1.0 SCOPE
This procedure covers the minimum requirement to be followed by Hong Xing Engineering &
Construction Private Limited for conducting tank hydrostatic test for Lion Project- Phase 2 at
Seraya, Jurong Island.
2.0 REFERENCE
API 650 Welded Steel Tanks for Oil Storage
3.0 RESPONSIBILITIES
3.1 The production team shall be responsible to carried out necessary arrangement to conduct
hydrostatic test as describe in this procedure.
3.2 The QC inspector shall responsible to inspect and witness the testing.
4.0 PREPARATION
4.2 All mechanical work must be inspected, tested and accepted. All record must be verified
before hydrostatic test. Test Pack shall be reviewed by LLS, Final walk down performed,
Punch item cleared and clearance given for testing.
4.3 Cleaning tank internal and removal of all temporary attachments , trash, debris, grease, oil,
weld scale, weld spatter and any other foreign matter.
4.4 Blank off all shell nozzles or couplings shall be provided with blind flanges and plugs with
same size and rating.
4.5 Water quality for carbon steel tanks shall be improved by adding chemical agent when the
water contact is estimated to exceed 14 days, including filling and draining
4.6 Vents shall be provided at the highest point of the tank for purging air may be created during
water filling time.
4.7 Water quality and other requirement shall confirm to Appendix S, Clause S.4.10 of API 650
4.8 Install transparent plastic tube along the stairway to monitor the water level.
Water Filling
5.2 The following will be the hold points and must be checked by client’s inspector
5.2.6 The tank shall be filled with water to two inches above the weld connecting roof
plate to top angle and hold for 24 hours.

5.2.2 Air pressure (38mm Water Column) shall be applied to the enclosed place above
the water level and held for 15 minutes. A water column nanometer shall be used to
measure the test pressure if the pneumatic test pressure is very less.
5.2.3 All welded joints above the liquid level shall be checked for leaks by using soup or
other suitable solution.
7.0 ACCEPTABILITY
7.1 Any leaks found shall be corrected in accordance with the code and hydrostatically tested
again.
8.1 All water filling check valve will be reversed for water draining.
8.2 During draining, the vent on the high point of the tank should be kept open to avoid
development of negative pressure inside the tank.
8.3 Disconnect all hard piping at hydrant inlet point and connect hose to discharge for draining.
Water draining rate shall 300mm per hour.

8.4 When the water level is reach below the shell manhole, open the manhole covers.
8.5 The remnant water in the tank shall be pump out and dried either by air blowing or natural
evaporation.
9.1 Tank Internal cleaning after hydro-pneumatic testing to be inspected and box up witnessed
by LLS/Afton.
