1.0 Purpose And Objective


This document describes the stepwise procedures and techniques along with the
health and safety measures for safe and systematic working of HDPE Pipe Laying
and Jointing work activity. The process defines the actions for successfully
execution of work at site.

2.0 Scope
This procedure covers the detail work methodology and guidelines for HDPE pipe
laying, jointing, testing and commissioning activity in all type of strata such as soil,
soft murrum as well as hard rocks. General requirements for stacking, excavation,
laying, jointing, testing & back filling reinforcement at site to be under taken as per
approved drawings.

4.0 Organization and Responsibilities


Construction Manager: Shall be responsible for control of operations and
ensure that job is commenced as per approved method statements,
specifications and drawings available at site.
Site Engineer: Shall be responsible to ensure site construction activities as
per approved method statements, specifications and drawings available at
site. Shall be responsible to coordinate with the surveyor to ensure setting out
and reference points complying with the IFC (Issued for construction)
drawings.
P&M Engineer: Shall be responsible for concrete production and assistance
in pump operation and other P&M movements/activities like providing
necessary vibrators, repairs on time & material shifting and tower crane
operation, providing sufficient cutting and bending machines, providing
sufficient electricity

Land Surveyor: Shall be responsible to coordinate with construction manager


and site engineer for setting out line & levels with respect to approved
coordinates as per GFC (good for construction) drawings.
QA/QC Engineer: Shall be responsible for site QA/ QC activities, traceability,
non-conformance management and compilation of records. Ensure that all
QCI’S and Lab Technicians are properly informed as to the daily work program
and delegating actions to QCI; review of all Documentation and Reports and
Coordinating with other QC disciplines, as necessary.
HSE Engineer: Shall advise the Site Engineers, foremen, Charge hands &
workers on HSE matters related to Vehicle movement, height working and do
periodic Inspections and keep record for reference, including the daily toolbox
talk during the concreting operations.

5.0 Resources
Materials: HDPE Pipe & Fittings
Manpower: Site Engineer, Site Supervisor, HSE Engineer, Quality Engineer
Equipment: The following equipment’s shall be used in order to execute the
HDPE Pipe laying work.
 Fusion Welding Machine & Accessories
 New Generation Hydra Crane with hook latch.
 Belt type lifting sling with sufficient capacity
 Measuring steel tape,
 Truck or Trailer,
 Calibrated Level instrument etc.
6.0 Procedure

6.1 Routing:
The choice of pipe line routing shall be governed by economic considerations and
other factors such as overhead and underground cables, existing pipelines and
traffic flow.

6.2 Field Survey:


Special crossings, which require permission from authority, shall be detail on
separate drawings and cross-reference to the appropriate strip plan. Pipe laying
line shall be marked with respect to datum reference line given by the
authority/customer. Marking shall be re check by the respective site Engineer
along with surveyor.

6.3 Handling, Transportation & Storing of HDPE pipes:

Polyethylene piping is a tough, robust material, but it is not immune to damage.


Improper handling or abuse can damage piping, compromise system performance
and result in injury or property damage. Polyethylene piping should be unloaded
and moved with proper handling and lifting equipment. Use fabric slings. Do not
use chains or wire ropes. Do not roll or drop pipe off the truck, or drag piping over
sharp rocks or other abrasive objects. Store piping so that the possibility of
mechanical damage is minimize.
When transporting straight polyethylene pipes, use flat-bedded vehicles. The bed
shall be free from nails and other projections. The polyethylene pipes shall rest
uniformly in the vehicle over their long length.
Polyethylene pipes conforming to IS 4984 may either be stored under cover or in
the open as the pipes are suitably protect from ageing due to sun light by the
addition of the appropriate quantity and the type of carbon black. Other non-black
polyethylene pipes, however, should be stored under cover and protected from
direct sunlight. It shall be stored in the manner to prevent damage from elevated
temperature, contact with harmful chemicals (such as solvents). Prolonged
exposure to direct sunlight shall not alter the pipe performance, but the pipe may
bend because of the heat during summer months. Precautions are to be taken
accordingly.

6.4 Laying of HDPE pipes:

The pipeline may be laid alongside of the trench and jointed there. There after the
jointed pipeline shall be lowered into the trench carefully without causing undue
bending.
Polyethylene pipes conforming to IS 4984, being black in colour, when subjected
to direct sunlight or warm ambient temperature may become warmer than the
ground temperature. When placed inside the trench, the pipe will contract in length
as it cools to the surrounding soil temperature. If the pipe is connected to sub-
surface structures (such as preset valve, etc) before it is cooled sufficiently,
excessive pull forces could develop. Allow the pipe to cool to ambient temperature
prior to making a connection to an anchored joint.

