Conducting needs assessment during designing any adult education programme aims at

collecting information on the following issues, provides clear description on each of the issues

Needs assessment defined as the systematic study of a problem or innovation, incorporating data
and opinions from varied sources, in order to make effective decisions or recommendations
about what should happen next.

Needs assessments are routinely used to guide strategic decisions, choices that are guided by the
needs of society, including the needs of direct clients (such as a government’s ministry of
education), indirect clients (such as community schools served by the ministry), and others in the
society that are the beneficiaries of an organization’s efforts (such as the broader population of
the country or region)

A needs assessment provides a method to learn what has already been done and what gaps in
learning remain. This allows the educator to make informed decisions about needed investments,
thereby extending the reach and impact of educational programming.

A needs assessment is conducted so the target audience can verify its own level of knowledge
and skill, its interests and opinions, or its learning habits and preferences. Collecting and
analyzing needs assessment data allows the investigator to describe the “gap” between what
exists and what is needed.

Needs assessments provide the structure and tools to collect information and to guide these
important decisions. Conducting needs assessments can lead to better and more informed
decisions.

(a) Impact
Insights about how education and training can impact your audience. Comprehensive needs
assessment research helps document actual problems and deficiencies.
(b) Approach
Knowledge about educational approaches that may be most effective. When it is important to
gather objective data, your questions need to be carefully constructed to avoid subjective
answers.
(c) Awareness
Of existing programs and of gaps in available training to enable efficient use of resources. An
awareness of how he or she learns is better able to set goals, develop a variety of learning
strategies, and control and evaluate his or her own learning process. Awareness of the fear
and frustration experienced by many low achievers, leading to a certain over-protectiveness,
and hesitation in regard to testing and validating innovative methods.

Knowledge about the potential demand for future programs and products

That the program is serving the target audience, an important part of communicating greater
competence and professionalism to funding authorities who want to know a program or
product’s impact
It may be important to address the community's priorities first, in order to establish trust and
show respect, even if you don't believe that those priorities are in fact the most important
issues.  Building relationships and credibility may be more important at the beginning of a
long association than immediately tackling what seems to be the most pressing need.  Among
other things, community members' priorities may be the right ones: they may see underlying
factors that you don't yet understand.
Credibility helps to know if are the data sufficiently precise, reliable, relevant, valid, and how
will we verify the quality.
