Rti Assignment

The Right to Information Act has brought more transparency to government functioning in India. All levels of government from central to local bodies now make their records publicly available for inspection online or through publications in local languages. While RTI applications have increased transparency and reduced corruption, some issues remain. In some cases, people requesting information have faced harassment from officials. A few measures could still be taken to address loopholes, such as reducing exemptions under Section 8 and providing protection for RTI activists. Overall, RTI has been a largely successful pro-people legislation in giving citizens a voice to shape policy and hold the government accountable.

“The right to information has brought about more prominent straightforwardness in
administration , All the level of the Government – The Center, states, and local bodies, including
town level panchayats have placed their records in the public domain for inspections, by
publications or online sources in the local languages accessible by all , RTI applications have
every year expanded by 8 to multiple times, The usage of RTI has been exceptional in states that
embraced RTI Act before 2005, This implies that with time its usage and use would get. The
effect incorporates its utilization by the general population and by the minimized gatherings,
change in the mentality and demeanor of individuals just as the specialists.”

“On the other side, there have been situations where person who asks for information were
harassed, scared, and charged extravagant cash to get the information. At the point when a social
worker documented a straightforward RTI inquiry on the circulation of food grain and lamp oil
under the Public Distribution System (PDS) in Bihar, the official looked for an astounding Rs-
78,21,252 for giving him the information. An individual was even imprisoned in Bihar when he
looked for some data from DM,

The RTI officials ' reaction towards an application that isn't unsafe or hostile is greatly improved
in examination when information is intended to expose some sort of fraud, data is hard to get
and people with significant influence use to easily torture the person seeking information
However, it can't be rejected that the RTI has given a lift to fundamental right of speech and
expression insured by constitution of india. RTI has some how brought transperancy in
government functioning which leads to decrease in corruption and frauds.”

Foreign countries on RTI

“The RTI has been perceived in different nations by joining it in their constitution itself or by
sanctioning separate enactment regarding the matter or by both. Sweden was the principal nation
on the planet that gave it its resident's right to seek information from government in 1766 by
Freedom of the Press Act, The Constitution which was drafted during the 20th century like our
Indian Constitution does exclude RTI in the content of their constitutions in light of the fact that
by then of time RTI was not given such a great amount of significance in contrast with other
common, criminal, and political rights. In nations where the protected content doesn't give the
privilege to data, it has been perceived by the superior courts, for example, Japan, where the
superior court set up in two high profile cases the standards of shiru kenri (the "right to know")
is found in Article 21 which accommodates the right to speak freely of discourse and articulation
Courts in India and Sri Lanka have additionally deciphered the sacred right of freedom and
expression in such a way that RTI is inclusive of it , A few Asian nations have likewise passed
freedom to information laws in the ongoing past , Hong Kong received a Code on Access to
Information in 1995, South Korea authorized the Disclosure of Information Act in 1998,
Thailand's Official Information Act happened in 1997, Japan's Law Concerning Access to
Information Held by Administrative Organs became effective in 2001 and India embraced the
Right to Information Act, 2005, Starting at 2020, there are in excess of 120 nations around the
world that have RTI or RTI related enactments, Indeed, even the nations like South Africa,
Uganda, Pakistan, Peru have such enactments, In the UN Global Right to Information rating,
Afghanistan stands most elevated with 139 appraisals though a nation like Palau stands least at
33, while our nation India remains on 128 that is no 6 in the positioning of transperancy.”

If we talk about whether RTI has worked or not , or whether this concept was successful or not,
we can say that

“RTI is and has been fruitful enactment being a human-accommodating enactment RTI and it has
accomplished incredible statures in straightforwardness like loaning a voice to the yearnings of
residents in issues of administration. It enabled the average citizens to shape government plans
and arrangements. It engaged individuals to address, review, survey, analyze, and evaluate
government acts. Right to Information is the best instrument to check corruptions or fraud. In
2007, information acquired under RTI has stopped a scam Rs- 6,000 crores in the Crawford
Market redevelopment issues in Mumbai A recent report appraises that in the Act's initial three
years alone, near 2,000,000 RTI demands were documented in various parts of the nation.”

From my perception and examination, I feel that a few measures are still to be taken as still there
are downsides or loopholes and they can do by that the legislature could find a way to lessen
forthcoming offers like section 8 of the RTI Act gives a rundown of ten exclusions, going from
any data that may hurt public security, block the cycle of continuous examinations to bureau
papers and delibration of council f ministers , thus these must be diminished. There ought to be
security for activists and informants, CIC ought to be set up as constitutional body it might be
said to transfer its holiness and finally all political parties guarantee to serve general society yet
are consistent in their hesitance to impart data to residents. Political parties ' functions, pay, and
consumption should go under the ambit of RTI and they ought to be held if found guilty.