6.4.1 Earth Work (Trenching)

Trench Bedding

Polyethylene pipe requires no special bed preparation for laying the pipe
underground, except that there shall be no sharp objects around the pipe.

However, while laying in rocky areas suitable sand bedding should be provided
around the pipe and compacted.

Trench Depth
The minimum cover depth to be maintain as one-meter for laying pipes and fittings.
The initial back fill up to 150 mm above the crown of the pipe should be compacted
with screened excavated material free of sharp stones or objects or with fine sand
where no such material is available.

6.4.2 Jointing Techniques:

The commonly used joints are as follows:


a) Fusion welding:
1) Butt fusion welding
2) Socket fusion welding
3) Electro fusion welding
b) Insert type joints
c) Compression fittings/push fit joints
d) Flanged joints
e) Spigot and socket joints

A. Butt Welding

Butt welding (or butt fusion) jointing is a thermofusion process which involves the
simultaneous heating of the ends of two components which are to be joined until
a melt state is attained on each contact surface, thereby producing a permanent,
economical and flow-efficient connection.

The two surfaces are then brought together under controlled pressure for a specific
cooling time and homogeneous fusion is formed upon cooling. The resultant joint
is resistant to end thrust and has comparable performance under pressure to the
pipe.

This method of jointing requires an electrically heated plate to raise the


temperature of the pipe ends to the required fusion temperature and is used for
PE63, PE80 and PE100 grades of material for pipe of size 32mm and above of
the same Standard Dimension Ratio (SDR). When joining pipes using butt welding
techniques.

The important steps involved in making a butt-welded joint are:

Pre-welding procedure

 Create an environment conducive to repeatability and reproducibility, thus a


clean tidy and stable environment at the point of fusion
 Ensure the use of clean and appropriate equipment
 Only use trained personnel
 Draw up preliminary welding procedures
 Weld according to preliminary welding procedures
 Perform a visual inspection on the welded section
 Perform mechanical tests on welded sections
 Make process changes until all aspects achieve a pass status
 Continue with the welding processes and make sure to record all important
parameters.
 Make use of check sheets to ensure accurate tracking of all important steps
and parameters

Welding Process

 Place the pipes in clamps with ends against the trimming tool and pipe
markings aligned
 Align and level components using support rollers
 Tighten the pipe clamps to grip and re-round the pipes
 Use the trimming tool to ensure continuous shavings are cut from each
surface
 Check that there is no visible gap between the trimmed faces
 Place the heater plate in the machine and close the clamps so that the
surfaces to be joined are touching the plate
 Using the hydraulic system, apply the pressure previously determined

 Maintain the applied pressure until the pipe begins to melt and uniform bead
of 2-3mm is formed on each end
 Check that the pipe does no slip in the clamps. The pipe ends must maintain
contact with the heater plates. Once the heat soak time is completed, remove
the heater plate, ensuring that the plate does not touch the melted surfaces
 Immediately close the clamps and bring the melted surfaces together at the
previously determined pressure
 Hold under pressure for the appropriate cooling time.

B. Electrofusion

Another technique using heat fusion joining technology is electrofusion.


Electrofusion welding systems are considered the most highly developed cost-
effective and safe method for joining polyethylene pipes today.

This jointing process uses heat generated from electricity to melt both the pipe wall
and the pipe surface, creating a completely homogenous joint that is stronger than
the pipe itself. Thanks to its versatility, electrofusion can be used to weld together
pipes or fittings from different PE materials and different thicknesses as long as
there is compatibility of melt flow index and raw material density.

Another key advantage of electrofusion is that it is particularly suited to


installations where access is difficult, such as in trenches or around other pipes.

A typical electrofusion weld is carried out by a trained welder and includes the
following steps:

 Draw up preliminary welding procedures


 Weld according to preliminary welding procedures
 Perform a visual inspection on the welded section
 Perform mechanical tests on welded sections

 Continue with the welding processes and make sure to record all important
parameters.
 Make use of check sheets to ensure accurate tracking of all important steps
and parameters

Welding Process

 Check that pipe is cut at 90° to the pipe axis


 Mark the fusion zone on the pipe and scrape to remove oxide layer
 Clean the scraped area of the pipe, and fittings (avoid touching the fusion
zone)
 Mark the insertion depth (half the length of the fitting) on both pipe ends to be
joined, clamping the components in place if required
 Insert the pipe ends into the Electrofusion fitting. For larger diameters,
assembly can be assisted by tapping around the face with a plastic hammer
 Start the fusion process, using a preheating phase if applicable
 Wait the appropriate cooling time and quality check the fusion
 Mark the fusion parameters on the pipe

C. Flanged Connections

Flanged joints are normally used to connect PE pressure pipelines to valves,


pumping stations and pipelines of other pipe materials. The joint must be able to
transfer long-term axial forces with maintained tightness, which requires use of
suitable components and a correct assembly.

