitions of terms
• TOTAL Safety Instruction:
Generic designation of any documents provided by TOTAL and related to Safety.
• Lead Contractor:
Company that assumes the responsibility for the design and execution of a complex whole
in accordance with current regulations and the contractual conditions.
• Engineering Company:
Company that provides, according to this specification, the following services:
− basic studies and possibly detailed studies,
− potential procurement of material,
− placement of work orders.
The Engineering Company may be TOTAL or the Lead Contractor.
• Purchaser:
Company that buys the workshop fabricated structure, and orders the works for its erection.
The Purchaser may be TOTAL or the Lead Contractor.
• Manufacturer:
Company that supplies the workshop fabricated structure.
• Contractor:
Company to which the work contract is awarded.
The Contractor may be responsible for carrying out the execution studies.
• Producer:
Company that produces the steel materials used in the manufacturing of the various
elements that make up the structure.
• Inspection Body:
Approved body paid by TOTAL, responsible for inspecting the design and the execution of
works to prevent technical problems.
5. Limit of the supply
The limit of the supply is described in the order. It comprises all the constraints due to the
application of the regulations and those due to the proximity of the existing works or units in
operation or not.
The Contractor shall keep the construction site tidy and clean. After approval of TOTAL, he shall
withdraw from the site all unused materials coming from the works execution assigned to him.
He shall comply with the rules of the plant for which the works are carried out with regard to the
removal of polluted or unpolluted waste.
The utilities required for the construction on site, for the inspections and for the tests, are the
responsibility of the Contractor (unless otherwise stipulated in the contract).
Unless stated otherwise in the order, water is supplied by TOTAL.
Unless stated otherwise in the order, all the engineering documents required for carrying out the
work (calculation notes, engineering drawings, bills of materials, etc.) should be draught and
supplied by the Contractor or the Engineering Company.
Payment for all works, supplies or special provisions required to comply with the requirements
of this specification is included in the settlement terms defined in the order, either as a global
sum or based on an itemized list of costs.

6. General requirements
6.1 Basic data
6.1.1 General
TOTAL shall provide the Engineering Company or the Contractor with basic data necessary to
carry out the studies and execute the works.
Basic data shall generally include:
• TOTAL Safety Instructions,
• any specific rules and/or work permit procedures regarding to the execution of the works,
• TOTAL general specifications,
• particular specifications relative to the project,
• technical files of basic data, for example:
− site coordinate reference system,
− topographic data,
− climatic details,
− local seismicity,
− human activities around the site.
• Regulation and rules relative to air and water protection.
The Engineering Company or the Contractor shall study the basic data and:
• either accept them,
• or inform TOTAL in writing of any observation or technical reserve considered important,
within a time limit previously agreed on by both parties.
Should these observations involve supplementary studies, these shall be precisely defined
along with their impact on cost and delay.
TOTAL shall take a decision concerning these supplementary studies and give instructions to
the Engineering Company or the Contractor.

6.2 Safety

6.2.1 General
The Engineering Company or the Contractor shall establish its quotation and its own safety plan
in full knowledge of the documents listed in § 6.1.

6.2.2 Permits
All necessary permits shall be obtained from TOTAL prior to performing any work.

6.2.3 Safety of personnel


The Contractor shall place and maintain in good condition temporary fences, guardrails,
barricades, lights, shoring, bracing, and other protection measures required for the safety of
personnel and the premises.

6.2.4 Traffic restriction


Any work which restricts the full use of a pedestrian or vehicular roadway shall comply with
TOTAL Safety Instructions.

6.3 Survey references for structure lay-out


If it does not already exist, a reference level shall be adopted for the considered project (such
as the high point of the pavement). On each drawing, a note shall indicate the correspondence
between the reference level and the altimetry system used on the site.
If it does not already exist, a topographic monument shall be created to serve as a reference for
altimetric and planimetric surveys. This monument shall be fixed, permanent (at least for the
duration of the project), clearly identified, far enough away from traffic and activity areas,
protected against possible shocks, insensitive to settlements. The location of the monument
shall be approved by TOTAL. The position and the level of the monument shall be checked
monthly. Any deviation shall be reported to TOTAL
In addition, when stipulated in the contract, a topographical survey carried out by a surveyor
shall be established.

6.4 Quality Control


The Contractor shall institute a quality control (QC) program to verify and ensure that the works
performed meet the requirements of the applicable specifications and the contract documents.
TOTAL shall have access to all facilities and records of the Contractor for the purpose of
conducting performance inspection/audits. During the audit, any inspection, test reports, and/or
engineering analyses and calculations associated with the scope of work shall be furnished
upon request.
6.5 CE marking
For structures intended for European countries, CE marking is compulsory in application of
European Directive 93/68/CEE. Steel structures shall be CE marked according to EN 1090-1+A1.
For steel structure not intended for European countries, local regulations may induce different
requirements.

