REFLECTION PAPER
(Lupang Hinarang ILC and ANC)

The fundamental philosophy underlying agrarian reform is the democratization

of wealth by equalizing control and access to the basic productive resources such as
land. Such democratized control and access is seen to lead to the empowerment of the
greater number of people. It is in this sense that agrarian reform is viewed essentially as
a social justice program. Striking at the very core of democratic ideals.

The advent of Republic Act No. 6657 otherwise known as the Comprehensive
Agrarian Law Reform and other laws prior to such which relates to same proves, at
least in one sense that still “ours is a government of laws and not of men.”
Undoubtedly, the framers of the said law must have been divinely illuminated in
inacting the same. The advent of which rejuvenates our lowly farmers and gives them
that semblance of hope and glimpes of sunshine after decades of darkness and despair.
A Republican Democratic form of government such as ours, wherein three (3)
branches of equal importance are governing, the Legislative department that makes
laws, the Executive department which executes them and the Judiciary which sees to it
that laws are in consonance with the Constitution, ideally should bring our country to
greater heights.
Laws however, no matter how brilliant and noble it may be, without persons
with collective iron will and unshaken determinanation to execute it, are nothing more
than mere letters. Reflecting upon the video clip, it reminds me that no matter how
hard life may seem is, never give up for always and in the end, our Creator will grant
the desires of hearts.
While it could be true as what is reflected in the video that, “more power leads to
more lands and more lands to more money and more money to more power”, however,
if we only use such power to help others, this country could be a better place to live in.
Being an aspirant of the legal profession, I should remind myself of how blessed
I am already despite all the hardships I am facing in pursuit to my dreams. And when
the time comes when the whole universe will conspire to make it happen, I should
always heartily remind myself of the very reason of what makes the legal profession a
noble profession.