The components in a flanged joint for HDPE pipes are:

 Stub-ends or flanged adaptors


 Back-up flanges
 Gaskets (pressure and chemical appropriate)
 Bolts
 Washers

The general procedure for making flanged connections is:

 Flanges and gasket should be centered, supporting one or both halves of the
joint if necessary
 The end surfaces of the stub-ends must be close to each other before the
bolts are tightened to avoid elongation of the pipe during joint assembly
 Bolts are tightened crosswise in at least six stages, starting with finger
tightening, and consequently using a torque wrench
 Additional tightening to the recommended torque should be carried out
several hours later and also on the next day

As a rule of thumb, the sealing pressure should be at least twice the maximum
internal pressure in the pipe.

D. Mechanical Compression Coupling

Compression couplings are another form of non-permanent jointing for HDPE


pipes. As indicated below, the general components of a compression fitting or
coupling are a body, a threaded compression nut, an elastomer seal ring or O-
ring, a stiffener and a grip ring.

Compression fittings are popular because they do not require soldering, so they
are comparatively quick and easy to use and require no special tools or skills to
operate. Because compression fittings are not permanent, they are especially
useful in installations that may require occasional disassembly or partial removal
for maintenance.

The procedure for installing compression fittings is:

 Cut the pipe at 90° to its axis


 Inter over the pipe end in the following order: nut, clinch ring and O-ring on the
mouth of the pipe
 Insert the pipe end and the O-ring onto the body of the joint, up to the insertion
depth tab
 Push the clinch ring into the body of the joint
 Engage the nut and fully tighten

6.4.3 Field testing

The pipeline to be tested shall be filled with water slowly allowing for splurging the
entrapped air. Air valves at high points should be open to allow air to escape while
water is being filled. Before pressure is applied, the pipeline section under test
shall be restrained against movement.

The following procedure is recommended for PE pipe testing:

 Polyethylene pipelines shall be pressure tested at ambient temperature. After


filling with water, the pipeline shall be left to stabilize for a period of 1 h.
 Fusion joints may be covered during testing. Flanged joints shall be kept open
for visual inspection. The pipeline shall be filled with water and pressure tested
from the lowest point.
 During the test period, make-up water is continuously added to maintain the
pressure.
 The test pressure shall be 1.5 times the rated pressure of pipes or of the
proposed maximum design pressure of the section. Apply the pressure by
continuously pumping at a constant rate.
 Under no circumstance, air is to be used instead of water for testing.
 Tests should be performed on reasonable lengths of pipelines. Long lengths
more than 2000 m may make leak detection more difficult.
 Acceptance criteria — if the pressure remains steady (within 5 percent of the
target value) for 1½ h, leakage is not indicated. Flanged connections shall be
visually inspected.

 If the test is not complete because of leakage or equipment failures, the test
section shall be depressurized and allowed to relax for at least 8 h, before
starting the next testing sequence.
 Testing outside the trench is to be avoided, as pipe rupture may involve safety
issues.

6.4.4 Back filling of Trenches


The initial back fill up to 150 mm above the crown of the pipe should be compacted
with screened excavated material free of sharp stones or objects or with fine sand
where no such material is available. The trench shall be refilled so as to build up
the original ground level, keeping due allowance for subsequent settlement likely
to take place.

7.0 Quality assurance


QA/QC personal shall check the materials at the receipt, storage and before
use to ensure Specifications Compliance.
 HDPE Pipe size Dimension, Thickness shall be checked as per
drawing/inspection report.
 HDPE Pipe Excavation and laying shall be checked as per code and
specification.
 Both side gap of HDPE Pipe should be 150 to 200 mm.
 HDPE Pipe joining by Electrofusion
 HDPE Pipe alignment shall be checked as per code and specification.

