Chairman Diplomatic Discourse and Procedure:

I. Opening Statement Session

Hanoi, 23 October 2020


Greeting the Excellencies, ASEAN Secretariat
Distinguished Delegates,

On behalf of the Government of Vietnam, We are very delighted to welcome all of the delegates
to Hanoi, the prosperity capital of Vietnam. Vietnam is deeply honored to host as the ASEAN
Chairman for the 36th ASEAN Summit in 2020. In the name of the Secretary of State of Ministry
of Labour, War Invalid and Social Affairs, I am most happy to chair this Senior Officials Meeting.

We hope that this meeting will look into the way of enhancing and promoting the social
protection system at the national and regional levels to the issued that immediately affected, our
people, the security, health, stability of our region; and especially to this hard time of the
COVID-19 global pandemic.

This year, our theme will focus on “ASEAN in the Post-Pandemic World”. And in today’s
meeting topic of the ASEAN Socio-Cultural Community, we will focus on the “Promoting Social
Protection System in ASEAN”.

At the same time, steps are being taken – and more are being worked out – to hasten and
deepen ASEAN’s integration and strengthen ASEAN cooperation in many areas – to work with
the regional spirit among ASEAN member states to increase the quality, revision, and sharing
the idea to enhance the mechanism, strategy, and action plan to bring the betterment of the
social protection system for our ASEAN people.

Let’s make the global pandemic as an opportunity where we could make our regional spirit
stronger and better than ever for our community to counter the crisis and be developing.

Hands together, we can achieve bigger changes for our people.

Chairman Statement screen to the meeting for all the delegates to make the convenient in
making the amendment.

In the capacity of Chair, I would like to request all the delegates to raise up your hand with the
open video when you wish to amend the clause in the Draft of Chairman Statement.
