General Method statement and risk Assessment for Scaffolding works activity.
2. SCOPE
This method statement outlines the procedure for using scaffolding associated works in
Jebel Ali Power Station “K” Phase III.

5. RESPONSIBILITY
Site Manager:
1. The site manager will be responsible for overall implementation of the
projects.
2. Responsible for the total compliance of the safety requirements.
3. Lead the site activities with site engineer and supervisor.
Site Engineer:
1. Site Engineer is responsible for the height work area activities.
Safety Officer:
2. Responsible for implementation of safety procedure from beginning till end of
the Scaffolding works activity.
3. EHS shall confirmed that the TBT is conducted and records maintained
4. Providing training on the possible hazards to all concerned employees and
workers.
5. Assisting in identification and implementation of risk controls.
6. Carry out safety checks during the hot work activity until the work is
completed.
7. He shall ensure that all staff and workers who are involved in the height work
activity are provided with Scaffolding works training from the main contractor.
Site Supervisor:
1. Conduct tool box talks prior to start of the activity for all involved in the work.
2. The supervisor shall be responsible for execution of works and supervision of
workers.
3. Execute the work in accordance with the approved MSRA and HSE
requirement.
6. PROCEDURE
1. Scaffolds must be provided for employees engaged in work that cannot be done
safely from the ground or from solid construction.
2. All scaffolds must be erected, dismantled or altered only under the supervision of
a competent person and by skilled and experienced scaffolders. Scaffolder &
scaffolding inspector shall be 3rd party certified from a DAC approved certifying
company.
3. Scaffold shall be erected on the well compacted and level place.
4. Check handrail and toe boards in good condition prior to start working.
5. On all lifts above 1.8 meters prior to handrails and toe boards being fitted full
safety harness shall be attached to an appropriate fall restraint. This also applies
during the dismantling process.
6. Scaffolders during erecting and dismantling scaffolds shall be provided with proper
fall protection measures and shall be provided with suitable PPE’s to protect from
fall hazard.
7. Scaffolds to be inspected by competent scaffolding inspector before starting any
work.
8. Scaffolds cannot be erected or used near energized power lines to avoid any
contact between the scaffold components and these power lines.
9. Scaffolds must have sole board, base plates even when setting on concrete floor.
10. A safe way access, secured adequately for entrance and exit shall be provided. It
is preferable to provide a ladder inside the scaffold to reach to the work platform.
11. Ladders shall be inspected before each use in case of deformity, damage or any
missing parts it should be removed from the work place.
12. Ladders shall extend a minimum of 1 meter beyond the top step-off point.
13. Materials shall not be kept upon a scaffold unless needed for the work within a
reasonable time period.
14. Materials used for the scaffolds shall be stored properly and away from other
materials that might affect.
15. Where materials of the scaffolds are handled manually during erection or
dismantling, no workers shall exist under these materials.
16. Partially erected or dismantled scaffolds shall not be used, and a prominent
warning tag (Red scaffold Tag) indicating that the scaffold is incomplete and not
safe to be used shall be displayed.
17. Material handling from ground to height shall be done properly (Tool bag, Rope,
Pulley).
18. The complete scaffolds shall be used, after providing scaffold tag (Green Tag)
signed by the approved and competent scaffolding inspector indicating that
scaffolding is ready and safe to use.
19. While using mobile scaffolds the scaffolds wheel brakes must be in the engaged
position.
20. While the mobile scaffold is being moved or repositioned, it is strictly forbidden for
any personnel & material to remain on the scaffold.
21. Proper access shall be provided (No climbing on scaffoldings pipes).
1. Tool Box Talk topic emergency & evacuation shall be conducted prior to start
work.
2. In case of emergency, ensure all employees have evacuated their work place &
assembled at the nearest assembly point.
3. Head count by concerned Engineer and Safety Officer.
4. Head count completed, no person was found missing shall be informed to
EHS/concerned