 Hydro Test shall be checked asp per approved drawing, specification and code.
 Trench cover should be ensure 900-1100 mm.
 The initial back fill up to 150 mm above the crown of the pipe should be
compacted
8.0 Health and Safety
The health safety and environment Management plan institutes the overall
mechanism for the risk management process with regard to the project. As an
integral part of the planning process prior to commencement of any operational
activity a suitable and sufficient specific assessment of risk associated with the
works should be taken

8.1 Training

Quality orientation training, Pep talk training and HSE Induction training based on
site requirement is given to all personnel to work in the site.
Job specific further Training must be provided to the working personnel like

 JCB operators
 Pipe Laying team
 Hydro Test team
 All work force related to the Activity
 First aiders
8.2 Risk Assessments

 HSE Hazards involved in the activities, tasks, tools & equipment pertaining to
this job has been assessed through Hazards & Effects Management Process
(HEMP) for each and every activity
 The contents in HEMP Register shall be disseminated within the crew by the
shift supervisor / foreman, through Toolbox Talk.
 Any new hazards & controls identified with reference to site conditions change
shall be briefed to the crew by the supervisor / Foreman, prior to
commencement of any activity
 Following control measures generally apply to all hazards that shall be adopted
as a proactive measure in addition to the specific controls identified in the
HEMP Register:

 Correct use & maintenance of tools and equipment.


 Third party inspection of all tools / tackles and crane.
 Deployment of trained & authorized persons for the job.
 Conduct of toolbox talks prior to work commencement.
 Provision of adequate warning signs, barricading, etc.
 Good Housekeeping.

 Adequate and effective supervision.


 Use of necessary PPE.
 Prevention of Inhalation of Toxic chemicals, Solvents.

8.3 Personal Protective Equipment (PPE)

 Personal Protective Equipment provided to employees are as listed below:


 Helmet, Safety Shoes, Safety Goggles, Dust Mask, Ear Plugs, Coverall &
reflective vests .
 Hand Gloves (Rubber gloves) – for all during manual handling of materials.
 Use of Respirators/ Half mask in the areas of Hazardous fumes exposure /
while chemical spraying.

8.4 First Aid / Medical Facility / Fire Fighting:

 Availability of First Aiders (with ready access to first aid boxes) shall be ensured
at each worksite. A first aid box with recommended items shall be kept at the
work place for use in case of requirement.
 Medical facility for the crew when in need, shall be utilizing the clinic / hospital
identified for the purpose.
 List of First Aider/Fire Fighting Team will be displayed.
 An exclusive Emergency Vehicle will be provided, for any eventuality.

8.5 Cleaning Procedure of Worksite

 Saw dust and concrete wastage collected in Designated – marked container for
disposal at designated waste disposal facility.
 Washed water from hard surface floors shall not be sent to sewer and to be
collected in a plastic container, labeled & stored for suitable disposal action.
 Safe Storage System will be practiced & Handling is ensured by trained
personnel only.
 Appropriate PPEs (Rubber gloves etc.) shall be used while doing handling,
cleaning activity.

8.6 Hygiene at Workplace:

 To help, minimize the spread of viruses / dermatitis and upkeep of good health

 Before and after food preparation or eating.


 After removing personal protective equipment, such as masks and gloves.
 After use of rest rooms / toilets.
 Keep the work areas clean.
 These tips are based on recommendations from organizations such as the
World Health Organization and the Centre for Disease Control.
 All the above points are disseminated to the site personnel through Special
Tool Box talk periodically.
 Replacement of PPE`s shall be ensured, based on the Task, usage &
Damage.

8.7 Emergency Response procedure:

 The MSDS shall be kept at site for reference and use in case of emergency.
 Adequate signage shall be ensured related to the task performed.
 Chemical exposed personnel shall be moved out of the spot to a safe location.
First aid shall be given in line with the MSDS guidance.
 If required, body wash shall be given within the site using copious amount of
water.
 In the event of contact to Eyes, the Portable eye washer shall be used to wash
the eyes.
 Call for help within the worksite by calling the 24 Hrs. Emergency no.
 Respond to the emergency of containing the spill, etc.if trained and if safe to do
so. Else call for help through 24 Hrs. emergencies and wait for further help from
external assistance.
 Remove the affected personnel from the location to a fresh air place & call for
assistance to shift him / her to the nearby identified Hospital for further
treatment.
 The Crew in-charge shall ensure that crew members have ready access to the
telephones for use during emergencies and the emergency contact numbers
are displayed in the site.
 The emergency actions to follow to be disseminated to the work group through
daily tool box talk and ensured of the understanding by one and all.
 Extreme requirements, call “XXXX” for POLICE/Emergency Response Team /
Ambulance assistance.

9.0 Environmental Conservation


Care shall be taken in line with the environmental requirements. During use
recycling and reuse of material shall be promoted with due approval from
engineer in-charge.