7. Design and sizing of structures


Steel structures shall be designed in accordance with EN 1993-1-1.
The minimum requirements for the design and sizing of structures are specified in
GS RC CIV 001 and STD RC STR 001.
This specification covers more particularly:
• actions on structures and combinations of actions,
• the justification for structures, and especially for steel structures:
− calculation codes,
− limit states design,
− limitation of deflections,
− stability of structures exposed to fire.
• the general rules for design of steel structures:
− execution classes,
− structural steels,
− structural bolts,
− anchor bolts,
− minimum dimensions of the structural elements,
− limitation of deflections and slenderness ratio.
• the design rules specific to some structures, and especially the following steel structures:
− steel structures for fabrication units,
− facilities and devices for equipment servicing and replacing,
− compressor shelters,
− platforms, walkways, stairs and ladders,
− works supporting vibration generating equipment,
− structural supports of piping (pipe-racks, pipe-ways and single columns).

8. Materials
All the materials used shall be new and not re-used unless TOTAL has given its written
agreement in some exceptional cases (repairs, etc.).

8.1 Structural steels


Structural steels shall be selected in accordance with EN 1090-2+A1 and TOTAL specification
GS RC CIV 001 § 10.3.
The imperfections of the section surface conditions such as cracks, shells and seams shall be
repaired by grinding in accordance with EN 10163-3.

8.2 Welding consumables


Welding consumables shall be compatible with the base material, the welding process and the
welding procedure.
Welding consumables shall conform to the requirements of EN 13479 and the appropriate
product standards in force (the list of Table 5 in EN 1090-2+A1 § 5.5 has to be updated with the
last published standards).

8.3 Bolts for mechanical fastening


Bolts for mechanical fastening shall be in accordance with EN 1090-2+A1, GS RC CIV 001 and
the standards referred to in § 10.4 of this specification.

8.4 Anchor bolts


Anchor bolts shall be in accordance with EN 1090-2+A1, GS RC CIV 001 and the standards
referred to in § 9.11 of this specification.

9. Execution of structures
9.1 General
Steel structures shall preferably be assembled in the workshop, to minimize operations on site.
Before the delivery of execution plans, the Contractor shall provide to the Company Engineering
the site erection schedule that he proposes to adopt. This schedule shall indicate in particular
the dimensions and weights of the elements supplied from the workshop and needing to be
transported to the site, the nature of the assemblies completed in the workshop and on site. The
Contractor shall take account of the conditions of access to the worksite and the maneuvering
possibilities of lifting equipment.
The shapes of the structure shall be designed to ensure that rainwater flows easily without any
retention. All section surfaces shall be able to be inspected. If two sections are twinned, their
faces shall be sufficiently distant to allow such inspection.

9.2 Execution standards


Execution of steel structures (supplies, workshop fabrication, erection and controls) shall be in
accordance with EN 1090-2+A1. If justified by circumstances, alternative standards may be
proposed, but their application is subject to a written agreement of TOTAL.

9.3 Execution classes


An execution class according to EN 1090-2+A1 shall be assigned to each structure or structure
element in accordance with the requirements of GS RC CIV 001 §10.2. The choice made shall
be approved by TOTAL.
The execution classes shall be identified on the drawings.
9.4 Cutting, smoothing, straightening and shaping
Among cutting methods, shearing use shall be limited to components with a thickness of 10 mm
maximum.
Materials to be used shall be clean and perfectly straight. Any smoothing and straightening work
shall be carried out cold and by mechanical means; the use of hammers shall be accepted only
for light local reworks.
Shaping works shall be carried out with all necessary precautions to ensure that the
deformations are gradual and continuous and that they do not cause any breaking, tearing or
reduction in thickness. The use of a press shall be preferred to hammer work.
The use of cold forming shall be submitted to TOTAL approval.
Cold rolling work using a press shall be accepted only for operations designed to produce
deformations of limited scope: under any circumstances, the minimum bending radius at any
point on the parts shall not be less than three times the value corresponding to the bending test
on receipt in the smithy of the used steel grade.
Hot shaping shall be carried out at a temperature (theoretically corresponding to the cherry red
color) appropriate to the nature of the metal and such that it is not subject to strain-hardening
nor quench hardening which might affect its qualities, and such that the crack formation and
metal embrittlement are avoided.
The shaping work shall finish at a temperature high enough (the color of the metal shall never
darken to dark red before the end of the shaping operations).
In case of flame straightening, for execution classes EXC3 and EXC4, the suitable procedure
developed according to EN 1090-2+A1 § 6.5.3 shall be approved by TOTAL and
mechanical/chemical tests may be required.

9.5 Holing
The holes for bolt shall not be executed nor enlarged with a blowtorch.
In normal cases, the holes may be punched directly to the final diameter provided that the
following conditions are met:
• preloaded bolts,
• e ≤ Ø hole,
• e < 15 mm.
With:
"e" = thickness to be drilled (in mm),
"Ø hole" = hole diameter (in mm).
If these conditions are not met, punching is prohibited.
For non-fit bolts, the holing diameters of normal round holes shall be carried out in accordance
with EN 1090-2+A1 Table 11 and limited to:
• Ø bolt + 2 mm for bolts with a diameter between 16 and 24 mm ,
• Ø bolt + 3 mm for bolts with a diameter higher than or equal to 27 mm.
For fit bolts, the nominal diameter of the hole shall be equal to the shank diameter of the bolt.
The exceptional implementation of slotted holes shall be subject to the prior approval of TOTAL.
